Mercenary recruitment centers for support of Russian war in Ukraine have been opened in Syria. More than a thousand people have been recruited in recent days, and about 400 people have already arrived in Russia.

Prosecutor General - 90 children were killed and more than 100 wounded as a result of Russian armed aggression as of the morning of March 14, 2022. Kyiv, Kharkiv, Donetsk, Chernihiv, Sumy, Kherson, Mykolaiv, and Zhytomyr regions suffered the most casualties.

Melitopol Mayor Ivan Fedorov is still in captivity. The fate of Dniprorudne mayor Yevhen Matveev, who was abducted by the occupiers, is also unknown. The occupiers also detained rescuer Oleksiy Danchenko.

The power line, which supplies the Chornobyl nuclear power plant and the town of Slavutych was damaged by the occupying forces after the Ukrenergo repair crew restored the line.

Operational information as of 12.00 on 14.03.2022

Main tasks of defeating groups of the Armed Forces of Ukraine, reaching the administrative borders of the Donetsk and Luhansk regions, and establishing control over the left bank of Ukraine have not been fulfilled by the enemy.

Russian troops were stopped in Mykolayiv and Kryvyi Rih.

Without significant success, the enemy continues to conduct systematic combat operations with bombers in order to destroy the military and civilian infrastructure of Ukraine. Uses high-ammunition and indiscriminate action on civilians. Such actions are classified by international humanitarian law as war crimes.

In the Volyn direction, the enemy continues measures to strengthen the protection of the Ukrainian-Belarusian border by units of the Armed Forces of the Republic of Belarus, with the help of UAVs conducts air reconnaissance of certain areas along the State border.

In the Polissya direction, the Russian occupation forces continue to try to overcome the barrier along the Irpin River and gain a foothold in the area of the settlements of Bucha and Irpin. They are trying to organize defense operations. Sabotage and reconnaissance groups are being prepared for actions under the guise of servicemen of the Armed Forces of Ukraine.

The enemy did not conduct active offensive operations in the Seversky direction. Carries out regrouping in order to resume the offensive in the direction of Kyiv.

In the Slobozhansky direction, the enemy is concentrating its main efforts on restoring the losses received as a result of a decisive repulse near the city of Kharkiv and a counterattack by the Armed Forces of Ukraine near the city of Izyum.

In the Donetsk and Tavriya directions, the enemy continues to conduct active hostilities. Due to the advantage in numbers Russians are partialy success in some areas.

In the South Bug direction, the enemy is trying to continue the offensive in the direction of Kryvyi Rih. Russian regroup troops and replenish supplies on the achieved frontiers. The enemy is attempting to surround Mykolayiv.

The Russian aggressors continue to accumulate reserves on their territory to wage war against Ukraine. Detachments of mercenaries are being formed who are ready to carry out the criminal orders of Russian commanders for a reward. According to available information, mercenary recruitment centers have been opened in Syria, where more than a thousand people have been recruited in recent days, and about 400 people have already arrived in Russia. Camps for their accommodation and training have been set up near the Ukrainian border in Rostov (Russia) and Gomel (Belarus) oblasts.

The Armed Forces of Ukraine, in cooperation with other components of the Defense Forces, are holding back the enemy, inflicting significant losses on manpower and military equipment, demoralizing its personnel both in combat areas and in reserve formation areas.

The Armed Forces of Ukraine inflicted devastating blows on the rear infrastructure (field bases and warehouses) in order to disrupt the system of logistical support of the enemy in the territories of Ukraine temporarily occupied by the occupiers. During the previous day, four planes, three helicopters and unmanned aerial vehicles were hit by the Air Force of the Armed Forces of Ukraine (information on the type is being clarified).

The occupying forces did not have significant success in conducting an offensive operation in all directions. The main efforts of the occupiers were focused on consolidating and retaining the previously occupied borders.

Repeated cases of the enemy's use of civilian infrastructure, including religious sites to equip firing positions, deploy weapons and military equipment, have been reported.

The moral and psychological state of the enemy remains low, which leads to the refusal of servicemen of the rf Armed Forces to carry out the orders of the command. According to available information, a military camp of the Belhorod Military Commandant's Office is located in the city of Belhorod on the territory of the russian federation. The camp holds russian servicemen who have been discharged from hospitals after treatment and are waiting to be sent to units. Also in the specified camp there are servicemen of the Armed Forces of the russian federation who refuse to take part in hostilities, with them actions of pre-judicial inquiry are carried out.

Regarding the readiness of the Armed Forces of the Republic of Belarus to wage war with Ukraine. According to one of the high-ranking officials of the special operations forces of the Republic of Belarus, special forces of the Armed Forces of Belarus will not take part in the war with Ukraine.

Deputy Prime Minister - Minister of Reintegration of the Temporary Occupied Territories of Ukraine

Today 10 humanitarian corridors have been agreed.

In Kyiv region:

- from the villages of Bohdanivka and Novobohdanivka - to the city of Brovary;

- from the village of Peremoha of Baryshivska united territorial community - to the city of Brovary;

- from the village of Bobryk - to the city of Brovary;

- from the city of Gostomel - to the village of Bilohorodka;

- from the villages of Nemishaieve and Vorzel - to the village of Bilohorodka;

In Luhansk region, we are waiting for humanitarian corridors:

- from the city of Severodonetsk - to the city of Sloviansk;

Also, today we will try to finally unblock the movement of the humanitarian convoy with food and medicine from the city of Berdiansk through Mangush to the city of Mariupol.

Prosecutor General’s Office

90 children were killed and more than 100 wounded as a result of Russian armed aggression as of the morning of March 14, 2022. Kyiv, Kharkiv, Donetsk, Chernihiv, Sumy, Kherson, Mykolaiv, and Zhytomyr regions suffered the most casualties.

Just yesterday, two children were killed and two more wounded as a result of the shelling of civilian infrastructure in the Mykolaiv region.

379 educational institutions were damaged due to bombardment and shelling, 59 of which were completely destroyed. Most of the damage occurred in the Donetsk region - 119 educational institutions. In the Mykolaiv region - 30, Sumy region - 28, Kyiv region - 35, Kherson region - 21, in the capital - 24.

These figures are not final, due to the lack of opportunity to inspect the sites where the Russian armed forces are actively engaged in combat operations and in the temporarily occupied territories.

On the morning of March 14, 2022, the Russian armed forces shelled Kramatorsk. Two elderly people died as a result of a fire in a private residential building.

Over the past 24 hours, the enemy continued to destroy civilians and civilian infrastructure in the surrounded city of Mariupol. Four people were killed and one was wounded. Residential buildings on Myru Prospect and Mytropolytska Street were damaged. Data on casualties as well as damaged and destroyed property is being established.

Three residents of Popasna, Luhansk region, were taken to a hospital in Bakhmut, Donetsk region, with multiple shrapnel wounds as a result of the shelling of the city on March 13.

Private residential buildings in Avdiivka were damaged as a result of mass attacks by Russian occupants. A part of a Tochka-U missile fell on the territory of the «Zaliznychnyky» park. Fortunately, no one was injured.

