General Staff of the Armed Forces of Ukraine

The twenty-sixth day of the heroic resistance of the Ukrainian people to the Russian military invasion continues.

Russian troops operating in Ukraine are in dire need of repairing and rebuilding damaged weapons and military equipment.

Due to the lack of receipts of foreign-made components, the work of the enterprises of the Uralzavod Corporation and the Chelyabinsk Tractor Plant has been suspended. These companies specialize in the manufacture and repair of tanks and other armored vehicles for the armed forces of the Russian Federation.

Cases of desertion among the personnel of the Russian forces continue to be recorded. Thus, in the area of the settlement of Gavronshchyna, Makariv district, Kyiv oblast, a group of Russian invaders seized the cars of local residents, changed into looted civilian clothes and drove towards the border with the republic of Belarus.

Continuing illegal activities in the temporarily occupied territories of the Zaporizhzhya region, in some settlements the invaders are making covert preparations for the elections of the pro-Russian administration of districts and cities.

In order to organize the so-called "Russian humanitarian convoys", Russian forces concentrated in the port of Berdyansk a column of white KAMAZ tilts trucks of the Ministry of Emergency Situations of the Russian Federation. Such trucks were used for covert transportation of ammunition to the temporarily occupied territories of Donetsk and Luhansk regions. This may indicate the intention of the occupiers to organize similar "humanitarian convoys" in the Zaporizhzhya region.

During the fighting, the enemy temporarily holds the land corridor with the occupied Crimea and blocks access to the Sea of Azov.

Having lost its offensive potential, the Russian occupation forces continue to form and move reserves from the depths of the Russian federation to the borders of Ukraine.

Due to the large irreversible and sanitary losses of personnel (including command) in the armed forces of the Russian federation, the planned discharge of officers, ensigns and sergeants from military service has been suspended.

The military-political leadership of the Russian federation is carrying out aggressive propaganda activities aimed at servicemen of the Armed Forces of the republic of Belarus regarding the need for military invasion of the territory of Ukraine.

In Polissya, during the day, the enemy tried to intensify offensive operations in several areas, suffered losses, but did not succeed. Continues to conduct air reconnaissance in order to find optimal ways to improve its position.

In the Northern direction, the enemy is not conducting active offensive operations, continues to restore offensive capabilities by introducing additional units on the territory of Ukraine, including a battalion tactical group from the 90th Tank Division.

Units of the invader continue to shell Chernihiv and other settlements, do not abandon attempts to attack in the direction of Brovary, but due to losses, have no success in advancing. They are trying to replenish stocks and conduct reconnaissance.

In the Slobozhansky direction the enemy does not carry out active offensive actions, continues to partially block the city of Sumy, carries out artillery shelling of the city of Kharkiv. Occupation forces are trying to rebuild the railway section from Valuyki to Kupyansk in order to improve the logistics of the group.

In the Donetsk and Luhansk directions, the enemy continues to try to advance and gain a foothold, but was unsuccessful.

Ukrainian defenders repulsed 13 enemy attacks and destroyed 14 tanks, 8 infantry fighting vehicles, 2 multi-purpose towing vehicle light armored, 3 artillery systems and 4 vehicles. Air defense units hit 2 enemy air targets. The losses of enemy personnel amounted to about 300 people (losses are being clarified).

Defenders of Mariupol destroyed the patrol boat "Raptor" and the electronic warfare complex "Leer-3".

In the South Buh direction, the occupiers have taken defensive action, are taking measures to restore combat capability, trying to restore damaged armored vehicles.

In the Mykolayiv direction, owing to counterattack of divisions of Armed Forces of Ukraine, the enemy is compelled to retreat to unfavorable borders.

So, during the day, thanks to the heroic actions of our defenders, the state flag of Ukraine was raised over the city of Makarov, the enemy was rejected.

Enemy aircraft continue to destroy missile and bombings of infrastructure in Ukraine in Kyiv, Chernihiv, Kharkiv and Donetsk oblasts. At the same time, the occupiers continue to actively use the airfield network of the republic of Belarus.

It is expected that the enemy will continue to launch insidious missile and bomb strikes and carry out artillery shelling of critical infrastructure of Ukraine using jet artillery, aircraft, high-precision weapons and indiscriminate munitions.

In addition to heavy casualties during the fighting, there is also a high death rate among the badly wounded Russian invaders.

That is why Russia is gathering mercenaries around the world and making desperate attempts to push Belarusian troops into the hell of war with Ukraine.

Ministry of Internal Affairs of Ukraine

Fighting in Luhansk oblast continues. As of the morning of March 21, 12 houses destroyed by the Russians, two persons wounded, and five rescued from the rubble.

The situation with communications in the region is critical. However, the electricians managed to restore the electricity in the Girska community and to re-establish mobile communications.

The police have recorded two cases of rockets falling near Zhytomyr and Korostyshiv. Investigative and operative groups worked at the scene collecting evidences of war crimes.

Police document war crimes after shelling of the coastal zone of Odesa region. As a result of criminal actions of enemy forces in Odesa, several private houses were destroyed, a high-rise building in one of the residential complexes was damaged, one person was injured.

Prosecutor’s General Office of Ukraine

On the March 21, Prosecutor’s General Office opened investigations on following war crimes of Russian fascists:

1)     a rocket attack on the Podil district of the capital of Ukraine;

2)    shelling of civilians in: Popasna district, Luhansk Region, Avdiivka, Donetsk Region, village of Hannivka in the Dnipropetrovsk region, village of Kamyanske in the Zaporizhzhia region;

3)    seizure of the premises of the Shchastyn City Military-Civil Administration;

4)    abduction of employee of the Melitopol Information editorial office;

5)    hijacking of 5 Ukrainian ships from the seaport of Berdyansk;

6)    participation in the organization of the occupying authorities in the city of Berdyansk.

As of the morning of March 21, the official number of child victims - 115 deaths as a result of armed aggression by the Russian Federation. The number of injured children increased to 148. The largest number of victims was in the following regions: Kyiv - 58, Kharkiv - 38, Donetsk - 29, Chernihiv - 31, Mykolaiv - 22, Kyiv - 16, Zhytomyr - 15, Kherson - 15 and Sumy - 14.

The bombings and shelling have so far damaged 530 educational institutions, 72 of which have been completely destroyed. The most damage was done in Donetsk, Kharkiv, Mykolaiv, Sumy, Kyiv, Kherson, Chernihiv and Kyiv. In addition to that, more than 40 children's facilities were destroyed and damaged, including medical facilities, art schools, sports facilities, and libraries.

Russian forces are not only killing Ukrainian children; they are kidnapping them - forcibly transferring to Russia. On March 12, Russian fascists took 2,389 children from the temporarily occupied districts of Donetsk and Luhansk regions.

Prosecutors qualified these actions as forced transfer of civilians, in particular children, to the territory of the aggressor State. Under the Ukrainian Criminal Code, this is a violation of the laws and customs of war (Article 438 (1) of the Ukrainian Criminal Code).

Ukrainian Parliamentary Commissioner for Human Rights

Mass abductions of local authorities and residents of the temporarily occupied territories of Ukraine are continuing by Russian militants. So far, 5 cases of illegal detentions of local government officials by the Russian military have been recorded in the Chernihiv region.

The Russian military captured a humanitarian convoy moving towards Vovchansk in the Kharkiv region. The convoy also included ambulances, evacuation buses and two trucks of 20 tons with humanitarian cargo. Six people are in captivity - drivers and ambulance doctors.

As a result of the Russian military invasion, some settlements in Ukraine have been under occupation and on the verge of survival for three weeks now.

Trostianets in the Sumy region has been occupied and completely surrounded from all sides.

