The Invisible Force Multiplier: Distributed Innovation Beyond the Battlefield in Ukraine

Abstract
Ukraine’s experience following the 2022 full-scale Russian invasion reveals that military innovation extends far beyond weapons and tactics into distributed behavioral, organizational, and institutional adaptations that sustain combat power, yet remain invisible to formal defense institutions. Existing systems fail to detect these edge practices because informal, tacit solutions fall outside current reporting frameworks. Closing this gap requires reorienting existing mechanisms toward discovery of non-technical adaptations emerging at the operational periphery.
Introduction
Ukraine’s drone war has its own folklore: a fix improvised in one brigade — a jammer setting, a new way to rig a first-person-view drone — spreads to the next unit mainly by word of mouth, far faster than headquarters can turn it into doctrine. Military-innovation scholarship has begun to take this bottom-up dynamic seriously, but it has done so almost entirely through combat systems, tactics, and procurement — domains with formal research and development (R&D) processes and institutional pathways for adoption. Adam Grissom named the underlying problem two decades ago: the field understands innovation that originates with senior officers and civilian policymakers far better than innovation that originates in field formations. Subsequent work on bottom‑up adaptation has addressed aspects of this challenge, but the conceptual gap remains. This article examines exactly where that gap is widest.
Interviews with Ukrainian veterans, combatants, engineers, and volunteers show the same innovative capacity that produces battlefield workarounds, generating solutions in psychological survival, medical evacuation, demining, and veteran recovery — domains of combat-power sustainment that sit largely outside formal innovation and R&D systems. These adaptations are generated by the people closest to the problem, across the force and its supporting communities. The problem lies downstream, in what institutions do with them; they are rarely seen, captured, or scaled.
Ukraine is instructive because the conditions enabling such innovative capacity predate the invasion: a decentralized, entrepreneurial culture that exported roughly $6.9 billion in information technology (IT) products and services and employed some 285,000 specialists in 2021, alongside a volunteer-innovation tradition reaching back to 2014. One entrepreneur with whom we spoke built a precision-agriculture navigation company in 2016, later repurposed that same autopilot technology into an armored demining vehicle, then pivoted his company from small attack drones toward larger “mothership” platforms that keep operators farther from danger. These shifts were driven directly by battlefield feedback about the growing distance drone operators needed from the front. Another shared that his unit had gathered “one thousand IT specialists” to remodel drones. The argument here is that the same capacity operates, largely unrecorded, in domains that never reach a procurement office.
Distributed innovation poses an institutional paradox: decentralization that enables rapid problem‑solving can also impede the diffusion of successful solutions beyond their point of origin. Existing work on Ukrainian adaptation has begun to map this tension, but largely with a primary focus on combat functions (e.g., showing how cheap, distributed systems drive responsibilities and initiative down to small units, and arguing that such tactical ingenuity must be matched by top‑down doctrinal and organizational change). A growing body of clinical and policy literature has started to explore related dynamics in medical support and casualty care, yet far less attention has been paid to how this decentralized innovation model plays out across psychological support and long‑term reintegration.
Drawing on original field interviews conducted in Ukraine between 2023 and 2026, this article examines three forms of distributed innovation — behavioral, organizational, and institutional — and traces how each operates at the individual, community, and societal levels. It documents innovations that spread beyond their origin and others that stayed locally confined, along with the barriers and accelerators distinguishing the two. Military effectiveness in prolonged modern warfare depends increasingly on organizational learning: recognizing what works at an institution’s own periphery before the advantage is lost. For NATO allies and for Ukraine alike, understanding how distributed innovation works is essential to supporting it without inadvertently displacing it.
Methods Note
This article draws on interviews conducted in Ukraine between 2023 and 2026, of which 22 interviewees are cited directly, spanning 18 non-profit, multilateral, and government organizations across five regions. Interviews were conducted in Ukrainian, Russian, and English by Erin McFee and Daryna Sudachek, a native Ukrainian speaker who translated 67 percent of the transcripts. Participants were reached by referral from earlier interviewees, across military units, medical teams, veteran organizations, technology firms, and volunteer networks. Quotations are verbatim except for light edits for clarity; codes (INT-###) preserve anonymity and facilitate brevity. The sample is not nationally representative, and evidence of cross-unit diffusion is stronger for organizational and institutional practices than for tactical ones. Renata Mustafina analyzed the transcripts and prepared the first draft.