On March 14, 2022, at about 5 a.m., the Russian Armed Forces fired rockets at a residential area in Kyiv. A shell hit a nine-story apartment building in Obolon. Several floors were partially destroyed and apartments were set on fire.

According to preliminary reports, one person was killed and ten more were injured. The search continues. The number of dead and injured is being specified.

State Bureau of Investigation of Ukraine

Investigators in Lviv have launched a pre-trial investigation into the fact of a missile strike by the Russian occupiers on the territory of the International Centre for Peacekeeping and Security (Yavoriv in the Lviv region).

8 Russian missiles hit the location at nearly 5:30 a.m. on March 13, 2022. The strike killed 35 people and injured more than 130.

According to preliminary information, the air strike was carried out from the Black and Azov Seas. In total, the air force of the occupying country fired about 30 missiles.

Criminal proceedings were instituted under Part 2 of Article 437 of the Criminal Code of Ukraine (Conducting aggressive war or aggressive military action).

I wish you health, dear Ukrainians! Good weather, which we now almost do not notice. Clear sky... There is no such thing over Kyiv today. Over Kyiv and other cities of our state. Due to missile strikes, traces of enemy aircraft. The streets are quiet, but I know, I believe it's not for long. Not forever. That's why we work. That is why we fight. That's why we don't give what’s ours.

Today we celebrate our purely Ukrainian holiday. Volunteer Day. It is our ability to instantly unite during ordeals, find common ground and fight together that creates our character, Ukrainian character.

We may not notice each other in everyday life. Agree, this happens to us. But when we see a threat to our way of life, to our spirit, when we see a threat to Ukraine, our state, we do not hesitate even for a moment. If we are Ukrainians.

We unite. We do everything to protect what’s ours. Ukrainians do not need to be persuaded to become volunteers. Ukrainians do not need to be encouraged to start helping each other. Strong support for the Armed Forces by all the people of Ukraine, sincere volunteer movement, mass joining the territorial defense, solidarity of all our people - these are the prerequisites for victory. Prerequisites for the liberation of our entire country... The only and the best.

For us, Ukraine is not just a territory, as for the invaders. They do not distinguish anything here. They do not understand anything. That is why for them everything is just a target. For us, Ukraine is millions of happy moments, native symbols, memorable places.

We feel this land. For us, Ukraine is our life, and that is why millions of people have come to the defense of our state today. That is why today we are all volunteers. All those who defend Ukraine, our children, those who defend our future.

To all who feel this free call... A call to defend Ukraine... Who are volunteers in battles. Or in the information troops. Who protects roads and cities. All diplomats - official and informal. Everyone who helps with technology. Who keeps the business. Who supplies the necessary goods, products. Who saves and heals under any circumstances. Who works in transport. Who provides communication and repairs networks. I am grateful to everyone. And I sincerely congratulate you!

Each of the volunteers. Each of the millions working together to win. The 19th day of our resistance. The Armed Forces of Ukraine are holding on bravely. And creatively. We inflict such losses on the enemy that he no longer knows where else to look for reserves. Where else to look for help.

Help for himself. Help for the invader. This is pathetic. But we have no right to relax.

The Russian state has been preparing for war for decades. They have accumulated significant military resources. For the evil. For the conquest of neighbors. And for the destruction of Ukraine, Europe, as we know it, as we value it.

That's why we have to hold on. We have to fight. To win. To come to the peace deserved by Ukrainians. Fair peace. With security guarantees for our state. For our people. And to put it on paper. In negotiations. Difficult negotiations. The video meeting of the delegations has already started today. It continues. Everyone is waiting for the news. We will definitely report in the evening.

As long as the state is at war, as long as the people are defending themselves, the economy must be preserved and restored. As much as possible in the current difficult conditions.

Life must appear on the streets of the cities. Where security allows. Where people can provide it. Pharmacies, trade, any business that can work. For the country to live. For the restoration of Ukraine to already begin. And it depends on each of us, on each of us who is able to work.

Economic suppression of Ukraine is one of the tasks of the war against us. And we have to fight back from that as well. Save our economy. Save our people.

Therefore, the government has received a clear instruction - to return small and medium-sized businesses. Remove any obstacles. Reduce taxes as much as possible, remove all difficulties, absolutely all. So that the system does not press, so that people know that they can work the way they can. Where they can.

A new tax model is needed for the war and for the post-war development. The financial rules also need to be updated. To make people feel that they can be flexible. Feel that all the money and valuables will be saved. And that you shouldn’t be afraid of losing something, because the state guarantees the security of assets and savings.

The Cabinet of Ministers is already working on how to regulate this. A day or two - and there will be details. Ukrainians! Russian troops continue to destroy our infrastructure, continue to destroy our cities. Kyiv region, Chernihiv region, Sumy region, Kharkiv, south, Donbas.

But know - we will rebuild everything. We will restore everything. Every street of every city. Every house, every apartment of every Ukrainian. After the war, I'm sure we can do it quickly. We will direct all our efforts to this. All the help of the world. We are already creating funds for Ukraine to live.

But now that the invaders are still on our land, we must beat them as best as we can. Drive them away in any way we can. Defend the cities. Defend the villages. Defend every meter of our land. And every part of our heart. Ukrainian heart. Ukrainian soul.

Help each other! Support each other! Support the defense! And protect the state!

Joint Declaration by the Prime Ministers of the Republic of Poland, the Republic of Lithuania and Ukraine

On the occasion of the meeting of the Prime Ministers of the “Lublin Triangle”, we, the Heads of Governments of the Republic of Poland, the Republic of Lithuania and Ukraine:

Deplore in the strongest terms Russia’s unprecedented, brutal, unprovoked military invasion against Ukraine. We consider this premeditated attack against a sovereign, peaceful and democratic state as a blatant violation of fundamental principles of international law;

Pay tribute to the victims of war and to tremendous military effort of Ukrainian Armed Forces as well as of the entire Ukrainian nation in defense of their Homeland against this barbaric assault by the Russian Federation;

Recalling the United Nations General Assembly Resolution adopted on March 2 with the overwhelming majority, we:

demand that the Russian Federation immediately ceases all its military operations and unconditionally withdraws all its forces and military equipment from the entire territory of Ukraine within its internationally recognized borders, and returns all troops and equipment amassed at the Ukraine borders, including in Belarus, to their bases of permanent deployment;

demand that the Russian Federation immediately and unconditionally reverse the decision related to the status of certain areas of Donetsk and Luhansk regions of Ukraine;

condemn the indiscriminate use of Russia’s military force against civilians and civilian infrastructure, including schools, hospitals and residential buildings, protected under international humanitarian law.