The head of the street committee, Hanna Samoilova, was killed, and for several days snipers fired on the street, preventing residents from taking the body for burial. The other day, a guy who was returning home in the evening was shot dead on the street. The head of the agricultural enterprise, who was driving to work in the morning, was shot to death. A grenade was thrown at people on one of the streets. The blast killed two men.

Yesterday, heavy artillery fired on residential buildings. The occupiers actually destroyed several houses and killed three pensioners who lived there.

In the temporarily occupied territories, the enemy forcibly mobilizes men under the age of 65 and students.

Mobilization of the population has been announced on local television in the occupied territories of Luhansk region.  In order to increase the number of potential "conscripts", the occupiers are raising the age limit for "conscripts" to 65 years.

Thousands of the Ukrainians died in this violent war of Russia against our state.

Before the war, Kyiv – the capital of Ukraine, was usually called “a new Berlin” while comparing the openness, emotions, freedom, clubs and parties.

Now Kyiv is closed and silent, waiting for another siren to go off, which will make people hide in shelters.

Unfortunately, at the moment we cannot gather like you did, or live like you, as we are fighting for our salvation against one of the biggest armies in the world.

Ukraine is fighting for you. We are fighting against the occupants that kill civilians, create manmade hunger, fire down residential blocks.

In three weeks of war, 115 children died already. This is the scariest war in Europe since the end of II World War.

Ukrainians are a part of Europe, you see our desire to be a part of the EU. You have the power to make your politicians accept us to the EU.

Europe has a much stronger power than rockets and tanks. Without trade with you and your banks Russia will not have money for this war.

We have warned your politicians that it is dangerous when it is being decided by Moscow whether to provide you with gas and how much does it cost. We have told you that the sanctions are needed to avoid the war. When the Russian rockets hit 20 km away from the NATO borders, and when Russian tanks were shooting strait at the nuclear power plant, then finally everyone understood Ukraine should be listened at and supported, as your lives depend on it, too.

Please do not sponsor the Russian military machine. Not a single euro to the occupants. Close all of your ports to them. Do not supply them with goods. Reject the Russian energy sources. Push on Russia to go away from Ukraine.

President Address to Ukrainians

In this video, I want to appeal separately to the Ukrainian cities and the brave inhabitants of these cities. To the free south of Ukraine, where the sun shines only to welcome guests, not to random "tourists" on tanks. To Berdyansk, Kakhovka, Enerhodar, Melitopol and, of course, Kherson.

To Kherson, where today we saw slaves shooting at free people. Slaves of propaganda that replaces their consciousness. Slaves who used to pack everyone in paddy wagons. Even an old woman with a clean white poster. Even a girl with an A4 sheet on which only one word is written - "peace".

These slaves sent by Russia have never seen so many free people in the squares and streets. They have never seen thousands of people who are not afraid of them, of slaves with weapons in their hands. Slaves perceive freedom as savagery, as danger. They are scared. The fear that propagandists know how to turn into hatred. And then - shots at peaceful free people.

Kherson, hold on! We will never forget these shots. Shots from your city. We were all with you in your square and streets. 40 million Ukrainians of our state. Millions and millions of Ukrainians in the world. We've all seen you stand. We’ve seen who you are. We have all felt how you want to regain your freedom. On land, where, watching the Milky Way, the Chumaks went for salt, the enemies felt terrible.

And as soon as we can break through to you, every occupier who shot at peaceful Kherson residents just for the blue-yellow color will have a black stripe.

Same awaits the Russian military pale from the fright who were driven out today in Enerhodar. Peaceful Ukrainians drove them out with bare hands.

The occupiers in Berdyansk, Melitopol and Kakhovka will have a black stripe. Wherever the occupiers kidnap our people. Those who they think are organizing the resistance. But we are not Russia. Remember. And there is no need to organize resistance here. Resistance for Ukrainians is a feature of the soul. And I really want you, all our Ukrainians in the south, to never think even for a moment that Ukraine does not remember you.

Whenever you are in pain, when you resist in spite of everything, please know that our hearts are broken at this time, because we are not with you.

And we ask God to support you until we can drive strangers out. This is a feat that you are protesting. This is happiness that we have such people. That we are all Ukraine.

During this invasion, heroes have constantly declared themselves among millions of our people. Once - ordinary Ukrainians, and now - fighters. Men and women who stand up for our state. Everywhere: in the south, in the east, in the north, in the center, in the west and abroad. Stand up so that the enemy does not believe that this is a reality.

But we will make them believe. And we will make them remember that they are not welcome.

And they will never be. In Kyiv, which stands bravely and majestically above the Dnieper. In Kharkiv... Proud, tidy, educated Kharkiv. Which they beat, and it does not obey. Chernihiv. Ancient! Chernihiv, which since the time of the Horde has not faced such atrocities committed by the Russian military now.

Sumy, Okhtyrka and Lebedyn... Izyum, Derhachi ... Volnovakha, Popasna... Borodyanka, Hostomel, Makariv... Mykolaiv...

Mariupol! Hardworking and honest city! Mariupol. Which the occupiers are simply destroying. Destroying to ashes. But it will survive them all. Worthless slaves who do not know how to take care of their own country. Of their own people. And they go to someone else's.

I appeal to all Ukrainians. Wherever we are. Do everything to protect our state.

To save our people. Fight. Fight and help. Drive these slaves out! Drive the occupiers out! So that Ukraine lives. So that all of us live with it.

Having failed all plans to occupy Ukraine, the Russian aggressor resorted to outright genocide of the civilian population of Ukraine.

In the last two days alone, the enemy has bombed from air the House of Arts in Mariupol. They opened direct fire from tanks at a nursing home in Luhansk region. In Trostyanets, Sumy region, the occupiers threw a live grenade at civilians. In Kyiv, a shopping center where civilian population were hiding was attacked from the air.

As a result of the war, millions of Ukrainians were forced to flee their homes. Millions were left homeless. This is our reality that the entire civilized world can already see.

President of Ukraine Volodymyr Zelenskyy has announced a substantial program to help Ukrainians who were forced to escape from their war-torn towns.

The Government has embarked on implementation of this program.

Money, jobs, housing are the three main directions covered by this program.

First. Money. The state will pay each displaced in Ukraine a minimum monthly allowance of 2,000 hryvnias. Simply, through the Diia, to the bank account. No extra documents. Avoiding bureaucracy. For all the citizens who moved from areas of active hostilities.

Also, a 3,000 hryvnas resource will be paid for each child who was forced to move to safer regions because of the war and all those atrocities.

Second. Jobs. We are launching an employment program for all the displaced persons. To do this, the state commences payment of benefits to those employers who hire IDPs from the affected regions.

A 6,500 hryvnias sum for each employee. These funds will be spent by employers on the salaries for such employees.

I will appeal to entrepreneurs again.

The state supports you in your desire to continue working where it is safe. Complete deregulation of business, simplification of the tax system, affordable loans.

Now the Government bears part of the resources for paying wages to those people who need work. Hence, let's get work! I urge everyone to start working, to admit people, to provide them with work.

Third. Housing. A week ago, the Government adopted a decision on a mechanism to reimburse utility costs to communities that provide free shelter to IDPs in schools, kindergartens, cultural centers and municipal institutions.

We are now working to supplement the program so that families receiving displaced persons in their homes can also get compensation for utility bills.

All those who responded to the hardship the IDPs face, provided them with shelter for free, will receive 450 UAH per month for each of those whom they helped to compensate while paying for utilities.

All the three programs have already been approved by the Government of Ukraine. Their implementation triggers today, March 21, with the registration of temporary displaced persons by territorial communities and CASPs.

Registration through the Diia will be available starting March 30.

