WAR ROOM

General Staff of the Armed Forces of Ukraine

The twentieth day of the heroic resistance of the Ukrainian people to the Russian military invasion continues.

Russians are stopped. Failure to achieve the goal in a timely manner incurs losses in manpower and equipment.

Boldly ignoring the norms of international humanitarian law, Russian invaders are launching missile and bomb attacks on the critical infrastructure of Ukraine, civilians, residential areas, schools, and kindergartens. Ukrainian authorities have undisputable evidence of Russian military to be directly involved in: holding civilians’ hostage, robbing the local population, and looting.

The Armed Forces of Ukraine are fulfilling their tasks of repelling armed aggression against Ukraine.

Fighting continues for the liberation of the outskirts of Mariupol. Soldiers of the Azov Regiment defeated one of the units of the 22nd Special Brigade of Russian Armed Forces.

In the Luhansk region, during the day, the defenders of Ukraine destroyed five MLRS BM-21 "Hrad", three T-72 tanks, one APC-3, and killed in action more than 15 enemy soldiers. Additional data are to be clarified.

Measures are being taken to cover the state border of Ukraine and the sea coast.

In total, as of March 15, 2022, the enemy has lost (completely destroyed or lost combat capability) of up to 40% of the units involved in the so-called "Operation" on the territory of Ukraine.

he twentieth day of the heroic opposition of the Ukrainian people to the Russian military invasion is coming to an end.

An offensive operation against Ukraine continues. The enemy has not fulfilled the tasks of defeating the groups of the Armed Forces of Ukraine, reaching the administrative borders of the Donetsk and Luhansk regions, and other tasks. At the same time, occupiers are stopped in the Nikolaev direction.

The enemy is trying to strengthen the grouping of troops by additionally transferring to the territory of Ukraine battalion tactical groups formed of consolidated units that suffered losses during the first ten days of the operation, military mercenaries from among foreign nationals. In addition, according to available information, the Russian military leadership has decided to release early cadets of higher military educational institutions in the Russian Federation with their subsequent involvement in hostilities against Ukraine.

In the Volyn direction, the enemy's actions have not changed, the main efforts are focused on strengthening the protection of the Ukrainian-Belarusian border. Units of the 120th Separate Motorized Rifle Brigade (MINSK) of the North-Western Operational Command of the Armed Forces of the Republic of Belarus were transferred to the border areas with Ukraine.

The enemy did not conduct active offensive operations in the Polissya direction. Having suffered losses, the enemy, in violation of the norms of International Humanitarian Law, carries out chaotic mining of the area, creating dangerous living conditions for the civilian population of Ukraine. Along with this, the enemy regrouped, restoring the combat capability of the units defeated in previous battles. As a result of the effective actions of the Armed Forces of Ukraine, the enemy suffers significant losses in manpower and equipment.

In the northern direction, the enemy concentrated its efforts during the day on reconnaissance. He has problems with providing troops with ammunition.

In the Slobozhansky direction, the enemy is trying to strengthen the existing group by concentrating reserves near the state border, blocking access to the city of Sumy from the south, and blocking the city of Izyum. He has no success.

In Donetsk's direction, the enemy made an unsuccessful attempt to advance in the directions of the settlements of Rubizhne, Severodonetsk, Lysychansk, as a result of which the occupiers suffered significant losses and were forced to retreat. In the area of Popasna, the enemy tries to keep the occupied position. Has no success in the area of Avdiivka.

The worst situation remains in the Mariupol area, where the enemy is trying to block the city on the western and eastern outskirts of the city. Has significant losses, forced to introduce reserves from the 810th Separate Marine Brigade.

In the South Buz direction, the enemy concentrated its efforts on maintaining the occupied frontiers and improving the engineering equipment of the existing positions. He does not abandon the idea of continuing the offensive in the direction of Kryvyi Rih. As a result of the effective work of units of the Defense Forces of Ukraine in the area of Chornobaivka, the enemy lost seven combat helicopters.

In general, as of March 15, 2022, the enemy lost (destroyed completely, or lost combat capability) up to 40% of units involved in the so-called. "Operations" on the territory of Ukraine.

Commissioner for Human Rights in Ukraine

As of 10 a.m. CET on March 15, 2022, according to the Unified Register of Pre-Trial Investigations, as well as other sources that need confirmation, 97 children have died and more than 100 children have been injured since the Russian invasion of Ukraine began.

The actual number of dead and wounded children cannot be determined due to the inability to inspect the scene and the active hostilities of the occupying forces in Ukrainian cities.

Yesterday, Russian troops carried out artillery shelling of a kindergarten in Chuguev. A 15-year-old boy was killed.

In the city of Rubizhne (Luhansk region) Russian forces destroyed: an institution for visually impaired children “Kryshtalyk”, three schools, and a Multidisciplinary Hospital. Four people were killed in the shelling.

Such actions by the armed forces of the Russian Federation continue to grossly violate the fundamental rights of children - the right to life and health, guaranteed by the UN Convention on the Rights of the Child.

“I call on the international community and international human rights organizations to help end the military attack on the Russian Federation.” – stressed Denisova.

Russian military terrorists kill children and unarmed Ukrainians on the streets of temporarily occupied settlements.

In the village of Mokhnatyn, near Chernihiv, Russians shot three local teenagers with machine gun from armored vehicle. Two of died boys were at the age of 17, one - 19. 17-years victims were twin brothers. The third, a 19-year-old boy, had his leg torn off and died.

In the village of Velyka Dymerka, Brovary district, Kyiv region, racist soldiers opened fire on civilians at a public transport stop - a woman was killed and a man was injured. They also opened fire on the homes of civilians, killing a man.

In the village of Zavorychi in the Kyiv region, two men were fatally injured and a woman was wounded by shrapnel.

In Bucha, the Russian military fired on residential buildings. A 65-year-old civilian was killed in the village of Vorzel in the Bucha district, and a 75-year-old woman and a man died of their wounds in Irpen.

Deliberate killing of civilians is a crime against humanity and a war crime as defined by the Statute of the International Military Tribunal and the Rome Statute of the International Criminal Court, and a violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.