We call upon international community to further increase pressure upon the Russian Federation, including through further expansion of strong, consistent and long-lasting sanctions policy and by massive practical support to Ukraine which has been fighting in self-defence as enshrined in Art. 51 of UN Charter;

Underline that all perpetrators of international crimes committed during this invasion must be brought to justice; and express strong support for of the International Criminal Court’s prosecutor’s decision to start the investigation. We express full readiness to provide with necessary help in this respect;

Condemn reckless and extremely dangerous attacks by Russian troops on nuclear power plants and nuclear facilities in Ukraine. Such attacks are unprecedented in world history and put the world at the brink of a nuclear catastrophe;

Call on the international organizations, in particular the IAEA and the UN to respond to Ukraine’s demands and ensure safety of nuclear facilities in Ukraine as well as ensure protection of humanitarian corridors for the evacuation of civilian population;

Condemn the involvement of Belarus in this aggression against Ukraine and call on Minsk to abide by its international obligations.

At the same time, we consider that future democratic Belarus has its place among friendly European nations and that the Lublin Triangle remains open to their representatives;

Call upon Russian and Belarusian people to speak up and demand that their governments stop this raw military aggression against neighbouring Ukraine;

Reiterate the non-recognition of the illegal annexation by the Russian Federation of the Autonomous Republic of Crimea and the city of Sevastopol as well as non-recognition of the self-proclaimed „Donetsk and Luhansk People’s Republics“ and underline our unwavering commitment to Ukraine's sovereignty and territorial integrity within its internationally recognised borders.

Emphasize that Ukraine belongs to the European family and should be offered a status of

a candidate country now, following its bid for accession to the European Union tabled by President of Ukraine Volodymyr Zelenskyy;

Underscore the need for the EU’s independence from the energy resources imported from Russian Federation as soon as possible;

Emphasize the unchanging role of the Lublin Triangle as an ever more important forum of regional cooperation in Central Europe.

Poland and Lithuania express their joint, unwavering support to the democratically elected authorities of Ukraine and the people of Ukraine, who took up the arms in order to defend the sovereignty of their country and the values of the entire free world: liberty, democracy, respect of fundamental human rights as well as the human dignity.

We express our readiness to continue providing support to Ukraine, its government and its people in this existential struggle by every possible mean including economically, by providing military equipment and humanitarian assistance.

Poland and Lithuania acknowledge the European choice of Ukraine and see it as a Member State of the EU in the nearest future. Warsaw and Vilnius underscore that Ukraine should be granted the EU candidate state status immediately and become a member of the EU through a fast-track procedure.

Together we reiterate that since 2013, Ukraine has been paying a high price, like no other European country, for its European and Euro-Atlantic aspirations and its will to consolidate its democracy by adhering to European values.

We underscore that Ukrainian refugees fleeing the war can find a safe haven in Poland and Lithuania, where they are being provided with the necessary humanitarian assistance.

Ukraine expresses its gratitude to Poland and Lithuania for unprecedented level of support and solidarity with the President, Government and the people of Ukraine in their efforts to defend Ukraine’s sovereignty and territorial integrity, for their leading role in holding Russia accountable for its brutal and inhuman invasion on Ukraine as well as for generous assistance to the citizens of Ukraine forced to flee from their homes due to Russian aggression.

Poland, Lithuania, and Ukraine appeal to our partners to undertake extraordinary measures in order to coordinate response to the growing humanitarian crisis at the European level.

As countries of the Lublin Triangle, we stand together, united by our joint heritage and common values, firmly rejecting yet another attempt of Russia, driven by its imperialistic inclinations, unacceptable in the 21st century, to force its will on a sovereign, peaceful and democratic country in the very heart of Europe by means of a military invasion.

As of March 14, the Ministry of Social Policy had evacuated 2,274 children from vulnerable categories. These are orphans, children deprived of parental care, children in institutional care, children from foster families and family-type orphanages.

The situation with the evacuation of children from orphanages is complicated. There are still 1251 children there and only 194 children were taken to other countries.

The main difficulty is that most children in orphanages have complex diseases, complex developmental disorders and require special conditions of transportation, special transport, and appropriate medical staff nearby. This is very difficult to do during a long trip abroad. As well as the necessary care in the country where the evacuation is carried out. We are looking for opportunities to meet these needs.

On 13 March, 37 gas distribution stations - the last links in the gas transmission infrastructure leading to Ukrainian consumers - remain disconnected. The company's emergency crews resume gas transportation to the country's settlements as soon as possible.

In particular, in the Luhansk region, OGTSU gasmen launched the Popasna GDS, 20,000 residents of the city are again with gas. Ukrenergo

The power line, which supplies the Chornobyl nuclear power plant and the town of Slavutych was damaged by the occupying forces after the Ukrenergo repair crew restored the line.

Yesterday, March 13, the Ukrenergo team repaired a high-voltage power line that supplies the Chornobyl NPP and the city of Slavutych. At 18:07 CET Ukrenergo started to feed the line to restore the infrastructure of Chornobyl NPP and the city of Slavutych.

However, before the power supply was fully restored, the occupying forces damaged it again. The repair crew of NEC Ukrenergo should head to the occupied territory near the Chernobyl nuclear power plant again, to find and repair new damage to the line.

Ukrenergo emphasizes that the Chornobyl NPP is an important facility that cannot be left without a reliable energy supply. The power supply of Slavutych residents also depends on the power lines of the nuclear power plant. Therefore, unimpeded and quick access of Ukrenergo repair crews to these lines for inspections and repairs is extremely important not only for Ukrainian consumers but also for Europe as a whole.

A stable power supply will help avoid a repeat of the Chernobyl disaster and save the lives and health of people who might be affected.

Our colleagues from PJSC Donetskoblgaz keep heroically performing their work. Approximately 20 m of gas pipeline sections have been replaced today. 107 houses in private sector (including one settlement) have their gas supply restored. Currently, 606 flats in high-rise buildings are cut off from gas supply.

Aviation of Russian invaders stroke a missile attack on the International Peacekeeping and Security Centre located not far from Novoyavorivsk. Casualties and wounded reported. Explosions damaged 2 high-voltage 10kV lines that supply electricity to several settlements. In order to restore electricity as soon as possible, two brigades of energy engineers of Branch Novoyavorivsk power grids have commenced repairs immediately after the end of air-raid warning. By 15:00, electricity supply has been already restored for all consumers. Branch Novoyavorivsk power grids is operating as normal supplying electricity to all consumers of the enterprise. CHPs of Novyi Rozdil and Novoyavorivsk are operating sustainably, and residents of the two cities are uninterruptedly provided with heat and hot water.

The grid facilities of JSC Ukrtransgaz UGS are under enhanced security and keep operating as normal, except for Krasnopopivka underground gas storage in Luhansk region (shut down due to combat operations in close proximity to the facility).

During 12 March, LLC “Gas supply company “Naftogaz Trading” provided consumers with 88 mmcm of natural gas. Daily consumption increased by 16% due to thermal power plants (by the government decision, the company was imposed with special obligations on natural gas supply for 12 CHPs until 30 April 2022 (CMU resolution No. 222 dated 06 March 2022)).  LLC “Gas supply company “Naftogaz Trading” has sufficient resource to meet all requests.