Findings I: Behavioral and Individual Innovation
What does innovation look like with no time to file a request and no expert on hand? Yurii, ruled only “partially fit” after being buried under rubble, redefined his own role: “if I’m partially fit, then I’m still needed” (INT-010). While navigating a prolonged bureaucratic limbo—what several soldiers have called “the second front line”—he continues to mentor younger troops in an unofficial role no medical board envisioned, preserving experience the force might otherwise lose.
Behavioral innovation is creative adaptation under stress: problem-solving with the resources at hand — attention, habit, a small object — when institutional support is absent. Its military significance is direct. A soldier who cannot regulate fear cannot fight, and psychological attrition removes soldiers from the line as surely as physical wounds; adaptations that keep soldiers functioning are combat-power sustainment by other means. One soldier folded origami under shelling so his “brain was counting” the folds, redirecting attention from fear (INT-006). A unit’s running joke — “Have you been to the nuthouse this month?” — normalizes peer mental-health checks without naming them as such (INT-017); a platoon takes turns watering a potted plant carried through the combat zone (INT-012); gel-polish manicures done “in the trenches” manufacture a foothold of normalcy (INT-022). Their significance lies in their ordinariness: they can be improvised by anyone, without training, clinical language, or institutional permission, and they preserve the readiness of soldiers who might otherwise degrade.
Individuals also teach themselves skills where formal training does not reach them fast enough, at times converting personal recovery into a return to operational usefulness. A combat medic approached her own psychological care methodically, describing her learned skills as a personal “set of tools” (INT-003). A survey deminer, after developing an anxiety-depressive disorder, taught herself a ten-day clearance course and passed state certification at full marks; the bounded daily task became both her recovery and a scarce operational skill returned to the force (INT-105). This capacity is often understood as inherited rather than invented under fire: one interviewee traced her improvisational instinct to childhood, watching her parents build what they needed at night, untaught (INT-205). That this happened consistently, across ranks and regions, is itself the finding.
Findings II: Organizational and Collective Innovation
Groups facing the same institutional gaps do what individuals cannot: build new structures. Organizational innovation is new ways of coordinating action and sharing resources outside formal channels — new groups and decision structures assembled to solve problems formal institutions have not yet solved.
One special forces rehabilitation program now runs on a peer “equal-to-equal” basis: a wounded operator “doesn’t come to the psychologist, he comes to the same as him,” because a fellow veteran is more approachable than an assigned specialist (INT-064): an innovation in how counseling is delivered, and one that returns operators to duty faster. When one battalion was disbanded as “not needed,” its volunteers organized a charity fund and kept supplying the military: “The state did not provide us with anything. We bought everything ourselves” (INT-029). Both draw on what organizational-crisis research calls “bricolage”: making do with what is at hand under conditions of scarcity.
Crisis support increasingly arrives by phone or Signal without fixed hours — “it’s not very classical therapy… you call from the car” (INT-062). Equipment moves the same way: one medical corps commander equips an entire hospital with high-value medical equipment “just through my relations…LinkedIn or something like that,” rather than official procurement (INT-039); a Territorial Defense unit in Kharkiv armed its squadron through “friends” across the border in the days before the invasion (INT-167). Research on unit resilience treats relational trust, perceived leader effectiveness, and shared norms of mutual support as informal infrastructure that preserves readiness when formal systems are overloaded. Informality and speed make these innovations effective; they also make it hard for formal institutions to see, let alone to scale.
Findings III: Institutional and Program Innovation
At the broadest level, innovation in Ukraine increasingly takes the form of improvised programs assembled from existing human and institutional resources in combinations no formal office designed in advance. The lecturer-turned anti-tank gunner and the artillery factory worker retrained as a sapper (INT-018, INT-012) exemplify a wartime pattern in which civilian technical and professional expertise is redirected to acute military needs and wounded or transitioning personnel are steered into new educational, entrepreneurial, or support roles. In a mobilized nation fighting a long war, these ad hoc pathways sit alongside, and partly outside, the formal manpower and veterans’ policy system, amounting to a de facto innovation space in how skills are matched to the war effort and, potentially, to post-war reconstruction.