And after the war ends we will rebuild everything. Every building, every apartment, every facility. And everyone will have a chance to return home.

But everyone who today has found shelter, work and everything necessary for life in this time of trials will forever keep in their hearts the memory of and gratitude to those hospitable communities and people.

The twenty-sixth day of the resistance of the Ukrainian people to the Russian large-scale military invasion has started.

 25 days of defense against the Russian invasion have passed.

The kremlin no longer knows how to explain the things that are happening. It is because these days they have buried more soldiers in the regions of Russia than their officially acknowledged losses. Lies cannot help them, instead they are scared of the truth.

Our defenders have almost completely wiped out a number of Russian tank, air assault, engineering and other units that were considered “elite”, along with their commanders.

Since the beginning of the full-scale invasion, our soldiers have shot down 100 planes and 120 helicopters, destroyed almost 500 tanks and 1 500 Russian armored combat vehicles.

That is why Russia is gathering mercenaries all over the world and making desperate attempts to push Belarusian troops into the hell of war in Ukraine.

The position of our army is very clear: all invaders will get a harsh rebuff, regardless of who they are or where they come from.

The enemy no longer dreams of capturing Kyiv, is out of breath in the Chernihiv & Sumy regions and receiving painful blows near Kharkiv, in the Mykolaiv, Kherson and Luhansk regions.

The heroic defenders of Mariupol have played a huge role in destroying the enemy`s plans and enhancing our defense. By virtue of their dedication and superhuman courage, tens of thousands of lives throughout Ukraine were saved. Today Mariupol is saving Kyiv, Dnipro and Odessa. Everyone must understand this.

Residents of Kherson, Energodar and other cities who are protesting unarmed against the Russian occupiers demonstrate that the will of the Ukrainian people is unbreakable. And the enemy better run away.

The battle of Ukrainians for their land is finally making the world realize the things we have been saying for many months. Even the UN Secretary-General has already acknowledged that Russia’s attack on Ukraine can lead to a global food crisis, which, in turn, will provoke another migration crisis in Europe.

Every person now holding his or her ground is giving us the precious time needed to strengthen Ukraine.

As mentioned before, we agreed not to highlight info on the supply of weapons. But I can say that in recent days the team of the Ministry of Defense has delivered and handed over to the Armed Forces 51 000 bulletproof vests with class 4 protection pursuant to NATO standards.

This protection was purchased mainly at the expense of the state budget, and therefore - thanks to all Ukrainians. We are working round the clock and preparing the next batches.

No need for illusions. Many challenged still lie ahead.

Ukraine is conducting a strategic defense operation against a much more numerous opponent and under the threat of ground invasion by Belarusian troops. We are taking losses. The enemy is destroying our cities and undermining our economy. The situation is very difficult.

But as long as our army, which is reinforced by reserves, is preserved – we will fight. And we will win!

The war has changed the sense of time and many familiar things. But the working week traditionally begins on Monday. And today we must nurture this “tradition” as strongly as we nurture our army.

The government is doing everything possible to save our economy. It is the basis of our defense. Every person that goes to work today, gives work to others and contributes to the state budget is working for the defense of Ukraine.

We will overcome the enemy through our unity and superior cohesion. The contribution of each and every person is important.

The situation and the nature of the actions of the defense forces have not changed significantly during the last day. The Armed Forces of Ukraine and other units of the Defense Forces continue to strike at groups of enemy troops trying to hold the captured frontiers.

At the same time, there is a decrease in the intensity of the use of manned aircraft by the enemy. In order to assess the effectiveness of the results of missile and bomb strikes, the enemy used operational and tactical unmanned aerial vehicles.

During the previous day, units of the Air Force of the Armed Forces of Ukraine hit 7 air targets of the enemy (1 plane, 4 UAVs, and 2 cruise missiles). In addition, bombers and assault aircraft dealt devastating blows to clusters of enemy equipment and manpower.

The occupiers continue to terrorize the local population and loot in the temporarily occupied territories. The enemy exports home appliances, automobiles, food, and other material resources to the Russian federation.

There have been many cases of Russian occupiers deploying personnel, weapons, and equipment on civilian infrastructure.

The occupiers continue to carry out forced mobilization measures in the temporarily occupied territories of Donetsk and Luhansk oblasts. Thus, according to available information, budget organizations of the Stanychno-Luhansk village community have been notified of the need to arrive on April 1, 2022, male workers aged 18 to 60 years in the local police department for registration. The reasons for this "registration" are not explained, although it is connected with the next wave of mobilization to the 2nd Army Corps to be sent to the combat areas.

The Armed Forces of Ukraine in cooperation with other components of the Defense Forces give a worthy rebuff to the invader in all directions. The destruction of enemy support columns also continues.

The enemy continues to conduct large-scale armed aggression against Ukraine. The occupiers' tasks of defeating groups of the Armed Forces of Ukraine, reaching the administrative borders of Donetsk and Luhansk oblasts, encircling Kyiv, and establishing control over the left-bank part of Ukraine have not been fulfilled. The enemy partially managed to reach the goal in the Donetsk operational area and keep the land corridor in the southern part of Kherson, Zaporizhia and Donetsk regions.

Due to the lack of significant progress in the ground operation, disinformation and propaganda continue to be actively disseminated among the population of the Russian federation - a basis is being prepared to justify prolonging the war and creating a misconception about the effectiveness of international sanctions.

During the day, the enemy fired missiles and bombs, and actively used air strikes. It should be noted that the occupiers focused their attacks on important civilian infrastructure and residential areas of settlements, in order to intimidate the civilian population and reduce the economic potential of Ukraine.

In the Volyn direction, there is a high probability of provocations by the special services of the Russian federation at Belarusian facilities in order to involve the armed forces of the republic of Belarus in a military operation against Ukraine.

The enemy did not carry out active offensive operations in the Polissya direction. It is fixed on the captured frontiers and prepares for the attack on Kyiv. Due to the active actions of units of the Armed Forces of Ukraine, the occupiers were blocked in some areas.

In the northern direction, the enemy continues to regroup and concentrate forces and means to resume offensive operations. But he is unable to organize high-quality logistical support of divisions and engineering equipment of the occupied positions.

In the Slobozhansky direction, the enemy did not conduct active offensive operations, trying to make covert preparations for the resumption of the offensive.

In the Donetsk and Luhansk directions, thanks to the skillful and professional actions of Ukrainian soldiers, seven enemy attacks were successfully repulsed, 12 tanks, 9 infantry fighting vehicles, 3 cars, and about 170 manpower were destroyed. Air Defence units shot down 1 enemy Su-34 and 1 occupier helicopter (losses are being clarified).

The enemy continues to carry out air strikes on Mariupol's civil infrastructure facilities, in particular, the Azovtsal metallurgical plant. Conducts assault operations on the western and eastern outskirts, in the direction of the central part of the city. It is not successful. Suffers losses.

No significant changes have been noted in the Tavriya direction. In order to prevent rallies in the occupied settlements, the units were relocated, which are trying to carry out punitive measures against civilians in the Kherson and Zaporizhzhia regions.

It is expected that the occupiers will continue to take measures aimed at establishing the occupying power in the temporarily controlled territories and combating the centers of national resistance.

In the South Bug direction, the enemy is demoralized, there are many cases of abandoning defensive positions, weapons and equipment.

Ukrainian defenders continue to courageously and heroically restrain the aggressor's invasion, inflicting significant losses on him.

As a result of the Russian military invasion, some settlements in Ukraine have been under occupation and on the verge of survival for three weeks now.

The city of Trostyanets in the Sumy region has been occupied inside and completely surrounded on all sides from the outside.  Along the perimeter of the city there are enemy checkpoints, which are a great risk to life.