Russians are calling the deputies of the local regional council and offering to cooperate to create an "independent republic" in the Kherson region.

During the 12 days of the siege of the city and the relentless shelling of residential areas, 1,582 peaceful Mariupol residents were killed by Russian occupation forces.

The eighteenth day of the heroic resistance of the Ukrainian people to the russian military invasion continues.

There are no active offensive actions, the main efforts are focused on improving the group's logistic security system.

Towards Brovara-Boryspil, the enemy is blocking the E95 route, continues measures to regroup troops, replenish supplies and conduct intelligence. The opponent has moved to defense and retains a network of road blocks on key traffic routes. It is likely that after regrouping troops and introducing additional units, the opponent will resume offensive actions in order to capture the left-shore part of the city of Kiev.

In the Slobozhansky direction of the enemy defined composition of forces maintain positions in the areas of settlements Severodonetsk, Svatove, Kupyansk, Velika Pisarivka, Moscow Bobryak, Lebedin. Russian terrorist forces destroy peaceful Ukrainians and Ukrainian cities.

As a result of heavy enemy shelling of settlements in Luhansk region: Severodonetsk, Lysychansk, Rubizhne, about 22 high-rise and 33 private houses, 1 government building, 2 educational institutions, 1 state organization, 1 trade establishment, 1 enterprise were damaged.

One person was killed and another was injured.

In Kreminna, the occupiers fired from a tank at a house for the elderly.

All night Russian planes and artillery struck in the north of Donetsk region.  On the night of March 12-13 near the station Brusyn in the Donetsk region was hit by wreckage during the shelling of the Kramatorsk-Lviv passenger train.  It was going on an evacuation to the city of Lyman to pick up residents of Luhansk and Donetsk regions who were in the zone of fierce fighting.

One of the conductors of this train was killed and another was injured and taken to Slovyansk Hospital, where she is currently being treated.

In Chernihiv as a result of a night air strike and shelling - previously 4 people died.  One person died as a result of an air strike on a high-rise building.  The fire after that killed 3 people.

Near Bucha in the Kyiv region, the occupiers shot a car under a white flag: the couple was on their way to evacuation.  On the highway between Lypivka and Kalynivka, the enemy fired at a car of Makarov residents who were trying to get out of the blockade.  A 63-year-old man and his 31-year-old wife died on the spot.

In Bucha, Kyiv region, 67 civilians killed by the racist occupiers were buried on the territory of the city church, some of them are unidentified.

Dymerska, Ivankivska, Poliska communities in Kyiv region have been under blockade since the second day of the war.  No light, heating, food and water.  People haven't seen humanitarian aid, it just doesn't reach them.

Over the past day, racist troops fired about 50 times using artillery and missile shells to Kharkiv region.

On the Kholodnohirsky street in the city of Kharkiv, an enemy missile hit a 5-storey residential building.  The body of a 73-year-old woman was found under the rubble.

At night, as a result of another shelling, enemy missiles hit the installation of integrated gas treatment "Shebelinkagazvydobuvannya", located near the village Glazunivka, Izium district, Kharkiv region.  According to preliminary data, 1 employee of the enterprise was injured.

The missiles completely destroyed the civilian airport in Ivano-Frankivsk.

By killing civilians and shelling Ukrainian cities, the aggressor's army is committing war crimes and crimes against humanity in Ukraine, in violation of the four Geneva Conventions of 1949 and its additional protocols.

I call on the international community to take decisive action to deter the aggression of the Russian Federation and to force the aggressor country to immediately cease hostilities on the territory of Ukraine.

On the night 12-13 March, near the station Brusyn in the Donetsk region passenger train was under fire of the Russian military. It was heading to Liman for an evacuation to pick up residents of the Luhansk and Donetsk regions, who were in the zone of fierce hostilities. One of the conductors of this train died from the injuries, the other was injured and taken to the hospital in Slovyansk, where she is now being treated.

According to the Deputy Prime Minister, the following corridors are opening in the Kyiv direction today:

25 evacuation buses will depart from Borodyanka to Zhytomyr (they will arrive in Borodyanka from Piskivka).

From the village of Svitylnia in the direction of Brovary, where buses will arrive. The evacuation will take place on the route Svitylnia - Ploske - Hoholiv - Krasylivka - Kvitneve - Brovary.

From the village of Peremoha in the direction of the city of Kyiv (Peremoha - Lukyanivka - Lukashi - Korniivka - Nedra - Sadove - Berezan - Boryspil - Kyiv). Buses for evacuation of people will be sent on a route from the city of Kyiv.

The occupiers of the Russian Federation plan to hold a referendum in occupied Kherson for the creation of the "Kherson People's Republic" against the will of the people.

Currently, the invaders are calling the deputies of the local regional council and offering to cooperate to create an "independent republic" in the Kherson region.

I emphasize that, in accordance with the 1907 Hague Convention, the Fourth Geneva Convention of 1949, and Additional Protocol 1 to the 1977 Geneva Convention, the occupying power does not acquire sovereignty over the occupied territory and must comply with the laws in force in that territory.

In the case of any election or referendum, it is the Constitution of Ukraine, Article 73 of which stipulates that issues of the territory of Ukraine are resolved exclusively by an all-Ukrainian referendum.

The occupier's initiation of a referendum on the secession of Kherson, obviously without the consent of the local population, is a gross violation of the right to choose and participate in governing their country, established by the Universal Declaration of Human Rights of 1948, International Covenant on Civil and Political Rights 1966, Protocol № 1 on the European Convention of Human Rights and Fundamental Freedoms of 1950.

Employees of GTSOU work on localizing the damage caused by shelling and resume gas transportation to Ukrainian consumers:

In the Donetsk region, repair crews of GTSOU joined in repairing damage to the city’s gas distribution networks in Vuhledar town, which is currently under fire from the occupiers. Together with the staff of Donetskoblgaz, our colleagues try to minimize emergencies and maintain gas supplies to the town.

In the Luhansk region, our team managed to launch the Popasna GDS, and 20,000 residents of the city are again with gas. However, as a result of a fire due to hostilities at the Rubizhne CPP (cardboard and packaging plant), the section of the Rubizhne GDS leading to the plant was shut down.

In the Mykolaiv region, enemy shells damaged objects of the GTS and a network of the regional gas distribution company. The Bashtanka and Prybuzke gas distribution stations were shut down. At the Bashtanka GDS, a projectile was hit, and due to active hostilities, the GDS operator could not approach the station. At GDS Prybuzke, the shell damaged automatic equipment; at the request of Mykolaivoblgaz, the station was stopped because of destruction in the city gas distribution networks. Also, at the request of the direct consumer gas, GTSOU stopped gas supply through GDS-1 Nikolaev, which feeds “Zorya”-”Mashproekt” research and production complex. From 3789 of the gas distribution stations – the last links of the gas transmission infrastructure leading to Ukrainian consumers – 37 remain disconnected at 10:00 on March 13.