These crimes cannot go unpunished and must be taken into account by the UN International Court of Justice as evidence in the case of Ukraine v. Russia on genocide charges.

“I appeal to the UN member states to speed up the establishment of a Special Tribunal to punish the crime of aggression against Ukraine.” stressed the Commissioner.

Head of Donetsk Region Administration

Doctors and patients were taken hostages by Russian invaders in Mariupol.

One of the hospital employees managed to pass the information about it.

Quote:

"It is impossible to get out of the hospital. There is a heavy shooting, we sit in the basement. Vehicles have not been able to drive to the hospital for two days. High-rise buildings are burning around… Russians forced 400 people from neighbouring houses to come to our hospital. We can't leave."

This is Mariupol's Regional Intensive Care Hospital. The other day, Russian invaders practically destroyed it - the floor slabs fell in the main building from the bombing. But hospital staff and patients continued to be in the basement adapted for work of doctors and treatment of patients.

The destruction was not enough for Russian fascists, they made hostages out of doctors and patients.

“I appeal to international human rights organizations to respond to these vicious violations of the norms and customs of war, to these blatant crimes against humanity.” stressed the Head of Donetsk Region Administration.

POLICY

President of Ukraine

President of Ukraine Volodymyr Zelenskyy took part in a meeting of representatives of the member states of the Joint Expeditionary Force chaired by Prime Minister of the United Kingdom Boris Johnson in the format of a video conference. During the event, the President of Ukraine presented his vision of how to stop Russian aggression and ensure lasting peace on the European continent.

Volodymyr Zelenskyy emphasized that the world needs new security guarantees, as the old ones have proved their ineffectiveness.

“The Russian invasion of Ukraine destroyed everything that security in our region, and I am sure international security, was based on. The weight of the organizations we all hoped for. The force of international conventions. It has also called into question the world's most powerful alliance, NATO,” stressed the President of Ukraine.

According to Zelenskyy, NATO has not yet plucked courage to close Ukrainian sky for Russian missiles and planes. Russian troops continue to bomb peaceful Ukrainian cities and kill people, blow up houses, hospitals and schools.

Therefore, as the Head of State noted, European countries, especially those bordering Russia, are now not sure that the Alliance will not be afraid to react if Russian missiles and planes fly to them. After all, Russian state propagandists are already directly saying that the war against Ukraine is just the beginning, that other European countries will be next. This is also not denied in Kremlin.

“We emphasize that we need new formats of interaction, new determination. And if we cannot enter NATO's "open door", then we must work with communities available, communities that will help us. Like yours. And have some guarantees. We would like to have reliable guarantees that will work for us. And also for you,” noted the President of Ukraine.

“We suggested a way. The way for Ukraine to be able to protect its skies and its people on its own. I would like everyone to hear this, especially those countries that have borders with Russia. We do everything to get war planes. To get air defense,” he added.

The Ukrainian Head of State also stressed the need to increase sanctions pressure on Russia until its aggressive rhetoric and intentions change.

According to him, many global companies have not left the Russian market despite the imposition of tough sanctions against Russia. Some, having said they had left, are actually just waiting how this will end and when it will be possible to return.

“There is no international mechanism for influencing corporations today. If they ignore blood, the world can do nothing. And this is when the worst war since World War II continues. This needs to be addressed. Now. Before Russia goes further. The sanctions policy should be such that no one could even think of war. The question is not only in Russia - the question is in the future: what else can happen,” emphasized Zelenskyy.

According to him, the ban on the Russian fleet to use world ports, the complete disconnection of Russian banks from SWIFT, the recognition of Russia as a terrorist state, as well as embargo on any trade with Russia are needed.

“We emphasize that this is necessary for us, but it is also necessary for you. For the whole world, for peace in Ukraine and in Europe,” the President said and thanked the UK and every country that has taken a moral position.

The Ukrainian President stressed that the "Russian military machine" can still be stopped to end the killings and, most importantly, the destruction of democracies.

“I think we all know this practice and these tragedies: missiles and bombs, helicopters and tanks, saboteurs and cyberattacks - all that is in the arsenal of today's Russia. Everything will be directed against Europe if Ukraine does not survive. Therefore, I ask you: help yourself by helping us. You know what weapons we need. You know what means of protection we need. You know we crucially need airplanes. It would be extremely difficult for us without your efforts. I am grateful to you. But understand - we need more,” stressed Volodymyr Zelenskyy.

He said that Ukrainian defenders captured Russian equipment on the battlefield and sent it back against the enemy, as well as used old Soviet equipment that had not worked for decades. However, this is not enough, because, according to statistics, there is 1 Ukrainian tank per 100 Russian tanks, and 1 Ukrainian military per up to 30 soldiers of the occupying forces.

“That's why we really want you to help us. I am sure that you will be able to increase the volume and feel how it will strengthen your protection, your security together with ours. How this will make the world stable not only in our country, but also in your countries,” emphasized the President.

Volodymyr Zelenskyy spoke in favor of strengthening the anti-war coalition and stressed that our strength lies in rapid action and solidarity.

“Our strength is in the truth. It is on our side. We can stop the war with Russia. So that peace, that Ukrainians strives for, will come. Peace that the world strives for,” Volodymyr Zelenskyy concluded.

President of Ukraine Volodymyr Zelenskyy met with Prime Minister of Poland Mateusz Morawiecki, Deputy Prime Minister of Poland Jarosław Kaczyński, Prime Minister of the Czech Republic Petr Fiala and Prime Minister of Slovenia Janez Janša who arrived in Kyiv.

The President of Ukraine thanked the heads of government of Poland, the Czech Republic and Slovenia for the support their countries provide to Ukraine, as well as for their personal visit to Kyiv.

"At a time when many ambassadors have left Ukraine in connection with the full-scale invasion of the Russian Federation, these dignitaries, leaders of their beautiful independent European states, fear nothing, care for our fate more, and they are here to support us. This is a great courageous, correct and friendly step. And I am sure that with such friends, with such countries, with such neighbors and partners, we will really be able to win," Volodymyr Zelenskyy told reporters after the meeting.