Artillery installations were installed near the station, other equipment was placed in the city between administrative buildings, near shops, and residential buildings, realizing that there would be no adequate response to this equipment from the Armed Forces of Ukraine in this location.

Fearing Ukrainian air strikes and artillery, the occupiers are forcing civilians to sit on the streets at night near the equipment of the racist army as a human shield.

In the city, the occupiers are killing civilians and destroying civilian infrastructure, mass looting.

The head of the street committee, Hanna Samoilova, was killed, and for several days snipers fired on the street, preventing residents from taking the body for burial.  The other day, a guy who was returning home in the evening was shot dead on the street.  The head of the agricultural enterprise, who was driving to work in the morning, was shot dead.

A grenade was thrown at people on one of the streets.  The blast killed two men.

Three days ago, racist militants fired on a local hospital, which was almost completely destroyed.

Yesterday, heavy artillery fired on residential buildings.  The occupiers actually destroyed several houses and killed three pensioners who lived there.  Several other apartment buildings and a shop were damaged.

The occupiers resorted to mass looting, all shops, ATMs, pharmacies in the city were devastated.

They are actively looting local houses, stealing cars, going into apartments, where they take things, jewelry and food.  If there are no people at home, they stay there overnight.

Torture of civilians by russian militants is nothing but genocide of the Ukrainian people in accordance with the UN Convention on the Prevention and Punishment of the Crime of Genocide.

I appeal to the International Committee of the Red Cross to take all possible measures to open safe humanitarian corridors in Ukraine for the evacuation of civilians from areas of active hostilities and occupation.

I ask NATO member states to close the skies over Ukraine!

Kyiv is constantly being attacked by the enemy. Overnight, the firefighters were extinguishing a fire in the Podilsky district. As a result of shelling, a shopping mall has burned down, and 6 residential buildings were damaged; 3 of those are no longer livable. 8 people have died.

The premises of two schools and two kindergartens were also affected.

Because of the fires caused by shelling, the air pollution levels in Kyiv and the region have increased. Please don’t open windows. If you happen to go outside, please protect your lungs by wearing the FFP2 medical respirator.

I urge Kyivans not to film or post the movement of the military equipment, checkpoints or guarding of strategic sites. Don’t help the enemy!

I’d also like to inform you that a reinforced curfew will be imposed in Kyiv and Kyiv region. Starting from 20:00 on March 21, which is today, and until 7:00 on March 23.

Shops, pharmacies, gas stations, and institutions won’t work.

So please stay at home or in shelters if the air raid sirens go off.

Only vehicles possessing special passes will be allowed to move around the city at this time.

The 25th day has come to an end since the Russian military has gone to the exercise and found themselves on our land. They all say so when taken captive.

It is already the 25th day since the Russian military has been vainly trying to find imaginary “Nazis” from whom they allegedly wanted to defend our people. Just as they are vainly trying to find Ukrainians who would meet them with flowers. At least in one city of our state. At least in one village.

And most importantly - the Russian military cannot find a way home. That is why our soldiers help them with the path to God's judgment.

To God's judgment where I am sure they receive only one punishment, one for all: the eternal cellar. Forever under the bombs. Forever without food, water and heat. For everything they did to our people, ordinary Ukrainians. To peaceful people. In Okhtyrka and Kharkiv, in Borodyanka and Chernihiv. In Volnovakha and Mariupol. And many of our other courageous cities.

In besieged Mariupol, Russian aircraft dropped a bomb on an art school. People were hiding there. Hiding from shelling, from bombing. There were no military positions. There were about four hundred civilians. Mostly women and children, the elderly. They are under the debris. We do not know how many are alive at the moment.

 

But we know that we will definitely shoot down the pilot who dropped that bomb. As we already did to almost a hundred other similar mass murderers.

Today, in the Knesset, I addressed all deputies and government officials. But first of all, I spoke on your behalf, on behalf of all Ukrainians with the people of Israel, who, I am sure, understand us. As free people understand free people.

Of course, Israel has its own interests, a strategy to protect its citizens. We understand that. Israeli Prime Minister Bennett is trying to find a way to negotiate with Russia. And we are grateful for that. For every effort. So that sooner or later we start talking to Russia, perhaps in Jerusalem. This is the right place to find peace. If it is possible.

Well, Russian propagandists today have a rather difficult task.

After all, for the first time in history, the president of a foreign state spoke in the Knesset via video call. And spoke to the people of Israel. The President of Ukraine accused in Moscow of "Nazism” spoke in the Knesset to the people of Israel.

This fact alone confirms how wrong things are in Moscow.

During the day on March 20, only 4 humanitarian corridors worked. A total of 7,295 people were evacuated. Almost 4,000 Mariupol residents arrived in Zaporizhzhia in one day.

Tomorrow morning we are preparing to send new buses to Mariupol to continue this important mission. More than 3,000 people were rescued in the Kyiv region. But in the Kharkiv region... Russian troops captured our convoy, our humanitarian cargo for the city of Vovchansk. There is no connection now with six people. Five drivers and one doctor. We will release them. We will try again and again to deliver to our people what they need.

The Kherson region fought again today. I am grateful to them. Again on the streets. And as always - for all of us, for Ukraine. With national flags. And with our Ukrainian courage. Unarmed against the occupiers. Against shots and military vehicles. This is a feat that inspires us all. This is Ukraine we are proud of. These are Ukrainians to whom I am immensely grateful. Just as all our people are.

In the afternoon I spoke with Prime Minister of the United Kingdom Boris Johnson. A true friend of Ukraine who does not hesitate and does not seek excuses.

We agreed on concrete support for our country at next week's G7 and NATO summits. Although we are not members of these organizations, I see that Ukraine has at least one vote there.

I also spoke with Ashton Kutcher and Mila Kunis. A star couple who sincerely believe in us, in our victory, in our future. They help Ukrainian IDPs by raising funds. And the two of them have already raised $ 35 million. I thanked them on behalf of our people, on behalf of all of us. Agree, this is a good result for one couple of our friends in America.

And we are working to make the whole world our friends.

I personally presented state awards to Ukrainian intelligence officers. Please understand - I can't say their names publicly.

But believe me, the contribution of these people to our defense is so significant that the orders and the title of Hero of Ukraine for them is the minimum we can give. Just to express gratitude. To them and to all our heroes. Thanks to which we are holding on. And we’re doing it pretty well.

According to the information received, on March 19, the Russian occupation forces illegally deported to the territory of the Russian Federation 2,389 children who were in the occupied districts of Donetsk and Luhansk regions.

Forced displacement of civilians into the territory of the aggressor state, including children, shows signs of abduction. Such actions are a gross violation of international law, in particular international humanitarian law.

By destroying homes and killing the parents, the Russian Federation deprives Ukrainian children of parental care and puts their lives in further jeopardy in Russia.

We call on the international community to respond to the illegal removal of children, to increase pressure on Russia to make it stop the barbaric war against the Ukrainian people.

The facts of abduction of children, as well as other facts of crimes of the Russian occupiers against civilians in Ukraine, are being investigated by law enforcement agencies. The perpetuators of these crimes will be brought to justice.

Due to the military aggression of the Russian Federation against Ukraine, the President of Ukraine issued a Decree “On the Introduction of Martial Law” No. 64/2022, which was endorsed by the Law of Ukraine No. 2102-IX of February 24, 2022, introducing martial law as of February 24, 2022, for a period of 30 days.

The world community has repeatedly expressed concern over Russia’s aggressive actions on the territory of Ukraine and almost unanimously condemned Russia’s full-scale war against Ukraine by the Resolution of the UN General Assembly “Aggression against Ukraine”, dated March 2, 2022.