Ombudsman of Ukraine - since the beginning of the Russian invasion of Ukraine 79 children have been killed and about 100 wounded. The actions of the armed forces of the Russian Federation pose a direct threat to the life and health of the entire civilian population of Ukraine - the aggressors are brutally torturing our people.

Due to an unsuccessful attempt to conduct an offensive, the occupiers were forced to change tactics. Because of the significant logistical problems and stretched communications, the enemy is unable to provide its units with fuel and lubricants, food and ammunition, which encourages the occupiers to resort to looting and looting of locals, shops, pharmacies and more. In addition, the actions of the occupiers are accompanied by numerous cases of serious crimes against civilians.
Abandoned occupation units are demoralized and have an extremely low morale and psychological condition. The number of cases of attempts to return to the territory of the Russian Federation on their own has increased.

Given the heavy combat losses of personnel and problems with the recruitment of reserve units and units, the command of the armed forces of the Russian Federation involves in combat operations in Ukraine so-called "conscripts" from the territory of ORDLO and mercenaries from Abkhazia, South Ossetia and prisoners from correctional facilities of the Russian Federation.
In almost all areas of advance, the occupiers are trying to gain a foothold in the previously captured borders, but have not had much success.

The enemy continues to launch missile and bomb strikes on critical infrastructure, residential neighborhoods and airfields, cynically disregarding the rules of international humanitarian law.
In the Volyn’ direction, there is a threat of sabotage at military facilities and civilian infrastructure.
The group of defense forces continues to conduct a defense operation in the southern, eastern and northern directions, covering the state border of Ukraine and the sea coast.

The enemy carries out measures to restore combat capability and regroup troops, as well as prepares for the continuation of the offensive in the Polissya, Siversky, Slobozhansky, Donetsk, Tavriya, and South Bug areas.

Throughout the fighting on the territory of Ukraine, the enemy met with fierce resistance. It did not achieve the goal of the operation in any of the areas. The nature of the actions indicates the uncertainty of the military leadership of the russian federation in matters of strategic objectives and the ultimate goal of the so-called "special military operation".

The occupying forces inflicted heavy losses, slowed down the pace of the offensive, and stopped in the vast majority of directions. Military and civilian infrastructure continues to be destroyed. In order to compensate for the losses, the occupiers organized the training of additional forces and means for conducting hostilities on the territory of Ukraine.

The enemy did not carry out offensive operations in the Volyn direction. The military leadership of the Republic of Belarus has strengthened the protection of the border with Ukraine. There is a high probability of direct participation of the armed forces of the Republic of Belarus in the military operation against Ukraine. There is an air reconnaissance of objects on the territory of Ukraine with the help of UAVs, probably from the territory of the Republic of Belarus.
No active offensive actions of the enemy were recorded in the Polissya direction. Measures are being taken to restore combat capability and regroup troops. The enemy is trying to reconnoiter and clarify the positions of the Armed Forces of Ukraine and possible ways of attack. The occupiers continue to tax the logistics system by creating repair bases on the territory of the Republic of Belarus.
In the northern direction, the enemy focused on improving the operational construction of troops and the logistics system of the group.

In the Slobozhansky direction, the enemy carried out offensive operations in the area of settlement Izyum, further trying to move in the direction of settlement Slavyansk. After the losses received in the area of the city of Kharkiv, he withdrew to the territory of the rssian federation (Belgorod region) one of the BTGs of the 6th All-Military Army to restore combat capability. At the same time, it strengthened the groupings in this direction due to the introduction of units from the Northern Fleet.

In the Donetsk and Tavriya directions, the enemy carried out assault operations and fire raids. It does not abandon attempts to storm the city of Mariupol. The Russian occupiers are trying to prepare reserves and go on the offensive in Severodonetsk, Ugledar, and Zaporizhya. The enemy has had little success in the Volnovakha direction - it has captured the eastern outskirts and is trying to move on.

At the same time, the enemy does not refuse to attempt an offensive on Kryvyi Rih. It did not succeed. It looks for weaknesses in the defense of Ukrainian defenders. In order to increase efforts, puts into operation reserves from the Airborne Forces. In some areas, it is trying to keep the previously occupied borders.

 

Russia plans to organize a sham “referendum” in Kherson region

Tomorrow, on March 13, 2022, Russia wants to proclaim the creation of the so called Kherson People's Republic. For this purpose, buses for transportation of so-called «supporters» have already been prepared. The Russian military is actively looking for members of parliament (Kherson Region Parliament) and civil activists in order to force them to participate in the “gathering” under the threat of reprisals.

They also want to bring to downtown Kherson the prisoners from the City prison #90 and put pro-Ukrainian activists instead of them in prison. The same scenario was implemented in 2014 in the Crimea, Donetsk and Luhansk regions.

March 13, 2022 is the anniversary of the liberation of Kherson from the Nazi invaders in WWII (March 13, 1944).

At the extraordinary meeting, Kherson oblast council adopted a resolution stating that Kherson is Ukraine.

As of 1 p.m. on March 12, 2022, since the beginning of the Russian invasion of Ukraine, 79 children have been killed and 100 wounded.

 As a result of the shelling of residential buildings in the town of Pologi, Zaporizhia region, an 8-year-old girl and a boy were wounded - their legs were torn off.  The wounded children were taken away in an unknown direction by the Russian military.

 Yesterday, the Russian army fired at the mosque in Mariupol, where 86 Turkish citizens were in hiding, including 34 children. Their fate is currently unknown.

 Under the threat of execution, Russian aggressors didn't allow to render help and take to hospital the inhabitant of the village of Kandybine of the Mykolaiv area in which premature childbirth began. The local nurse online with the obstetrician-gynecologist from Mykolaiv helped the woman to give birth at her house.

 The actions of the armed forces of the Russian Federation pose a direct threat to the life and health of the entire civilian population of Ukraine - the occupiers are brutally torturing our people.  Each of these facts is a crime against humanity under the Rome Statute of the International Criminal Court.

Deputy Prime Minister I.Vereschuk informed on the situation with humanitarian corridors in Ukraine.

In Sumy, we helped 800 people. In Krasnopillya, Konotop, Lebedyn, Kapisarivka - a total of about 3,000 left dangerous area.

-Zaporizhzhya oblast: Enerhodar - the corridor did not work. A convoy of humanitarian cargo left, stopped at a roadblock in Vasylivka, and the Russian occupiers did not let them pass despite the agreement. Now the column will spend the night there and leave again in the morning. Enerhodar received humanitarian aid yesterday, but it was partially stolen by the Russian occupiers, according to the administration. A request to those who distribute the cargo - do not leave it overnight; distribute everything quickly.

- Kyiv oblast. It also worked in part: Vorzel and Irpin did not work, but Bucha started working - almost 1,000 people were deported, thanks to the Ukrainian Red Cross for evacuating the home for the elderly “ComfortLife.” 600 Ukrainian citizens were evacuated from Gostomel. Kozarovichy - corridor did not work. Borodyanka - there were shellings; unfortunately, we could not reach to people; tomorrow, we will continue trying to reach out to the civilians. Nemishayevo - 1264 people were evacuated; thank you all, who helped do so.