The President noted that the talks focused on security guarantees for Ukraine, strengthening sanctions against the aggressor state, as well as the prospects of Ukraine's membership in the European Union.

The interlocutors also touched upon plans to rebuild our country after the end of hostilities. In this context, international assistance in replenishing the relevant reconstruction funds already established by the Ukrainian government is important.

"We know for sure that everything we are discussing will reach the positive goal for our country, our security and our future," the President stressed.

Deputy Prime Minister of Ukraine and Minister for Reintegration of Temporary Occupied Territories

Only 7 out of 9 negotiated humanitarian corridors worked.

On 15th March, 28 893 people were evacuated from sieged cities of Ukraine.

Mariupol corridor to Zaporizhzhia 20 000 people escaped via 4 000 private vehicles. 570 cars have already made their way to Zaporizhzhia, the rest are spending the night in Berdyansk and other towns in the oblast. In both Zaporizhzia and Berdyansk people are receiving necessary help.

Right now, Russian media attacks people who are fleeing Mariupol, making them tell in front of their cameras that Azov did not let them escape Mariupol; instead of respecting the people who spent two weeks under constant Russian artillery fire without food, water, and heating, Russian propagandists are preoccupied making more fake news.

The only reason why the Ukrainian military asked people to come back to Mariupol was the fact that Russians were firing at humanitarian corridors despite all agreements. As soon as it was proven that those corridors were safe, people were allowed to evacuate.

While foreign journalists die from Russian bullets attempting to deliver the truth about events in Ukraine, Russian propagandists are doing everything possible to create more lies.

Sumy region:

8 533 people evacuated: 6 950 from Sumy, 140 from Trostyanets, 113 from Lebedyn, 166 from Shostka, 1 084 from Konotop.

Kharkiv region:

320 patients and employees of the Oskilsk psychoneurological institution were evacuated.

Despite all agreements, the humanitarian convoy with buses for the evacuation of civilians from Mariupol — among whom are citizens of Greece and Turkey who do not possess private vehicles — remains blocked in Berdyansk.

Attempts to evacuate people from villages of Bohdanivka, Novobohdanivka, and Bobryk (Kyiv region) failed again due to systematic violations of the temporary cease fire by Russian forces.

Tomorrow, it is planned that the Mariupol humanitarian corridor continues operating and the evacuation of people from Izum begins.

Due to the all day long curfew in Kyiv and the settlements around the city, there will be no evaluation in Kyiv region.

Efforts are made to free the local government representatives held hostage by Russians. The mayor of Melitopol Ivan Fiodorov is still held hostage. The information about the location of Evgen Matvieev and Sergii Pryima, the officials from Dniprorudnyansk who were kidnapped by Russians on March 13, is being established.

Vereshuk is demanding the international community to pay more attention to Mariupol, to recognize Russia as a terrorist state, and to put more effort into freeing the civilians, doctors, nurses who are held hostage.

Commissioner for Human Rights in Ukraine

The terrorist state is planning mass deforestation of Ukrainian forests.

This was stated in a letter from Russian Defense Minister Shoigu to Putin.

The aggressor minister asks for permission for the total felling of Ukrainian "forests, trees, shrubs and greenery." It is planned to cut down "any intensity and any age, regardless of ownership and category of land with the right to use the resulting wood."

At the same time, wood that is not used for the needs of the Russian Armed Forces will be sold, with proceeds replenishing Russian economy.

Today, without exception, all forests in the temporarily occupied territories of Ukraine are in the highest risk zone.

Last time this happened on the territory of Ukraine was during the Nazi occupation.

The total felling of greenery is another terrible crime of the aggressors and is a manmade ecocide. The area, free of trees, turns into a poor landscape, becomes uninhabitable.

Such actions will lead to the transformation of Ukraine into a dead desert and cause a humanitarian crisis in Europe. Such actions will affect many countries around the world, to which generous gifts of Ukrainian land are exported.

According to Article 8 of the Rome Statute of the International Criminal Court, war crimes include widespread, long-term and serious damage to the environment.

“I call on the world community to apply all possible sanctions against the terrorist state of the Russian Federation to withdraw Russian racist troops from Ukraine and stop the atrocities on our land.” underlined the Commissioner.

Ministry of Foreign Affairs of Ukraine

Operational situation on the diplomatic front as for March 15, 7pm

Today, true friends visited Ukraine: Prime Ministers of Poland, Czech Republic and Slovenia, the Deputy Prime Minister of Poland for Security, the Minister of Foreign Affairs of Lithuania, and the European Commissioner for the Environment. We hold hundreds of meetings every day in Ukraine and abroad to provide our country with the necessary military, financial and humanitarian assistance.

Sanctions:

The European Union, the Group of Seven countries, as well as Albania, Australia, Iceland, South Korea, Moldova, Montenegro, New Zealand, Northern Macedonia and Norway have revoked Russia's largest trade facilitation status. This deprives Russia of key trade advantages as a member of the WTO. In particular, states may unilaterally impose or increase tariffs on imports from Russia;

The United Kingdom has announced ban on the export of luxury goods to Russia, and has introduced new tariffs on imports of hundreds of key goods, which are 35 percentage points higher than current rates;

Canada has imposed sanctions on 15 other Russian officials for their role in waging war against Ukraine;

Support the world:

President of Ukraine Volodymyr Zelensky addressed the Canadian Parliament. In his speech, the President thanked Canada for its leadership in supporting of Ukraine and called for further efforts to stop the aggressor;

Lithuanian Foreign Minister Gabrielius Landsbergis became the first foreign minister to visit Ukraine since the start of a large-scale Russian invasion. In a joint statement, Dmytro Kuleba and Gabriel Landsbergis stressed the need for further Russian isolation and its economy in order to deprive the Kremlin of opportunities for further attacks on neighboring states;

Isolation of the Russian Federation:

Baker McKenzie, one of the world's largest law companies in the United States, is leaving the Russian market because of the war against Ukraine;

Norwegian energy company Equinor has decided to abandon trade in Russian oil completely because of Russia's war against Ukraine;

One of the world's leading tire manufacturers, the French Michelin Group, is suspending industrial activities in Russia and exporting to the aggressor state;

According to Forbes, blocking Instagram will cost Russia at least $ 200 million, as Russian bloggers will not be able to use the network and lose their income;

German multinational pharmaceutical company Bayer has suspended advertising and investment in Russia;

Humanitarian help:

The University of Alberta in Canada will not charge tuition fees for Ukrainian students affected by the war. The university will also provide funding to support living expenses for new and current Ukrainian students during the 2022-2023 academic year;

Today 11 cars and 14 containers of humanitarian aid, as well as 4 fire trucks and 3 ambulances left Poland for Ukraine;

The Metropolitan Opera in New York presented a charity program in support of Ukraine. The money received for tickets, as well as donations, will be donated to help the Ukrainian people.