A recurring pattern is programs that combine therapy, training, employment, and technology into single low-stigma packages: a veteran-run business academy that added a course in 3D modeling as demand shifted (INT-072); “From War to Art,” retraining wounded veterans as tattoo artists (INT-012); “United Forestation,” pairing reforestation with virtual-reality engagement in Kharkiv (INT-093). What matters for force sustainment is that low-stigma, voluntary, community-embedded programs engage veterans who would not otherwise seek care. Keeping personnel functional and connected is what allows a society to sustain mobilization over years rather than months. Clinicians note that “shiny tech things like virtual reality (VR) and Eye Movement Desensitization and Reprocessing (EMDR)” spark enough curiosity to draw hesitant veterans in (INT-154). Many programs are explicitly inclusive of families, reframing the goal from veteran “reintegration” to whole-community “social integration” (INT-026, INT-023).
History offers a cautionary comparison. Wartime pressures repeatedly generate local adaptations that solve immediate operational problems faster than formal institutions can. Some are later incorporated into doctrine and organizational practice; many remain local expedients whose value is never assessed beyond the context in which they emerged. That militaries innovate under pressure is not in doubt; the harder task is institutional: distinguishing which edge innovations deserve to be retained, evaluated, and adapted for broader use, while simultaneously hedging against formalizing away the autonomy that made them — and the process that gave rise to them — effective.
The Ukrainian case makes that problem observable in real time. When formal institutions cannot respond quickly enough, distributed actors assemble programs from the resources immediately available to them. Across the interviews, innovations emerge independently in different units, organizations, and communities, often addressing the same underlying problems through similar mechanisms without coordination or shared awareness.
Why Good Fixes Don’t Spread
The interviews document innovations that solve real problems and are actively used, yet spread inconsistently. Several special-forces units independently built near identical peer “equal-to-equal” counseling models, each unaware of the others. Because the parallel efforts stayed siloed, the units duplicated work, never tested which version worked best, and stayed invisible to the planners who might have codified the model into training. The same dynamic recurs across the innovations documented here: units arriving at comparable answers to recurring problems, but in isolation, with no mechanism to compare, validate, or amplify. Effective fixes “spread mainly by word of mouth” (INT-064) and travel “fast within a unit but invisible beyond it” (INT-023).
Research on how innovations spread finds that whether something gets adopted depends less on how good it is than on the channels that carry word of it; here, the channels are informal and personal. The same networks that mobilize volunteers and route equipment also carry news of what works, and what they carry rarely reaches an office positioned to act on that information. This pattern is not unique to Ukraine: work on Western militaries describes “grassroots military bootlegging,” in which subordinates informally adapt systems when formal innovation and feedback channels are constrained, leaving many modifications invisible to higher headquarters.
This study’s interviews confirm that architecture matters — but they also show it is not sufficient. Extending the lens into medical, psychological, and reintegration practice reveals why. The mechanism alone cannot overcome several structural impediments that recur consistently across the dataset and actively prevent innovations from surfacing, even when channels exist.
Others have proposed answers to the visibility problem. The Israel Defense Forces have worked to connect dispersed “islands of innovation” into a coordinated “archipelago,” and comparative work benchmarks how militaries such as Australia’s structure bottom-up innovation initiatives. These prescriptions converge on a single premise: the binding constraint is architectural. If you build the channels, innovations will flow through them.
This study’s interviews confirm that architecture matters, but they also show it is not sufficient. Extending the lens into medical, psychological, and reintegration practice reveals why. The mechanism alone cannot overcome several structural impediments that recur consistently across the dataset and actively prevent innovations from surfacing, even when channels exist:
- Recognition. Much edge innovation is tacit and improvised, and its authors do not classify it as innovation: the interviewee who can “come up with a solution without having the engineering background” (INT-205), the unit that normalizes mental-health checks “without naming them as such” (INT-017). A reporting channel captures only what practitioners already recognize as reportable, and much of this never crosses that threshold.
- The formalization paradox. Informality and speed are load-bearing, so capturing and standardizing a fix can strip the autonomy that made it work.
- Missing evidence base. Baseline research on effectiveness is nearly absent, leaving any rapid-evaluation function with little to measure against.
- Channel efficiency. The informal networks that mobilize volunteers and route equipment also carry news of what works, and they move faster than any formal channel, so actors use them by default.
- Institutional credibility. A widespread perception that the state will be “completely incapable” of meeting veterans’ needs (INT-096) gives distributed actors little reason to surface what they build for institutions they expect to do nothing with it.
Taken together, these five barriers mean that building reporting channels alone addresses a symptom rather than the underlying problem. The conditions enabling an innovation to scale are plural; a mechanism introduced without addressing them captures little.