Ukraine received strong political, economic, military and defense, social and humanitarian support from foreign states in protection of its sovereignty, independence and territorial integrity. Every friendly action of our partners is met with great gratitude not only at the diplomatic level, but also by all citizens of Ukraine, in particular those, who are currently studying abroad.

The reform and development of Ukraine’s national system of higher education and science, its integration into the European and global academia, and adoption of the principles and standards of the Bologna Process by Ukrainian universities have been among the key priorities of Ukraine’s domestic policies.

In the process of integrating itself into international academia, Ukraine has signed a great number of bilateral and multilateral cooperation agreements in the sphere of education. Ukraine’s cooperation with other global actors at numerous academic levels – ranging from agreements signed between universities to agreements signed between ministries of education –  contributed to foreign citizens’ wide enrollment into Ukrainian universities and assisted Ukrainian citizens to enroll into foreign universities.

Your nation has made a huge effort to help Ukraine overcome the negative consequences of the military aggression of the Russian Federation. We deeply value the efforts aimed at supporting our citizens and count on your further support of those, who found themselves in a difficult situation, - namely the students, who study at universities and colleges in your country. They currently require not only psychological support, but a wide range of other urgent assistance measures to help normalize their lives, while they find themselves far away from their Motherland, which is suffering the terrible scourge of war. Students, who study at universities and colleges in your country – citizens of Ukraine - may require the following assistance, depending on their individual circumstances:

- Provision of psychological assistance to Ukrainian students collectively and individually in order to soothe the negative affect that the war Ukraine’s territory could have had on their mental condition;

- Provision of financial assistance, including support with meals, healthcare and products of individual hygiene;

- Provision of financial assistance to cover tuition, offers of tuition waivers or tuition payment by installments;

- Extension of visas and temporary residence permits without travel to Ukraine;

- Provision of housing assistance;

- Provision of transportation assistance, such as subsidized or free transportation;

- Assistance with special employment permits, including permits to combine academic studies with part-time work;

- Offers of subsidized training opportunities;

- Postponement of exams due to war-related psychological traumas;

- Organization of counselling sessions with student cohorts to inform them about real situation in Ukraine;

- Organization of other events and measures to create comfortable conditions for students.

Such measures will assist to meet the special needs of Ukrainians amidst the Russian Federation’s military aggression against Ukraine, while related permits and waivers might be necessary to allow them to continue education abroad in line with the UN Convention against Discrimination in Education of December 14, 1960.

All states, whose universities opened their doors to the citizens of Ukraine and made them members of their student community, should take concerted actions and support Ukrainian students in order to preserve and guarantee future development of Ukraine’s academic potential.

Students are the future of Ukraine, and thus by offering your support today, you ensure Ukraine’s intellectual prosperity tomorrow.

In these difficult times, Ukraine counts on your understanding and is thankful to you for sharing this letter with presidents and rectors of universities and colleges in your country. Russian forces have damaged around 60 houses, 6 schools and 4 kindergartens in Kyiv since the invasion began. 228 people were killed, including 4 children with 912 people were wounded, including 16 children.

Russian artillery continues to hit residential areas in Kharkiv. Almost 600 high-rise buildings have now been destroyed with thousands of families left homeless.

President of Ukraine: Given the full-scale war waged by the Russian Federation and the ties of some political structures with this state, any activity of a number of political parties is suspended. The twenty-fifth day of the Ukrainian nation’s resistance to the Russian military invasion.

Three more Russian combat helicopters were shot down by Ukrainian air defense.

On the previous day the Russian forces did not conduct active offensive operations, focusing on replenishing current losses, restoring partially destroyed equipment, transferring foreign mercenaries to border areas with Ukraine and solving logistical problems.

At the same time, there is a threat of long-range high-precision missile strikes by the enemy, including the "Kinzhal" hypersonic missile system.

Following losses of the enemy officers and command staff were confirmed: the commanders of the 331st parachute landing assault regiment of Kostroma, 247th Airborne Assault Caucasian Cossack Regiment from Stavropol, 6th Guards Tank Red Banner Regiment from Chebarkul were killed. In addition to that the commander of the 346th separate special brigade from Prokhladny was wounded.

Signs of preparation for the direct invasion to the territory of Ukraine by the Armed Forces of the Republic of Belarus are detected.

In the Polissya direction, the enemy is trying to gain a foothold on the occupied frontiers, expects the group to strengthen due to the arrival of reserves, and is preparing to attack the capital of Ukraine, the city of Kyiv.

The invaders resumed air reconnaissance and shelling of the positions of the Armed Forces of Ukraine with the use of army aircraft and artillery.

The enemy did not abandon its intentions to establish control over the city of Izyum, but lost the combat capability of its units and was stopped.

In the Donetsk direction, the enemy's main efforts are focused on storming the settlements of Rubizhne, Severodonetsk, and Popasna. Russian fascists tried to break through Ukrainian defenses in the area of the settlement of Verkhnotoretske. Assault was unsuccessful and lead to losses of the enemy.

The blockade and shelling of the hero city of Mariupol continues.

Last night Russian forces blocked 14 trucks with foodstuff and first aid medicines destined for the Kherson region.

In addition, in the temporarily occupied territory of Donetsk region, Russia announced another wave of mobilization to replenish the 1st Army Corps. The age of recruitment has been raised to 65. It is expected that similar steps will occur in the temporarily occupied territory of Luhansk region.

Massive rocket and artillery attacks by the Russian forces are killing Ukrainian civilians.

Russian terrorists have once again shelled the place where Mariupol residents were hiding from Russian bombs. Yesterday they dropped bombs on Art School in Mariupol, where about 400 local residents (women, children and elderly people) were hiding. Civilians are still under the rubble. Information on the number of casualties is being clarified.

A man and a nine-year-old girl were killed as a result of shelling in Kharkiv. Five civilians were killed during a bombardment by Russian troops in the Izium district.

In the Luhansk region, Russian occupants hit the State Emergency Service of Ukraine, 24 houses were destroyed by the Russians in Rubizhne and Severodonetsk. Three people were killed in Rubizhne, including two children, and two (one child) were injured.

In Donetsk region, a resident was killed by Russian shelling in the village of Novoselivka and two more people were injured in nearby Orlivka.

The occupants targeted hospitals in Chernihiv.

During the night, shelling took place in Makariv, Bucha, Gostomel and Vorzel in Kyiv Region. The invaders were firing indiscriminately at social infrastructure and residential areas.

Yet another terrible crime committed by the Russian forces - the shooting of 56 elderly people in Luhansk region.

In Kreminna on March 11, the Russian forces cynically and purposefully fired from a tank at a home for the elderly. 56 residents died on the spot. The survivors, 15 people, were abducted by the occupiers and taken to the occupied territory in Svatove to the regional geriatric boarding school.

It is still impossible to get to the site of the tragedy to bury the dead old people.

Russian army is turning occupied and besieged settlements into concentration camps, where the civilian population is starving.

Chernihiv is suffering from a humanitarian catastrophe - there is no electricity, no heat, no water. Russian forces do not agree organizing the humanitarian corridor for evacuation of civilian population.

The occupiers did not allow 14 trucks with humanitarian aid to enter the Kherson region. The humanitarian cargo was the most necessary for the residents of Kherson region: hygiene products for children and adults, canned products, meat, semi-finished products, baby food. Many medicines did not reach the region, including insulin, which is now in dire need of many residents.

Humanitarian cargo cannot reach the settlements where fighting is taking place in Kharkiv, Luhansk, Donetsk and Kyiv regions.

▪️Due to the lack of human resources to replenish the ranks of the occupying army, the Kremlin leadership is considering the possibility of involving minors in military actions.