The materials can be used as evidence to prosecute those involved in crimes under Ukrainian law at the International Criminal Court in The Hague and a special tribunal. Anyone can send videos and photos of such atrocities here: https://bit.ly/34J5VF0

Examples of war crimes

1)    Damage to ancient buildings (architectural monuments), historical cemeteries, memorials, religious buildings, works of art, nature monuments, buildings of cultural institutions - theaters, museums, libraries, etc.;

WAR BULLETIN

March 15, 10.00 EST

Russian troops continue to use civilian infrastructure for firing positions, deploy weapons and military equipment. They shelled residential buildings and infrastructure in Kyiv. As a result of the rocket attacks, two high-rise buildings in Podilsky and Svyatoshinsky districts were damaged.

There is a high probability of provocations aimed at involving the Belarusian side into the war against Ukraine.

As of the morning of March 15, 2022, 97 children were killed and more than 100 wounded. 400 educational institutions were damaged, 59 of them were completely destroyed. At least 28 buildings of spiritual significance have been damaged.

WAR ROOM

General Staff of the Armed Forces of Ukraine

The total combat losses of the enemy from 24.02 to 15.03 were approximately:

personnel - more 13500,

tanks ‒ 404,

APV ‒ 1279,

artillery systems – 150,

MLRS - 64,

anti-aircraft warfare systems - 36,

aircraft – 81,

helicopters – 95,

vehicles - 640,

vessels - 3,

fuel tanks - 60,

UAV operational-tactical level - 9.

Data are being updated. The calculation is complicated by the high intensity of hostilities.

The twentieth day of the heroic resistance of the Ukrainian people to the Russian military invasion began. Status, position and nature of actions of the defense forces without significant changes.

The Armed Forces of Ukraine are inflicting devastating blows on groups of troops and the rear infrastructure of the occupiers. During the past 24hrs, four helicopters, one plane and a fighter shot down an enemy cruise missile were hit by a group of the Air Force of the Armed Forces of Ukraine.

The groups of the occupying forces involved in the offensive did not have significant success in all areas of advance. The main efforts continue to be focused on maintaining the occupied borders.

The enemy continues to launch missile and bomb attacks on critical infrastructure. Uses a network of health care facilities in the temporarily occupied territories of Ukraine to treat wounded personnel.

Also, the invaders continue to insidiously use civilian infrastructure to equip firing positions, deploy weapons and military equipment.

According to the available information, due to the inability to maintain the functioning of institutions and organizations to ensure the livelihood of settlements in the temporarily occupied territories of ORDLO (certain areas of Donetsk and Luhansk Oblasts), the occupiers are forced to suspend the mobilization of communal workers.

The moral and psychological state of the enemy remains low, which leads to the refusal of servicemen of the Armed Forces to carry out the orders of the command. Also, according to available information, mobilized residents from the occupied territory of some districts of Luhansk region are sent to replenish the losses of active units of the Russian occupation forces involved in hostilities in Ukraine.

The enemy is trying to capture Mariupol. Ukrainian soldiers successfully repulsed the attacks of the invaders. The total losses of the enemy amounted to about 150 people, 2 tanks, 7 infantry fighting vehicles and one armoured personnel carrier. After the losses, the occupiers stopped the offensive and retreated.

Artillery and aircraft inflicted fire damage on the accumulation of military equipment and enemy columns on the advance routes. According to the available information, as a result of the artillery fire, 12 units of motor vehicles were destroyed.

The battalion tactical groups from the 336th Separate Marine Brigade and the 11th Separate Assault Brigade also suffered.

No signs of preparation for a naval landing operation were found in the Black Sea and Azov operational zones. The state, position, and nature of the actions of the defense forces have not changed significantly. Ukraine's defense forces continue to successfully resist the occupiers.

During the day, the enemy did not conduct active offensive operations, focused on replenishing current losses, recruiting mercenaries from other countries, and resolving problematic issues related to the logistical support of the occupying forces operating in Ukraine. Information on the organization of mercenary training centres in Smolensk, Russia, and Gomel and Bobruisk, Belarus, has been repeatedly reported.

In the Volyn direction, the enemy keeps the group guarding the Ukrainian-Belarusian state border. At the same time, there is a high probability of provocations aimed at involving the Belarusian side in the occupation forces.

In the Polissya direction, the enemy made an unsuccessful attempt to break through the defenses of our troops in the direction of Guta-Mezhyhirska, Lyutyzh. At the same time, the occupiers were unsuccessful in capturing Makarov.

In the northern direction, the enemy is trying to increase the group, to organize logistics to resume the offensive on Chernihiv.

In the Slobozhansky direction, the main target of the enemy remains the encirclement of the cities of Sumy and Kharkiv.

In the Donetsk and Tavriya directions, the occupiers did not succeed in the Lysychansk district, suffered losses, and withdrew. In the area of Rubizhne, the enemy is trying to gain a foothold on the western outskirts of the city. Continues assault on the western and eastern outskirts of Mariupol with the support of aircraft and artillery. In the South Bug direction, the enemy is not taking active action, trying to hold previously occupied positions.

Unsuccessful in the main areas, the occupying forces continue to launch missile and air strikes on civilians, civilians and critical infrastructure in violation of international humanitarian law.