These constraints are neither fixed nor independent; they can shift and reinforce one another. One documented exception is instructive: a subdivision reform that cut a mental-health referral process for active-duty service members from weeks to days was reported to improve operational outcomes when those soldiers returned to the front (INT-064). A mechanism succeeded here because several conditions aligned at once — the fix was legible, locally owned, cheap to run, and backed by visible follow-through. That is the point in miniature: where mechanism design works, it works in concert with the conditions that let distributed actors recognize, protect, and engage it.
This article argues that distributed innovation extends beyond tactics and technology into the systems that sustain combat power over time. Behavioral, organizational, and institutional innovations documented here preserve psychological functioning, maintain operational capability, mobilize civilian expertise, and support long-term force regeneration. Recognizing these activities as military innovation expands, without replacing, the prevailing focus on weapons, procurement, and battlefield adaptation. The practical question for Ukraine, NATO, and other militaries is whether their innovation systems are designed to recognize, evaluate, and selectively scale the full range of adaptive practices already emerging at the operational edge.
Recommendations
Military organizations already run lessons-learned, experimentation, and innovation systems. The mechanisms recommended here are therefore not new. What the evidence calls for is a change in what those systems are built to detect. Existing approaches are configured for visible, reportable lessons, formal capability gaps, and technological prototypes. The tacit behavioral, medical, organizational, and reintegration adaptations documented here instead require an edge-innovation learning function—not another reporting channel.
Validate the mechanism, not the visible form. Rapid validation before adoption is already standard practice; the extension the evidence requires is a proportionate pathway for behavioral, relational, psychological, and programmatic practices, where technology-readiness measures do not fit and where baseline effectiveness research is nearly absent. Lightweight evaluation should ask whether a practice addresses a recurring operational problem, whether its reported effect is plausible and observable, what conditions it depends on, what harms it could introduce, and whether the transferable element is the whole intervention or only the mechanism beneath it. A joke that normalizes mental-health checks will not replicate verbatim; the mechanism it carries, peer-coded low-stigma prompting, may.
Provide proportionate resources while preserving local control. The adaptations documented here were inexpensive, but low cost is not itself evidence of merit, and resources should follow screening rather than precede it. What many of these practices need is not a procurement contract but a small, fast award, protected staff time, technical assistance, a facility, or permission to test. The recommendation is thus a bounded pilot: explicit selection criteria, funding ceilings, decision deadlines, and tracked outcomes, with larger commitments released as evidence accumulates and administrative load kept light enough that speed and local ownership survive.
Assign ownership and track follow-through. Recognition creates value only when it triggers a decision. Every practice that enters the system should receive a visible disposition (i.e., replicate, evaluate, refer, defer, or decline) with a stated reason and a named owner; accepted practices need resources, milestones, and later assessment. The step the interviews make indispensable is a feedback loop to the originators. Without it, a registry becomes an extraction mechanism that takes local knowledge and returns nothing, confirming the very expectation — that engaging formal institutions is not worth the effort — that keeps practices hidden. The implementation gap here is real but should be named precisely: for example, an independent report found firms that stated veteran-hiring preferences had in practice hired almost none, an instance of stated policy outrunning delivery rather than of a doctrine that failed to absorb a specific adaptation. Formal endorsement without operational follow-through is not institutional learning.
None of these four mechanisms is new on its own. Their contribution lies in where they are pointed, in what the evidence says prevents them from working, and in how they combine: a learning function configured to find adaptations that are tacit, nontechnical, socially embedded, and generated across the boundary between the force and the communities that sustain it. That reorientation, rather than any single instrument, is what existing systems are missing.
Conclusion
Ukraine’s experience shows that innovation is not concentrated in procurement offices. It is distributed throughout the force and across civilian-military networks, generating solutions across combat, medical, recovery, and employment domains alike. This is not primarily a story of institutions suppressing that innovation; it is a story of institutions unable to see it, because the informality and speed that make edge innovation effective are the same traits that keep it invisible. Closing this gap requires no new capabilities, only reorienting mechanisms militaries already possess toward innovation that currently goes unrecorded. For NATO allies, this means funding mechanisms that can reach small, informally generated solutions, not only large formal programs. For Ukraine, it means recognizing that sustained defense depends less on any single breakthrough than on the demonstrated capacity for civilian-military problem-solving documented here.