Appeal to the Russian Federation: We demand the release of Oleksiy Ihorovych Danchenko, an employee of the State Emergency Service, who accompanied the evacuation of the population from Gostomel by bus. You have not been legally detaining our employee, who was on the agreed list for two days now.

If more than 7,000 people were evacuated yesterday, today, a little less than 13,000 were evacuated, which is encouraging.

Promoting Ukraine's membership in the European Union is one of the important means of support for our state by European countries. This was stated by President Volodymyr Zelenskyy during a meeting with representatives of foreign media in Kyiv.

As a result of the attack on our land, on Ukraine, the Russian leadership is actually turning its state into an analogue of the so-called "DPR" and "LPR". Into a large area isolated from the rest of the world. Where poverty will reign. Where everything will be determined only by violence. And where people will flee. In any manner they can and whoever can.

Look who is leaving Russia now. Who withdraws business. These are professionals who can be competitive at the global market. These are IT specialists who do not want to live in an area where there is no freedom. These are businessmen who feel that everything will be taken away from them at any moment. These are artists who know that creativity in a territory where human life is worthless is also worthless.

Russia loses its brains. Loses talent. Loses money.

But if this is happening to Russia, then what awaits the so-called "DPR" and "LPR"? Their analogues? Solely complete degradation.

The invaders in the Kherson region are trying to repeat the notorious experience of the formation of pseudo-republics. Blackmail local leaders, put pressure on deputies. Look for someone to bribe. They’re trying to organize the so-called "KPR". Stillborn as "DPR" and "LPR". To organize some "committees" against the legitimate government on our land. And against the will of the people who go out to protest every day. And who want Ukraine. I am grateful to them.

An emergency meeting of the Kherson Regional Council took place. 44 deputies decided that the Kherson region is Ukraine, and no pseudo-republics have a place there.

Ukraine will stand the test. We need time and strength to break the military machine that came to our land.

I will not underestimate the threat. And I will not exaggerate the achievements. We are honest people, not Russia's Ministry of Defense. Which lies to everyone - millions of its citizens and even the head of the Russian Federation. So I say frankly: we still need to hold on. We still have to fight. Every day and every night we must look for ways to cause maximum damage to the enemy. In all areas of defense. Near Zhytomyr and Kyiv, near Chernihiv and Sumy, near Kharkiv and Luhansk, near Donetsk and Mariupol, in the south of the country and on the diplomatic frontline.

Having such tactics and having self-confidence, we will regain what’s ours.

We will come to Melitopol and Henichesk. We will come wherever our land is. And let the invaders know. Let all the collaborators they find know. That Ukraine will not forgive them. Nobody. Nothing.

Ukraine will not forget. Ukraine will find and prosecute. Every single one. In any possible way.

By the way, all humanitarian corridors, which were agreed upon, worked. 12,729 people were evacuated. The humanitarian cargo for Mariupol is to arrive tomorrow afternoon. Due to the complexity of the route they had to spend the night in Berdyansk.

On every occasion, I constantly repeat to our friends and partners abroad that they should do more for Ukraine, for Ukrainians. Because it is not only for Ukraine. This is for everyone in Europe.

Evil that purposefully bombs peaceful cities... Evil that fires even at ambulances and blows up hospitals will not be able to stop at one country. If it has the strength to go further.

I said this at a very important rally in support of our people, which was organized in Europe. More than a hundred thousand people in the squares of Italy and other countries of the continent gathered for a rally in support of Ukraine and against Russian aggression.

Millions of people heard my appeal later thanks to broadcasts and recordings.

 

We now enjoy the greatest support in the history of Ukraine for our aspirations and our independence.

You can take a public opinion poll in any country and you will see that Ukraine is among the leaders of those who are sympathized with and supported.

And Russia is not just among enemies. It is even a bigger enemy, bigger evil than North Korea. That's what Americans think, for example. Ordinary people in all states. As well as ordinary people in all European countries.

And I am grateful to them for this extraordinary support. Grateful for understanding our struggle. Because we are united by one dream - to live freely on our land. And we have the right to what everyone has in the free world. To a safe sky, as well as to our own land.

The world has always loved those who fight against evil.

It was our resistance, the courage of all our people that inspired the world. Millions of people in different countries. Who 17 days ago might not have felt what they all have in common. We all have. And now it's obvious. Peace. Freedom. And love for our children. The children we are fighting for. For them to have a future.

I signed two important decrees.

On awarding 106 servicemen of the Armed Forces of Ukraine who bravely showed themselves in the battles for the independence of Ukraine. 17 of them, unfortunately, posthumously. But they are heroes.

I - the decree on conferring the title of Hero of Ukraine with the award of the Order of the Golden Star to:

Senior Sergeant Vasich Serhiy Viktorovych. Posthumously. He bravely defended our positions in the Kyiv region. Destroyed enemy equipment and a significant amount of enemy manpower.

Senior soldier Parkhomuk Vitaliy Vasyliovych. Posthumously. During the counterattack on the enemy near the city of Makariv, he inflicted significant losses on the enemy and died heroically defending his brothers-in-arms.

Soldier Mrochko Kostiantyn Vasyliovych. Posthumously. He fought bravely against the overwhelming forces of the enemy. Thanks to his effective actions, the invaders suffered painful losses.

Soldier Svynchuk Oleh Anatoliyovych. Posthumously. He heroically performed his duty in the battle against the overwhelming forces of the enemy. He was helping his brothers-in-arms until the last moment.

Sergeant Khanin Andriy Pavlovych. Posthumously. Defending Volnovakha, Donetsk region, he destroyed an enemy tank and about 10 enemies. During the battle, when he was wounded, he helped his wounded brothers-in-arms and performed his duty to the last.

Sergeant Derusova Inna Mykolaivna. Posthumously. Since February 24, the senior combat medic has performed tasks in the city of Okhtyrka, Sumy region. She saved more than 10 servicemen, risking her own life. She died from artillery shelling by Russian troops, helping the wounded. The first woman - hero of Ukraine, who was posthumously awarded this title.

President of Ukraine: The losses of Russian troops are enormous. Since the beginning of the invasion, 31 battalion tactical groups of the enemy have lost their combat capability. The invaders lost more than 360 tanks; 1205 armored vehicles; almost 60 planes; more than 80 helicopters.

Russia is trying to attract the “peacekeepers” from the Caucasus and temporarily occupied territories in Donetsk and Luhansk regions to create an additional battalion of 10-15.000 soldiers.

General Staff of the Armed Forces of Ukraine

The seventeenth day of the heroic resistance of the Ukrainian people to the Russian military invasion continues. The enemy continues its offensive against Ukraine.

Having suffered losses in the Polissya (Kyiv and Zhytomyr regions), Siversky (Chernihiv region), and Pivdennobuzhsky (Mykolaiv region) directions, it stopped at the previously reached frontiers, regrouped troops, restored the combat capability of his units, and replenished it reserves.