▪️The relevant order “On the organization of involvement of members of the all-Russia "Young Army" (Юнармия) National Military Patriotic Social Movement Association in conducting a special operation on the territory of Ukraine” was signed by the Minister of Defense of the Russian Federation Shoigu.

This is a place where the Russian military and their commanders have shown their true self: incompetent, capable of simply driving their people to slaughter. Six times our military destroyed the occupiers near Chornobaivka. Six times! And they still come there.

The besieged Mariupol will go down in history of responsibility for war crimes. The terror the occupiers did to the peaceful city will be remembered for centuries to come. And the more Ukrainians tell the world about it, the more support we find. The more Russia uses terror against Ukraine, the worse the consequences will be for it.

I have addressed the people of Switzerland. Switzerland has backed sanctions against Russia imposed by the European Union. This means a lot to the Russian state machine. I am grateful to the President and to the people of Switzerland and to their country for their sincere support in our struggle for life and liberty.

Any activity of politicians aimed at splitting or collaborating will not succeed; instead it will receive a tough response.

That is why I want to remind you of the words of a great woman from Kyiv, whom you know very well. The words of Golda Meir. They are very famous, everyone has heard of them. Apparently, every Jew. Many, many Ukrainians as well. And certainly no less Russians. "We intend to remain alive. Our neighbors want to see us dead. This is not a question that leaves much room for compromise."

I don't need to convince you how intertwined our stories are. Stories of Ukrainians and Jews. In the past, and now, in this terrible time. We are in different countries and in completely different conditions. But the threat is the same: for both us and you - the total destruction of the people, state, culture. And even of the names: Ukraine, Israel.

I want you to feel it all. I want you to think about this date. About February 24. About the beginning of this invasion. Russia's invasion of Ukraine. February 24 - this day has twice gone down in history. And both times - as a tragedy. A tragedy for Ukrainians, for Jews, for Europe, for the world.

On February 24, 1920, the National Socialist Workers' Party of Germany (NSDAP) was founded. A party that took millions of lives. Destroyed entire countries. Tried to kill nations.

102 years later, on February 24, a criminal order was issued to launch a full-scale Russian invasion of Ukraine. The invasion, which has claimed thousands of lives, has left millions homeless. Made them exiles. On their land and in neighboring countries. In Poland, Slovakia, Romania, Germany, the Czech Republic, the Baltic States and dozens of different countries.

Our people are now scattered around the world. They are looking for security. They are looking for a way to stay in peace. As you once searched.

This Russian invasion of Ukraine is not just a military operation, as Moscow claims. This is a large-scale and treacherous war aimed at destroying our people. Destroying our children, our families. Our state. Our cities. Our communities. Our culture. And everything that makes Ukrainians Ukrainians. Everything that Russian troops are now destroying. Deliberately. In front of the whole world.

That is why I have the right to this parallel and to this comparison. Our history and your history. Our war for our survival and World War II.

Listen to what the Kremlin says. Just listen! There are even terms that sounded then. And this is a tragedy. When the Nazi party raided Europe and wanted to destroy everything. Destroy everyone. Wanted to conquer the nations. And leave nothing from us, nothing from you. Even the name and the trace. They called it "the final solution to the Jewish issue". You remember that. And I'm sure you will never forget!

But listen to what is sounding now in Moscow. Hear how these words are said again: "Final solution". But already in relation, so to speak, to us, to the "Ukrainian issue".

It sounded openly. This is a tragedy. Once again, it was said at a meeting in Moscow. It is available on official websites. This was quoted in the state media of Russia. Moscow says so: without the war against us, they would not be able to ensure a "final solution" allegedly for their own security. Just like it was said 80 years ago.

People of Israel!

You saw Russian missiles hit Kyiv, Babyn Yar. You know what kind of land it is. More than 100,000 Holocaust victims are buried there. There are ancient Kyiv cemeteries. There is a Jewish cemetery. Russian missiles hit there.

One can keep asking why we can't get weapons from you. Or why Israel has not imposed strong sanctions against Russia. Why it doesn’t put pressure on Russian business. But it is up to you, dear brothers and sisters, to choose the answer. And you will have to live with this answer, people of Israel.

Ukrainians have made their choice. 80 years ago. They rescued Jews. That is why the Righteous Among the Nations are among us.

Deputy Prime Minister of Ukraine, Minister for Reintegration of Temporary Occupied Territories

As of March 20, seven humanitarian corridors have been agreed upon in Ukraine to evacuate residents of settlements affected by the Russian invasion, as well as to send aid. This was announced by Deputy Prime Minister - Minister for Reintegration of the Temporarily Occupied Territories Iryna Vereshchuk.

Evacuation from the city of Mariupol to the city of Zaporizhzhia is planned in the Donetsk region.

According to her, in Berdyansk it will be possible to refuel private vehicles of Mariupol residents driving on the route to Zaporizhzhia.

Transportation to Berdyansk and Zaporizhzhia has also been organized for Mariupol residents who will reach Manhush.

The following humanitarian routes have been agreed upon in the Kyiv region:

From the village of Bobryk to Brovary.

From the village of Tarasivka to Brovary.

From the urban-type settlement of Borodyanka to Bila Tserkva.

Evacuation buses will depart from Brovary and Malyn.

General Staff of the Armed Forces of Ukraine

The enemy made some progress towards Donetsk but was halted in the region of Mykolayiv.

The enemy continues launching missile and bomb strikes on military and civilian infrastructure.

Since February 24, Russian forces launched 291 missile strikes, used 459 land-, sea- and air-based missiles, and conducted 1,403 air raids.

Russia’s primary land targets were: industrial infrastructure, schools, hospitals, national historical and religious sites as well as densely populated residential areas in cities across Ukraine.

There were no significant changes in the situation in Volyn direction. In Polissya direction, the separate units of the invaders are preparing for the defence in the areas of the settlements of Poliske, Kropyvnya, Zakharivka, Olyva, Zhovtneve, Ozershchyna, Lypivka, Kopyliv, Motyzhyn, Buzova, Horenychi, Bucha and Demydiv (Kyiv region).

Northwest of Chornobyl (Kyiv region), Russian forces deployed troops from the Eastern Military District. In order to replenish the losses of the Eastern Military District grouping, units of the 155th Separate Marine Brigade (Vladyvostok) and the 40th Separate Marine Brigade (Petropavlovsk-Kamchatskyi) have been transferred to the territory of the Republic of Belarus.

The partial blockade of the city of Chernihiv continues; Russia continues to shell the densely populated area.

Russia has continued with offensive operations against Kyiv and has tried to regroup its combat units.

In the region of Sumy and Okhtyrka (Sumy region), Russian units of the 1st Tank Army are no longer conducting offensive operations, and are instead concentrating their efforts on blocking the city of Sumy. The enemy is preparing for offensive operations against Trostyanets, Okhtyrka (Sumy region), Poltava, and also using some of their forces in Pryluky and Kyiv.

In the Kharkiv region, the units from the 6th Combined Arms Army and the Northern Fleet did not undertake offensive operations. Their primary efforts were focused on blocking the city of Kharkiv, destroying its civilian infrastructure and conducting reconnaissance of the positions of the Armed Forces of Ukraine.

Russian forces have regrouped in order to prevent the breakthrough of Ukrainian troops into Mariupol.

The twenty-fourth day of the heroic resistance of the Ukrainian people to the full-scale armed aggression of the Russian Federation continues.

The operational situation has not changed significantly. Defenders of Ukraine are holding on to the frontiers of defense, concentrating their main efforts around strategically important cities - Kyiv, Chernihiv, Kharkiv, Mariupol, Mykolayiv, and forcing the enemy to abandon the continuation of the offensive.