Security Service of Ukraine

The SSU detained a hacker who provided the occupiers with mobile communications in Ukraine. With the help of this collaborator: anonymously made phone calls from the Russian Federation to the invaders' cell phones in Ukraine; sent text messages to Ukrainian security forces and civil servants with offers to surrender and defect to the occupiers; transmitted commands and instructions to advanced groups of Russian invaders.

The SSU found that up to a thousand calls were made in a single day because of this hacker. A significant portion of them were from the top leadership of the enemy army.

POLICY

President of Ukraine

Responsibility for war crimes of the Russian military is inevitable - address by the President of Ukraine.

Another difficult day, which is still approaching our victory. Approaching peace for Ukraine.

As before, the enemy is confused. They did not expect such resistance. They believed in their propaganda, which has been lying about us for decades. They still can't recollect themselves. But they have already begun to understand that they will not achieve anything by war.

Their soldiers know this. Their officers are aware of this. They flee the battlefield. They abandon equipment. We take trophies and use them to protect Ukraine. Today, Russian troops are, in fact, one of the suppliers of equipment to our army. They could not imagine such a thing in a nightmare.

And I want to tell the Russian soldiers. Those who have already entered our land. And who are just about to be sent to fight against us.

Russian conscripts! Listen to me very carefully. Russian officers! You’ve already understood everything. You will not take anything from Ukraine. You will take lives. There are a lot of you. But your life will also be taken.

But why should you die? What for? I know that you want to survive. We hear your conversations in the intercepts, we hear what you really think about this senseless war, about this disgrace and about your state. Your conversations with each other. Your calls home to your family. We hear it all. We draw conclusions. We know who you are.

Therefore, I offer you a choice. On behalf of the Ukrainian people, I give you a chance. Chance to survive. If you surrender to our forces, we will treat you the way people are supposed to be treated. As people, decently. In a way you were not treated in your army. And in a way your army does not treat ours. Choose!

Our brave defenders continue to inflict devastating losses on Russian troops. Soon the number of downed helicopters of Russia will reach hundreds of units. They have already lost 80 warplanes. Hundreds of tanks and thousands of other units of equipment.

In 19 days, the Russian army has lost more in Ukraine than in two bloody and years-long wars in Chechnya. For what? I am grateful to those Russians who do not stop trying to convey the truth. To those who fight disinformation and tell the truth, real facts to their friends and loved ones. And personally to the woman who entered the studio of Channel One with a poster against the war. To those who are not afraid to protest. As long as your country has not completely closed itself off from the whole world, turning into a very large North Korea, you must fight. You must not lose your chance.

The European Union has approved the fourth package of sanctions against Russia. The fourth - and I'm sure not the last.

We are working with partners on new restrictions that will be applied against the Russian state. Everyone who is responsible for the war. Everyone who is responsible for the destruction of democracy. Everyone who is responsible for repression against people. Everyone will get an answer. The answer of the world. And this is just the beginning.

Responsibility for war crimes of the Russian military is inevitable. Responsibility for a deliberate humanitarian catastrophe in Ukrainian cities is inevitable. The whole world sees what is happening in Mariupol. Kharkiv. Chernihiv. Sumy. Okhtyrka. Hostomel. Irpin. In all our cities.

All our partners are informed of the crimes of the invaders against civilians and local self-government in the Kherson and Zaporizhzhia regions. In the temporarily occupied areas. There will be an answer for that. Necessarily. For the disrupted humanitarian corridors. Necessarily.

During the day of March 14, 3,806 Ukrainians were evacuated from the cities and towns of the Kyiv and Luhansk regions.

Our convoy with one hundred tons of what is most necessary for Mariupol is still kept in Berdyansk. For three days already. But we will try. We will do everything to ensure that Mariupol residents receive food, water and medicine.

I provided full information about the actions of the invaders on the Ukrainian land in conversations with friends and partners of our state. Every aggressive action of the invaders only pushes the world to new sanctions.

I spoke with President of the European Commission Ursula von der Leyen. With President of Poland Andrzej Duda. Prime Minister of Luxembourg Xavier Bettel. We have 100% mutual understanding.

The conversation with Prime Minister of Israel Bennett was also important. As part of a negotiation effort to end this war as soon as possible. With a fair peace.

Our delegation also worked on this in negotiations with the Russian party. Pretty good, as I was told. But let's see. They will continue tomorrow.

The Cabinet of Ministers of Ukraine has agreed on a package of decisions to support our economy. So that business works. So that people have jobs. Where security allows. Where people are ready for it.

First, we are starting tax reform. Instead of VAT and income tax we give a rate of 2 percent of turnover and simplified accounting. For small businesses - this is the first and second group of sole proprietors - we set a voluntary payment of a single tax. That is, if you can - pay. You can't - no questions asked.

The second is maximum business deregulation. We cancel all inspections for all businesses. So that everyone works normally. So that the cities come to life. So that life continues wherever there are no hostilities.

The only condition is that you ensure the normal operation of your business in the framework of Ukrainian law.

These are just the first two steps of our tax reform. To be continued.

And finally.

I have just signed a decree on awarding state awards of Ukraine to 234 servicemen of the Armed Forces of Ukraine who showed personal courage and heroism in the fight for our land. For our independence. 59 of them posthumously.

May the memory of everyone who gave life for our state live forever!

Ministry of Foreign Affairs of Ukraine

The operational situation on the diplomatic front as of 09:00, March 15

On the 20th day, Ukraine fiercely resists Russia's armed aggression on all fronts, including diplomatic. Every day of the war against Ukraine makes Russians poorer. The fourth package of EU sanctions is already approved at the ambassadorial level. The new sanctions will deal another destructive shock to Russia's economy to oppress the Kremlin's military machine.

Sanctions

-                The EU Committee of Permanent Representatives has decided to approve the fourth package of sanctions against Russian individuals and legal personalities. As well as certain sectors of the Russian economy;

-                Japan has announced the freezing of active assets of 17 individuals from Russia. In total, Tokio has already imposed sanctions on 61 Russians for the war against Ukraine;

-                The United States has imposed sanctions on 11 people working in the Russian defense sector. In particular, the restrictions apply to the heads of the Russian Ministry of Defense.