Failing to achieve its goals, it continues to launch missile and bomb strikes on critical infrastructure.

The enemy did not conduct offensive operations in the Volyn direction. The military leadership of the Republic of Belarus is taking measures to strengthen the protection of the border with Ukraine. The possibility of direct participation of the armed forces of the Republic of Belarus in hostilities against Ukraine on the side of Russia remains.

No active actions by the enemy have been recorded in the Polissya direction. After significant losses, the Russian invaders are taking measures to restore combat readiness and regroup troops.

In the northern direction, the enemy carries out engineering equipment of positions in the areas of Mykhailo-Kotsyubynske, Levkovychi, Zhukotka, Hrodna (Chernihiv region).

In the Slobozhansky direction (Kharkiv region), the occupiers did not succeed in trying to resume offensive operations. The enemy has established itself in the northern part of the city of Izyum, does not abandon attempts to capture it.

In the Donetsk and Tavriya directions, the main efforts of the invaders were focused on capturing the cities of Mariupol and Severodonetsk. The enemy captured the eastern outskirts of Mariupol.

After an unsuccessful assault on the village of Rubizhne, the occupiers retreated to settlement Capytolivka.

In the Volnovakha direction (Donetsk region), the enemy is trying to develop an offensive in the direction of settlement Krasna Polyana. Made an attempt to move in the direction of settlement Olhynka.

According to available data, the occupying forces that attacked in the Donetsk operational area met with strong resistance from the Armed Forces of Ukraine and lost offensive capabilities.

Over the past 24 hrs, State Emergency Service units carried out 715 visits, including 327 visits to eliminate the consequences of shelling of settlements and civilian infrastructure by Russian troops, 41 people were rescued.

Pyrotechnics made 100 interventions, neutralized 29 explosives, inspected and cleaned the area of 133000 square meters.

As of 12:00, rescuers from Kharkiv oblast together with colleagues from Dnipropetrovsk and Poltava regions are eliminating the consequences of enemy shelling, helping people, extinguishing fires, and disposing of artillery ammunition.

Blockages of buildings in Kharkiv are being cleared. The enemy projectile hit one of the buildings of the Oskil Psychoneurological Boarding School in the village of Oskil, Izium District. The explosion destroyed the building. Fortunately, there were no casualties. All 30 staff members and 330 patients (mostly elderly and disabled) were in shelter at the time of the shelling.

At the state border checkpoints in Zakarpattia, Odesa, Lviv and Chernivtsi regions, State Emergency Service, in cooperation with the Red Cross of Ukraine and local authorities, set up 81 tents for heating and reception of citizens. Since its inception, more than 205,000 people have been assisted.

More than 487000 people were evacuated, including: children over 102000 and 5368 people with disabilities.

The Office of the Prosecutor General, together with Ukrainian and international partners, has created a resource www.warcrimes.gov.ua for proper documentation of war crimes and crimes against humanity committed by the Russian army in Ukraine.

Documented evidence will be used to prosecute those involved in crimes under Ukrainian law and at the International Criminal Court in The Hague and a special tribunal after its establishment.

From the very morning in the Ukrainian - forever Ukrainian - Melitopol people, our citizens, gathered for the regular protest action against the Russian troops.

If 2,000 people are protesting against the occupation in Melitopol, how many people should be in Moscow against the war? To make it fair. Yesterday the invaders captured the mayor of Melitopol Ivan Fedorov. The city community is demanding his release. And this is very important.

I am grateful to every Melitopol resident for this resistance, for this position. The invaders must see that they are strangers on our land, on all our land of Ukraine, and they will never be accepted.

Throughout the night and today we constantly talk to our partners about this situation with our mayor. The demand is simple - to release him from captivity immediately.

We appeal to all world leaders who speak to Moscow. France, Germany, Israel and others.

I have personally called German Chancellor Olaf Scholz. I spoke with French President Emmanuel Macron.

I will talk to everyone to free our people.

We expect them, the world leaders, to show how they can influence the situation. How they can do a simple thing - free one person. A person who represents the entire Melitopol community, Ukrainians who do not give up.

Our Armed Forces are doing everything to deprive the enemy of any desire to continue the war against Ukraine. The losses of Russian troops are enormous.

The dynamics of the invaders’ losses on the 17th day is such that it is safe to say that this is the biggest blow to the Russian army in decades. They’ve never lost more than that in such a time period.

Since the beginning of the invasion, 31 battalion tactical groups of the enemy have lost their combat capability. The Russian militaries are being taken prisoners not just alone, but in groups. Groups are trying to leave Ukraine and come back to Russia as well.

The losses of the invaders in technical capabilities are simply astounding. More than 360 tanks. 1205 armored vehicles. And that's without counting the losses in the battles this night and in the morning.

Already almost 60 planes. More than 80 helicopters. Hundreds and hundreds of units of other equipment, including the most modern models, of which Russia is proud.

Most of the world's armies do not have as much as Russian troops lost during the invasion.

I want you to understand me correctly.

We have had extraordinary success. The resistance of the entire Ukrainian people against these invaders has already gone down in history. But we have no right to reduce the intensity of defense. No matter how difficult it is. We have no right to reduce the energy of resistance. The enemy is bringing new and new columns to the territory of Ukraine. They are looking everywhere for fighters. Reservists. Conscripts. Mercenaries.

They are trying to take us with numbers. The number of fighters, the number of equipment. They use terror to break our faith in victory and in Ukraine.

I'm sure they won't succeed. It will not work for them. But in order for them not to succeed, we still have to fight. We still need to be focused. All of us, all Ukrainians, still need to continue to focus on defense. Work together.

Without internal split. Supporting each other. All over the country. From Uzhhorod to Melitopol. From Chernihiv to Mariupol. From Lviv to Kharkiv.

Just like we all have been doing for 17 days of the war.

Today we again sent humanitarian aid to Mariupol. We will try every day to save our people.

I am grateful to every driver who tries to accomplish this difficult mission.

I am grateful to the representatives of the church who joined the efforts to protect the humanitarian corridor in Mariupol from shelling.

Ukrainian troops, for their part, guarantee complete "silence" along the entire route so that Mariupol receives food, water and medicine. And so that the civilians of Mariupol can go to a safe area.

Humanitarian corridors from Makariv, Borodyanka, Trostyanets, Sumy, Poltava, Lebedyn, Konotop, Velyka Pysarivka, Krasnopillya, Polohy, Tokmak, Hostomel, Kozarovychi, Mykulychi and Andriivka of the Kyiv region have also been prepared.

The Russian side must ensure "silence" on each of these routes.

Otherwise, what can Russia guarantee in any negotiations?

We continue to work with Europeans in two directions. The first is Ukraine's accession to the European Union. We are working with the European Commission to agree on all procedures for our movement towards the EU as soon as possible. The second direction is sanctions, it is the top priority.

We look forward to a new package of European sanctions against Russia to force it to peace. To make it clear: their economy simply will not survive this war.

The Cabinet of Ministers of Ukraine has made several very important decisions.