Due to the professional and heroic actions of the Defense Forces and strong national resistance, the enemy did not fulfil the tasks set by the kremlin leadership: the encirclement of Kyiv, access to the administrative borders of Donetsk and Luhansk regions and establishing control over the left bank of Ukraine.

Even hostile intelligence has concluded that it is impossible to establish pro-russian rule in the territories temporarily controlled by the occupiers due to strong Ukrainian opposition.

The enemy continues to launch missile and bomb strikes on military and civilian infrastructure using high-precision weapons, unguided aircraft bombs and high-impact munitions.

Violating the norms of international law and human morality, the russian invaders are attacking densely populated Ukrainian cities and villages, critical and industrial infrastructure, schools, hospitals, and government agencies.

russian troops continue to suffer heavy losses. In the temporarily occupied Crimea, some marine units have lost up to 90 percent of their personnel, and there are no reserves to recover.

There are attempts to recruit companies to be sent to Ukraine at the expense of those sent from other military units. In these units, more than 20 people wrote reports of refusal to take part in the war against Ukraine, and repressive methods of influence were applied to "deniers".

In recent days, enemy units in the Mykolayiv direction, manned by mobilization in the temporarily occupied Donetsk region (recall that forced mobilization of the population in the occupied territories is a direct violation of the Rome Statute and the Geneva Conventions), have also suffered significant losses. During the two days of fighting, the irreparable losses of the enemy amounted to more than 200 people, the rest are demoralized and refuse to take part in hostilities. The mobilized openly accuse the russian command of using them for "combat reconnaissance" to identify the positions of the Ukrainian Armed Forces.

Refrigerators with a load of "200" arrive at the Luhansk Regional Hospital every day. This is the body of a soldier of the 2nd Army Corps, which has suffered significant losses. Queues of relatives of the dead lined up near the district executive committees on death certificates.

Unsuccessful in open combat, the occupiers continue to terrorize the local population. With the help of propaganda stories, the enemy is trying to form a picture of the loyal attitude of the local population to the occupying power. In the settlements of Chernihiv region, russian invaders tried to distribute "humanitarian aid". The locals did not take anything from the enemy, even under pressure. The enemy is trying to carry out similar measures in Kyiv and Kherson oblasts.upol (Donetsk region).

As of morning March 19, State Emergency Service units carried out 1,083 visits, including 306 visits to deal with damage from the shelling of settlements and civilian infrastructure by Russian troops; they rescued 51 people. Bomb disposal personnel neutralized 527 explosives.

876 settlements have been left without energy, including 84 of them partially. As of 8 a.m., on March 19 more than 691,000 people were evacuated, including 146,000 children and more than 12,000 people with disabilities.

Every new hour of Russia's war against Ukraine takes the lives of civilians. The aggressor's aircraft, missiles and army are destroying towns and villages and, worst of all, maiming and killing our children.

Today, as a result of the shelling, a residential building in the town of Rubizhne in the Luhansk region was destroyed - people were trapped.

Two children without signs of life were rescued from the rubble, rescuers performed cardiopulmonary resuscitation, but, unfortunately, emergency medical workers pronounced them dead. A dead woman and a child were also rescued from the ruins. The child was saved, her condition is satisfactory.

As a result of the air strike on Makarov, Kyiv region, seven people were killed and five were injured. Residential buildings were destroyed, an administrative building and other premises were damaged.

An apartment building caught fire in the town of Vorzel in the Kyiv region as a result of the shelling. More than 30 apartments burned down. The number of victims is currently being clarified.

Avoiding hostilities and openly fleeing the Armed Forces of Ukraine, the racist army directs its entire combat arsenal against unarmed civilians.

According to Article 48 of Additional Protocol I to the Geneva Conventions of 12 August 1949, relating to the Protection of Victims of International Armed Conflicts, hostilities are to be directed only against military installations. The party violating these norms is responsible for all actions committed by persons who are members of its armed forces (Article 91).

The political and military leadership of the Russian Federation, on the bench of the military tribunal, must be held accountable for all atrocities and crimes committed on Ukrainian soil.

I ask the International Criminal Court to consider these next crimes of the Russian occupation forces as evidence in the case of the genocide of the Ukrainian people.

I call on UN member states to speed up the establishment of a Special Tribunal to punish the crime of aggression against Ukraine.

Visited one of the places of detention where russian prisoners of war are staying in order to verify their rights in accordance with the requirements of the Geneva Convention relative to the Treatment of Prisoners of War.

No complaints of inadequate conditions of detention, torture and ill-treatment were received during confidential communication with detainees.

Defenders of Ukraine killed at least six Russian generals

During the three weeks of the war, Ukrainian soldiers killed more than a dozen senior Russian commanders, including at least six generals, according to the Office of the Commander-in-Chief of the Armed Forces.

Meaningful talks on peace and security for Ukraine are the only chance for Russia to reduce the damage from its own mistakes - address by President Volodymyr Zelenskyy.

Usually on such days we used to say: “Spring has come”. 

But now we are saying: “War has come”.

But we will definitely defeat everyone no matter what. Because we are free people of a free country.

Today, government officials have elaborated the decision to fully reboot the customs service.

Cargo for our defense, for our people will be brought into Ukraine as easily as the physics laws allow that. 

We eliminate the whole bureaucracy, all paperwork, VAT, all customs duties. 

The goal is clear - to prevent the human factor from hindering the speedy supply of goods, which are really needed now. 

Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk and profile committees are working to ensure the support of people’s deputies for the innovations. I emphasize: this decision is necessary for the defense of the state, for ensuring normal life during martial law. 

I urge certain MPs not to speculate on this issue, as it is for the benefit of our state, not the government or the opposition. We must all work jointly for the sake of our Ukraine, our people. Let’s think about PR after the victory. 

Another important area of government work is helping Ukrainians who have been forced to flee their homes due to hostilities.

I commissioned the Cabinet of Ministers to develop a comprehensive program to support such people, our citizens. Everyone who was deprived of home because of the war. We already have the outlines of this program. The first component is financial. State support for all displaced persons. Adults and children. Government support for jobs for such people - where they are temporarily staying. So that every person, every family has a basis for life.

The second component is housing. The government is preparing concrete proposals for housing for IDPs right now. And also organizes the reconstruction of destroyed housing after the war.

The third component is no less important. This is the support for the families who have housed people from areas of hostilities or temporary occupation. At a minimum, they will be reimbursed for the cost of utilities related to the stay of IDPs.

Prime Minister of Ukraine Denys Shmyhal will soon explain all the details of such a comprehensive program to support our citizens.

A coordination headquarters has been set up to regulate all issues related to the delivery of humanitarian aid to Ukraine. Under the chairmanship of Head of the Office of the President Andriy Yermak, a meeting was held with Ukrainian ambassadors to intensify the supply of humanitarian goods to Ukraine, primarily to help internally displaced persons.

I also commissioned the government to provide assistance together with the International Committee of the Red Cross to those of our citizens who found themselves abroad after February 24 and need the attention of our state and international organizations.

Today there were seven humanitarian corridors in Ukraine. Six - in the Sumy region, one - in the Donetsk region. More than 9,000 people were evacuated from the besieged Mariupol. In total, more than 180,000 Ukrainians have been rescued by the humanitarian corridors. Hundreds of tons of essential products were delivered.

But the occupiers continue to block the supply of humanitarian aid to the besieged cities in most areas. This is a totally deliberate tactic. They have a clear order to do absolutely everything to make the humanitarian catastrophe in Ukrainian cities an "argument" for Ukrainians to cooperate with the occupiers.