Isolation of the Russian Federation

-                Spain has confiscated a $ 140 million yacht owned by a Russian oligarch;

-                The Korean Air company has suspended passenger and freight traffic to Moscow and Vladivostok;

-                One of the largest US banks, Citigroup, will close its operations in several areas of the Russian market;

-                The European Aviation Safety Agency has suspended the licenses of dozens of Russian airlines, including products, spare parts, appliances, and training centres.

Humanitarian aid

-                The United Nations will provide an additional $ 40 million in humanitarian aid to Ukraine;

-                Since the beginning of the war, international partners have provided more than $ 50 million in humanitarian aid to Ukraine;

-                The British government has launched a special website "Home for Ukraine" for those who are ready to accept Ukrainians forced to escape from Russian armed aggression. 43.8 thousand people have already expressed their readiness;

-                Russian criminals on the way behind bars.

On March 16, the UN International Court of Justice will terminate the case of Ukraine v. Russia on charges of genocide under the Genocide Convention.

General Prosecutor’s Office

As of the morning of March 15, 2022, 97 children were killed and more than 100 wounded due to the armed aggression of the Russian Federation. Kyiv, Kharkiv, Donetsk, Chernihiv, Sumy, Kherson, Mykolaiv, and Zhytomyr regions suffered the most casualties. Every day at least 5 children are being killed by shelling.

As a result of bombing and shelling, more than 400 educational institutions were damaged, 59 of them were completely destroyed. Eleven medical institutions and three rehabilitation centers, including those for children with disabilities, were shelled. These figures are not final, given the lack of opportunity to inspect the sites where the aggressor country is conducting active combat operations and in the temporarily occupied territories.

The Russian Armed Forces, using means of warfare prohibited by international law, shelled residential buildings and infrastructure in Kyiv. As a result of the rocket attacks, two multi-story buildings in Podilsky and Svyatoshinsky districts were damaged, which led to the inflammation of apartments in these buildings. In Svyatoshinsky district the building burned from 1 to 16 floors. Rescue operations are currently ongoing at the scene of the fires. There is information about at least two deaths. The number of dead and injured is being specified. In addition, as a result of the shelling, a private house in the Darnitsa district and the facade of the subway station in the Shevchenko district of Kyiv were damaged.

Over the past 24 hours, the enemy fired on a column of civilians evacuated from Gostomel, Kyiv region. The driver of one of the buses was injured in the shelling. Also under fire in the column was a car with an injured couple. The woman died at the scene.

Yesterday, the armed forces of the Russian Federation fired at the settlement of Novi Petrivtsi, Kyiv region from the "Grad" multiple rocket launcher. A civilian was killed and another was injured. The massive attack by the occupiers damaged and destroyed the National Museum-Reserve "Battle of Kyiv in 1943", the church and other infrastructure.

Yesterday, Russian militants killed five residents of Donetsk: 2 in Avdiivka, 2 in Kramatorsk and 1 in Petrivskyi. Kharkiv is under mass fire again. As a result of the shelling near Gorkyi Park in the afternoon of March 14, a car of volunteers of the “Help Army” organization was hit. A 26-year-old boy was killed and a woman was seriously injured. During the night in Kharkiv, shells hit residential buildings and several commercial premises. 7 victims were rescued from the rubble.

According to preliminary information, 10 people died as a result of the bombing of Chernihiv by the occupiers. The shelling of civilians in Luhansk region does not stop. The destruction of infrastructure and the housing sector is catastrophic.  Residents of Luhansk region do not have the opportunity to buy water, food, some do not have electricity and communication. Residents are forced to constantly hide in basements. Military aggressors fire on the streets, not allowing to leave the shelter.

In Kyiv, in the Podilskyi district, an ammunition hit a ten-story building. Due to this, the 1st and 5th floors caught fire. In the Svyatoshinsky district because of hit of an aircraft shell in the 16-storey building two persons died, 27 people were rescued.

The shock wave also damaged the ground floor of the Lukyanivska metro station.

The Russian occupiers are fighting against the objective coverage of their war crimes in Ukraine - they are killing and shooting at journalists. At least 35 journalists have already become victims by Russian militants.

Three were killed. The journalist Victor Dudar was lost during hostilities near Mykolaiv. Live cameraman Yevhen Sakun was killed in a rocket attack in Kyiv. Brent Reno, a USA citizen, video journalist and documentary filmmaker, was killed at a checkpoint in Irpin, Kyiv Region.

Many journalists were wounded by targeted enemy shelling. The armored car with marking of "press" of the Swiss journalist Guillaume Bricke during movement towards Mykolaiv was fired at by the Russian military. The journalist was injured.

Two journalists from the Czech edition of Voxpot, Maida Slamova and Vojtech Bogach, came under fire from Russian troops. Two Danish Ekstra-Bladet correspondents, journalist Stefan Weichert and photographer and reporter Emil Filtenborg Mikkelsen, were shot.

Russian troops have attacked the British television group Sky News - chief correspondent Stuart Ramsey and his four colleagues were returning to Kyiv when they were ambushed. The bullet hit Ramsey in the back, cameraman Richie Mokler was rescued by a bulletproof vest, which was shot twice.

The enemy tried to destroy Kyiv, Lutsk, and Rivne TV towers under targeted fire, and seized TV towers and TV studios in the temporarily occupied cities. The actions of the occupiers are aimed at imposing Russian propaganda and ideology and suppressing all other information resources.

Ministry of Internal Affairs of Ukraine

The Russian invasion is destroying churches, mosques, synagogues and religious schools in various regions of Ukraine. While Kremlin propagandists are cynically covering up their imperial ambitions with claims to "protect Orthodoxy," an aggressive attack by Russian troops is destroying Orthodox churches and other shrines in Ukraine's religious communities.