This is a war crime. They will be held accountable for this. 100%. Every Russian figure who gives such orders and every Russian soldier who carries out such orders will be identified. And will receive a compulsory one-way ticket to The Hague. To the city where the International Criminal Court is located.

People are being rescued from the rubble of the drama theater destroyed by the occupiers in Mariupol, where civilians had been hiding from Russian shelling and bombs. More than 130 people are already on the surface. Some of them are seriously wounded. But at the moment there is no information about the dead.

Thanks to the courage and professional training of the Ukrainian Armed Forces, the occupation forces were stopped in almost all directions.

Heavy fighting in the Kharkiv region - especially heavy near Izyum. Russian troops have already thrown people from training centers there. Absolutely unprepared contingent. People who can't endure half an hour in battle.

Kyiv region, Sumy region, Chernihiv region, the south of our state - the army stopped the occupiers. The initial plan of the Russian military to seize our state failed. And it seems that they do not know what else can be done to us. It seems that their military commanders are not able to offer their political leadership anything but cruel and erroneous tactics to exhaust us, to exhaust Ukraine. Nothing but constant strikes at the civilian population, peaceful cities, people, children, missiles, air bombs, shelling from "Grads", "Uragans". Nothing but the destruction of non-military infrastructure - residential buildings, hospitals, schools, churches.

But this tactic of their military only worsens the situation for the Russian state. Leads to new and new destructive sanctions. Encourages new members to join our anti-war coalition. It allows us to unite even those states that have always tried to remain neutral to put pressure on Russia.

Therefore, negotiations on peace, on security for us, for Ukraine - meaningful, fair and without delay - are the only chance for Russia to reduce the damage from its own mistakes.

We have always insisted on negotiations. We have always offered dialogue, offered solutions for peace. Not only during 23 days of invasion.

And I want everyone to hear me now, especially in Moscow. It's time to meet. Time to talk. It is time to restore territorial integrity and justice for Ukraine. Otherwise, Russia's losses will be so huge that several generations will not be enough to rebound.

Many words were heard in Moscow today in connection with the anniversary of the seizure of Crimea. A big rally took place. And I want to pay attention to one detail. It is reported that a total of about 200,000 people were involved in the rally in the Russian capital. 100,000 on the streets, about 95,000 at the stadium.

Approximately the same number of Russian troops were involved in the invasion of Ukraine.

Just imagine 14 thousand corpses and tens of thousands of wounded and maimed people at that stadium in Moscow. There are already so many Russian losses as a result of this invasion.

This is the price of war. In a little more than three weeks. The war must end.

Ukraine's proposals are on the table.

In the coming days, I will continue to appeal to the nations of the world to call for peace for Ukraine. My appeal to the Swiss people is ahead, to the people and to the state.

Appeals to Israel, Italy and Japan are also planned. The world hears Ukraine's position. The world supports our defenders, defenders of Ukraine.

Today I want to express my sincere gratitude to each defender of our strong Mariupol. Our heroic city, which is experiencing the greatest ordeal in its history, in the history of Ukraine.

This is how Deputy Prime Minister of Ukraine, Iryna Vereshchuk, described the situation with humanitarian corridors on March 19th evening. She said that 8 out of 10 humanitarian corridors worked, more than 6.6 thousand people were evacuated.

Donetsk oblast

More than 4.1 thousand people left Mariupol for Zaporizhzhia via the humanitarian corridor. Almost 1.2 thousand of them are children.

Almost 500 Mariupol residents were transported from Mangush to Berdyansk by minibusses. Tomorrow morning they will be able to leave by bus to Zaporizhzhia. Buses from Zaporizhia are now arriving in Berdyansk to evacuate Mariupol residents. Tomorrow buses will be on the square in front of the city sports complex in Berdyansk at 9:00 am. Departure to Zaporizhzhia at 11-00 o'clock.

"We are working on the transport organization to move Mariupol residents from Portovo, Melekino, and Nikolsky," said Iryna Vereshchuk.

Kyiv oblast

500 people were taken from Bervytsia to Brovary. 320 people were evacuated from Bucha to Belogorodka. From Bogdanovka to Brovary - 1 thousand civilians.

The evacuation from Borodyanka to Bila Tserkva did not take place - the shelling prevented it. Buses remain on the route and will be able to begin the evacuation of people from Borodyanka tomorrow morning.

Luhansk oblast

160 people left Lysychansk to Bakhmut. From Siverskodonetsk to Bakhmut also 160. From Rubizhne to Bakhmut - 45. From Popasna to Bakhmut - 310. Humanitarian cargoes were also delivered to these cities: food and medicine.

Kherson oblast

Halfway, 14 trucks with humanitarian aid for the cities of the Kherson oblast were stopped by the occupying forces. Delivery of humanitarian goods did not take place.

Tomorrow we are planning evacuation routes for the population of the Kyiv oblast. We will continue the evacuation of Mariupol residents to Zaporizhzhia and deliver humanitarian goods in the Kharkiv oblast.

Information on energy supply as of March 19

Last night, electricity was restored to more than 96,000 consumers: in particular, in Sumy region - about 49 thousand, in Donetsk - about 22 thousand, in Zaporizhzhya - about 15,8 thousand, Kyiv – 5,1 thousand consumers.

Work is underway in Kharkiv, Mykolaiv, and Kherson regions.

Gas supply was restored to 3,841 consumers.

Ukrainian energy companies are doing their best to quickly return light and heat to Ukrainian citizens.

However, in some areas, emergency recovery work is complicated or impossible due to the intensification of hostilities and the emergence of new damage.

As of March 19, more than 273,000 consumers remain without gas supply. More than 1,327 settlements and more than 872,000 consumers are without electricity.

The United Energy System of Ukraine operates stably in the synchronous zone with the Continental European Network.

German Galushchenko: after synchronisation with ENTSO-E, we can increase the capacity of grids between Europe and Ukraine to 5 GW.

Synchronisation will significantly increase the reliability of Ukrainian power system and ensure security of electricity supply to consumers.

“Synchronisation of energy systems of Ukraine and Europe unites us on one of the most key levels - energy. This means that Ukraine has severed the last link with the dictatorial regimes of russia and belarus, which has been involuntarily remaining since soviet times. Now, the next and final step of Ukraine's European integration is the political integration. This is what makes joining ENTSO-E so important for us” - German Galushchenko said.

Ukraine is now part of a large energy space.

He notes that in the future there is an opportunity to increase the capacity of power grids between Ukraine and Europe.

“There are a number of other technological initiatives that will increase the capacity of our power grids, the actual transmission capacity between the power system of Ukraine and ENTSO-E countries to 4 and even 5 GW. This is more than the previous capacity between Ukraine and russia, it was about 3 GW. Synchronisation will significantly increase the reliability of our power system, reduce the cost of electricity production due to more efficient use of generating capacity. And, therefore, it will increase the security of electricity supply to consumers,” - German Galushchenko concluded.

Repair crews of GTSOU resume gas transportation to Vuglegirska Thermal Power Plant (TPP)

Gas Transmission System Operator of Ukraine (GTSOU) continues to restore the gas infrastructure damaged due to hostilities. For the previous day, on March 18, the company repaired the gas pipeline to the Vuglegirska TPP, wrecked by artillery shelling. The thermal power plant received a backup power supply source.

The gas pipeline to the Vuglegirska TPP was destroyed on March 10, but due to constant fighting, specialists were only able to locate the destruction.

After gaining access to the destroyed area, the specialists of GTSOU executed repair works in the shortest terms – in two light days. Repair works on the gas pipeline were carried out by employees of Kramatorsk LPU together with colleagues of Zaporizhzhya LPU, under the direction of the chief engineer of Kramatorsk LPU Serhiy G.