At least 28 buildings of spiritual significance (excluding adjacent buildings) have been damaged in at least six regions of Ukraine: Kyiv, Donetsk, Zhytomyr, Luhansk, Kharkiv and Chernihiv. The vast majority of them are Orthodox churches.

Tue, 03/15/2022 - 6:13am
I continue to get queries about the source of this information from those who read these reports for the first time.  As it says in the title below, this is from the Ukrainian embassy in the US.  It is official government information put out by the Ukraine Information Service.  It is obviously information they want to be made public.

WAR ROOM

General Staff of the Armed Forces of Ukraine

Russian troops continue offensive operation against Ukraine.

Receiving repulse and incurring losses, Russian forces are forced to turn to defense and surrender to Ukrainian defenders.

In most areas, when trying to move forward, the enemy faces resistance from the Armed Forces of Ukraine and civil resistance from the local population.

The enemy continues to launch missile and bomb strikes by aircraft, destroying military and civilian infrastructure in Ukraine. Uses high-ammunition and indiscriminate munitions in residential areas of large cities, defiantly ignoring the rules of international humanitarian law.

Given the current situation, the invaders have strengthened the protection of the Ukrainian-Belarusian border by units of the Armed Forces of the Republic of Belarus.

The occupiers are trying to seize settlements near the city of Izyum.

The Defense Forces of Ukraine continue to conduct a defense operation within the Southern, Eastern and Northern Operational Zones.

The nineteenth day of the heroic opposition of the Ukrainian people to the Russian military invasion continues.

The enemy continues the offensive operation against our State.

The enemy continues to use aircraft to support ground forces and destroy military and civilian infrastructure in Ukraine.

The formation of additional occupation units to conduct hostilities on the territory of Ukraine continues. According to available information, the enemy plans to strengthen the grouping of troops of the RF Armed Forces in the Kharkov direction.

The occupying forces continue to launch missile and bomb strikes, shell artillery, and tanks of civilian infrastructure and settlements.

In the Volyn direction, there is a high probability of provocations at Belarusian facilities in order to involve the Armed Forces of the Republic of Belarus in the conflict.

In the Polissya direction, the occupying forces are fighting in the areas of the settlements of Poliske, Kropyvnya, Zakharivka, Oliva, Sloboda, Kukharska, Zhovtneve, Ozershchyna, Lypivka, Kopyliv, Motyzhyn, Buzova, Horenychi, Bucha, and Demydiv.

In the northern direction, the enemy is fighting in the areas of the settlements of Lyubech, Slavutych, Kovryta, Zolotynka, Mena, Branytsia, Kalita, Bogdanovka, Lukash, Romny, Nedrigailiv. Do not carry out active offensive actions. Carries out a regrouping of troops, improves the logistics system in order to prepare and resume the offensive in the direction of Brovary.

In the Slobozhansky direction, the enemy does not stop trying to surround Sumy and conducts hostilities in the areas of Svatove, Izyum, Hrushevakha, Petrovske, Husarivka, Balakliya, Liman, Malinovka, Kochetok, Bezruky, Oleksandrivka, Velyka Pisarivka, Tarashivka, Nesarivka, Oleshnya. Talalaivka. In order to strengthen terrorist groups in the areas of Sumy, Okhtyrka, Kharkiv, and Izyum, regroups troops and consolidate on the captured borders. At the same time, there are problems with the supply of ammunition to the firing positions.

In order to replenish units of the 6 Army, conscripts are urged to move to contract service.

In the Donetsk and Tavriya directions, the occupiers are fighting with certain forces in the areas of the settlements of Borova, Ternove, Novokrasnyanka, Luhanske, Horlivka, Panteleimonivka, Mykilske, Huliaipole, Orikhiv, and Kamyanske.

In the Avdiivka direction in the area of Kamyanka, during the reconnaissance battle, the occupiers suffered significant losses and were forced to withdraw.

In the Volnovakha direction, the enemy does not stop trying to breakthrough in the direction of Vugledar.

In the Mariupol direction, the enemy is trying to capture Mariupol. Ukrainian soldiers successfully repulsed the attacks of the invaders. The total losses of the enemy were about 150 people, 2 tanks, 7 infantry fighting vehicles, and one armored personnel carrier. After the losses, the occupiers stopped the offensive and retreated.

Artillery and aircraft inflicted fire damage on the accumulation of military equipment and enemy convoys on the advance routes. According to available information, 12 units of motor vehicles were destroyed as a result of the artillery fire.

The battalion also suffered tactical groups from the 336th Separate Marine Brigade and the 11th Separate Assault Brigade.

In the South Bug direction, the enemy is trying to gain a foothold in the areas of Tomina Balka, Nadezhdivka, Kiselivka, Pervomaisk, Mykhailo-Larine, Ulyanovsk, Pisky, Dobre, Snihurivka, Arkhangelske, Zagradivka, Osokorovka, Berislav, Kakhovka.

No signs of preparation for a naval landing operation were found in the Black Sea and Azov operational zones.

Commissioner for Human Rights in Ukraine

On killings of women and childresn in Ukrane

As of 10 a.m. on March 14, 2022, according to the Unified Register of Pre-Trial Investigations, as well as other sources that need confirmation, 90 children have died and about 100 children have been injured since the Russian invasion of Ukraine began.

It is not possible to establish the actual number of dead and wounded children due to the fact that the occupying forces are actively fighting in Ukrainian cities. Many children who cannot receive emergency medical care remain trapped.

It became known about the burial of Met Irina, born in 1980, and her son Met Ivan, born on December 4, 2009, in the yard of a residential building in Irpin who died during the shelling of the city by the occupiers.

One of the pregnant women who suffered an air strike on a maternity hospital in Mariupol on March 9, 2022, died today together with an unborn child.

The shelling of the civilian population of the Izium district of the Kharkiv region continues again. Cars were shot at by the aggressors at a checkpoint, killing a woman with a child and a family with a 3-year-old child.

A 15-year-old girl died in the town of Dergachi, Kharkiv Oblast, after night shelling.

After each air raid and shelling, the enemy leaves ruins in the months of ordinary houses, schools, hospitals, kindergartens:

• Inclusive school №256 was damaged as a result of the morning shelling in Obolon, Kyiv. At that time, there were 13 people in the school's bomb shelter;

• the shell damaged the Chernihiv City Hospital;

• In the village of Vysokopillya, Kherson Oblast, russian troops fired from rocket-propelled grenade launchers at a preschool.

Such actions by the armed forces of the Russian Federation continue to violate the fundamental rights of children - the right to life and health, guaranteed to every child in the world by the UN Convention on the Rights of the Child.

I call on the international community and international human rights organizations to take all possible measures to end the military attack on the Russian Federation.

On attacks on Ukrainian cities

Russian troops are shelling the city of Avdiivka with prohibited weapons and threatening an ecological catastrophe.

The shelling of Avdiivka has been going on in Donetsk region since last night. The russians are firing from Point-U tactical missile systems and multiple rocket launchers.

The use of weapons of mass destruction - point-U complexes is prohibited by international treaties and additional protocols to the 1949 Geneva Conventions.

The occupiers released one package of “Hail” installations at the Avdiivka Coke Plant, which destroyed several production shops and a pipeline. Damage to the plant's production will lead to an ecological catastrophe in the region due to emissions of harmful elements and carcinogens into the air and wastewater, and soil pollution.

Information on civilian casualties is currently being clarified.

Russians are shoot civilians in the city of Izyum Kharkiv Region.

On the way out of the city, the militants covered a private minibus with artillery fire.  The fate of the passengers is unknown.

Fighting for this settlement is underway.  The enemy is constantly firing at it with aircraft and artillery day and night.  There are no possibilities for the delivery of humanitarian aid or evacuation.

A city without light, water and heat.  Residents do not leave the basements.  The number of civilian casualties cannot be determined.

The town, which before the war had only 46,000 inhabitants, is now almost wiped out, the infrastructure destroyed.

According to Article 8 of the Rome Statute of the International Criminal Court, signed by both Ukraine and the Russian Federation, war crimes include intentional assault when it is known that it will cause accidental widespread, long-term and serious damage to the environment incomparable to expected military superiority.

I call on NATO to close the skies over Ukraine!  The enemy is destroying our cities!

(https://bit.ly/3w4MrpG)

Main Directorate of Intelligence of the Ministry of Defence of Ukraine

Russians are aiming at agricultural machinery and undermining food security in Ukraine and the world.

The occupiers are deliberately destroying agricultural machinery in Ukraine. Systematic cases of such actions have been recorded in Brovary district (Kyiv oblast), Melitopol district (Zaporizhzhia oblast), Pryluky, Nizhyn, Novgorod-Siversky districts (Chernihiv oblast), and in some territories of the Kherson and Kharkiv oblasts.

Agricultural machinery is also requisitioned in masse by invaders for engineering work, construction of fortifications, and usage as trucks for armored vehicles. The local population in the occupied settlements is forcibly involved in these works.

From the latest reports: on March 13th at night in the territories of Chupakhivka and Olenynske of Okhtyrka district (Sumy region), a targeted air-bomb attack was carried out on the places of storage of agricultural machinery. As a result of the strike, all equipment, more than 30 units, was destroyed.

Such actions of the enemy indicate the following:

The enemy is deliberately crushing agricultural machinery. This will jeopardize the sowing campaign in the spring, leading to a humanitarian crisis in some regions of Ukraine.

Food security is threatened not only inside the country. Ukraine is one of the leading suppliers of many types of crops to the markets of Europe and China.

Russians continue to strike civilian objects. This grossly violates the fundamental principles of international humanitarian law.

Deputy Prime Minister of Ukraine and Minister for Reintegration of Temporary Occupied Territories

Humanitarian corridors result for 14th of March:

Out of 10 corridors only 7 functioned.

Number of people rescued:

Kyiv Region – 2028: Hostomel – 400, Nemishayivka-vorzel’ – 620, Dmytrivka – 100, Peremoha – 700,

Luhanksa oblast’ – 1780: Severodonetsk – 600, Popasla – 210, Hirske – 76, Rubizhne – 480, Krimynna – 82, Lysychansk – 340.

Thanks to the humanitarian Ukrainians were able to save approximately 4000 people.

Vehicles with humanitarian aid for Mariupol were blocked in Berdyansk. However, about 150 civilian cars were able to use the same route to escape Mariupol. This shows that the humanitarian convoy is being blocked for no apparent reason.

Occupants broke the ceasefire agreement around humanitarian corridors in the Brovary region in Kyiv region and in Luhansk region.

Today, Ukrainian authorities are putting maximum effort to rescue the people who got captured by Russian military. Ivan Fedorov, mayor of Melitopol’, is held captive. Current whereabouts of Evhenii Matveyev, major of Dniprorudnitsk, who was kidnapped on March 13th are unknown. Oleksiy Danchenko is held captive in Hostomel. Yesterday, Russians conducted a search of the house of the head of Melitopol city council, seized documents and electronic devices, and then kidnapped the man himself.

“All these actions indicate that Russia behaves as a terrorist state. I urge the international community to treat Russia as a terrorist state.” – underscored the Deputy Prime Minister.

Ministry of Foreign Affairs of Ukraine

OPERATIONAL SITUATION ON THE DIPLOMATIC FRONT

Dmytro Kuleba: “The anti-Putin coalition continues to deplete the resources of the aggressor state. In the eighteen days of the Russian army's armed invasion of Ukraine, the world community has already imposed 3,612 restrictive measures against Russia. Together with the restrictions imposed since 2014, the total number of sanctions against Russia is now 6,366. Thus, Russia has become the most sanctioned state globally, surpassing Iran and North Korea.

This week, the EU will launch other devastating sanctions strike on Russia's economy. We are also actively working to close all avenues of circumvention.

☑️ Support of the world:

🔺 The Heads of Government of Ukraine, the Republic of Poland and the Republic of Lithuania adopted a joint declaration condemning the unprecedented, brutal, unprovoked military invasion of Russia. The parties called on the international community to continue increasing pressure on Russia by strengthening a strict, consistent, and long-term sanctions policy;