The complete abolition of value added tax and excise duty for fuel was approved.

For gasoline, for diesel. This is done not only in the context of the sowing campaign, which should start as usual, but also in the context of the needs of all citizens.

So that there is no shortage of fuel in the country. So that prices are stable.

The government has done its part. Now it's up to the deputies.

They must immediately adopt this decision by their vote. Chairman of the Verkhovna Rada Ruslan Stefanchuk is already organizing the relevant sitting.

The second component is to support those Ukrainian communities that receive our migrants from the areas of hostilities.

The government has decided to compensate local budgets for utilities payment when accommodating people.

According to preliminary estimates, communities in at least ten regions of Ukraine will receive concrete money from the central government to ensure that all IDPs are provided with everything necessary.

Ukrainians!

Now all of us have to be efficient in our routine as well.

We must do our job one hundred percent, help colleagues, take care of our loved ones. And at the same time we must provide everything necessary for our defense. For our defenders.

This is a patriotic war. This is a people's war.

For more than two weeks now, Ukraine has been fighting one of the world's largest armies. In this struggle, Ukrainians are heroically defending not only their country, but also the democratic values ​​and principles of the Western world.

Some Western politicians still think that Russia's aggression can be tackled by half-measures. However, Putin's goal is not Ukraine, his goal is the West. Ukraine is a battlefield where the future of Europe is being decided. Therefore, we must continue and increase sanctions pressure.

European and American companies and communities must express their position in support of Ukraine's energy independence.

As a result of air strikes, the city of Chernihiv is on the verge of a humanitarian catastrophe - left without electricity, water, gas and heat.

In the village of Bogdanivka, Brovary district, Kyiv region, and in the town of Trostyanets, Sumy region, Russian terrorists placed tanks and 122 mm multiple rocket launchers "Grad" in the middle of residential areas.

1000 people were evacuated from the cities of Vorzel. Civilians were also transported from Bucha, Gostomel and Kozarovichi.

Ukraine proposed a series of practical steps to bring Russia to justice for its crimes against the Ukrainian people and called for closing ports for Russian ships.

President of Ukraine: “Ukraine demands the immediate release of the mayor of Melitopol and guarantees of full security to all heads of communities across the country”.

The armed aggression of the Russian Federation against Ukraine is accompanied by gross violations of norms and principles of international law, including international humanitarian law, war crimes and crimes against humanity, as well as other human rights violations by the Russian military.

Among such gross violations was the abduction of Melitopol Mayor Ivan Fedorov on March 11. Russian troops, who have been launching missile and bomb attacks on civilian facilities and infrastructure in Ukraine, including children's hospitals and schools, over the course of two weeks, are cynically accusing the Mayor of "terrorism."

The abduction of the Mayor of Melitopol is classified as a war crime under the Geneva Conventions and the Additional Protocol that prohibit the taking of civilian hostages during the war.

We call on the international community to respond immediately to the abduction of Ivan Fedorov and other civilians, and to increase pressure on Russia to end its barbaric war against the Ukrainian people.

1582 peaceful Mariupol residents were killed by Russian troops in 12 days of blockade of the city and ruthless shelling of residential neighborhoods.

As reported, a convoy of humanitarian aid and buses to evacuate people left Zaporizhzhia for Mariupol on March 11. It has not been possible to evacuate Marupol residents for several days.

Dear Mr. President, my friend Andrzej! Dear Mrs. Marshal of the Sejm! Dear Mr. Marshal of the Senate! Ladies and gentlemen deputies and senators! Polish brothers and sisters!

When I became President in 2019, it felt like we had a long way to go with Poland. Our relationship was pretty cold, our attitude towards each other wasn’t too warm.

But I wanted to change it fast, our path to warmth.

Because we are such nations. I remember my first meetings with Andrzej Duda. From meeting to meeting everything changed. We understood each other. As a Ukrainian and a Pole. As Europeans. As friends. As parents who love their families and realize that our children must live in a world of equal good values. We share the same values. We must live in a world where nations are independent, where freedom reigns, where the family matters, and where no one ever has the right to launch war, full-scaled invasion.

It is believed that the number seven brings happiness. That is how many neighbors God has given to Ukraine. Does it bring us happiness? The whole world knows the answer today. And 78 Ukrainian children who died from rockets and shelling of the Russian Federation know it better than others. A neighbor who brought trouble and war to our land. A neighbor who obviously acts without God.

When there is someone who fights like a savage, it is very important to have someone who will lend a hand. And when boots of the enemy enter your house, a friend will lend you a helping hand. On the morning of February 24, I had no doubt who it would be. Who will say to me: "Brother, your people will not be left alone with the enemy." And so it happened. And I'm grateful for that. Polish brothers and sisters are with us. And this is natural. Just in one day, on the first day of the war, it became clear to me and to all Ukrainians, and, I am sure, to all Poles that there are no more borders between us, between our nations. No physical ones. No historical ones. No personal ones.

During the 16 days of this war, Ukrainian pride and Polish honor, Ukrainian courage in battles and Polish sincerity in helping us allow me to say very important words. There is real peace between our nations. Peace between relatives. Peace between brothers. And now I really want these words to be heard by our common Belarusian neighbors. Peace between relatives, peace between neighbors, peace between brothers. We have to come to this with them as well! We will definitely come!

Dear Sirs! Polish brothers and sisters! For a long time, various "stakeholders" tried to create an impression that Ukrainians and Poles live differently and separately. I will recall the words of President of the Republic of Poland Lech Kaczyński that he said in Tbilisi in 2008: "We know very well: today - Georgia, tomorrow - Ukraine, the day after tomorrow - the Baltic countries and then, perhaps, the time will come for my country - Poland”. On February 24, this terrible "tomorrow" for Ukraine came, which President Kaczyński spoke about. And today we are fighting for such a bad time for Poland and the Baltic States to never come. We fight together. We have strength.

Remember, there are 90 million of us together! We can do everything together. And this is the historical mission, the historical mission of Poland, the historical mission of Ukraine to be leaders who together will pull Europe out of this abyss, save it from this threat, stop the transformation of Europe into a victim.

We saw yesterday what the countries of the European Union talked about and in what manner. We saw who was the real leader and fought for a strong Europe. For common European security. And who tried to stop us, tried to stop you.

We understand why it is so important for Poles to fight with us. Together with all those who are for freedom. For us and for you, for Europe. We remember the terrible tragedy of 2010 near Smolensk. We remember all the facts of the investigation into the circumstances of this catastrophe. We feel what this means for you. And what does the silence of those who also know all this mean to you, but... But they still feast their eyes on Russia.

Polish brothers and sisters! I feel that we have already formed an extremely strong alliance. Even though it is informal. But this is an alliance that grew out of reality, not words on paper. Of the warmth in our hearts, not of the speeches of politicians at summits. Of the way you treated our people. Ukrainians who fled to your country to escape from the evil that came to our land. More than one and a half million citizens of Ukraine! The vast majority are women and children. They do not feel like they are in a strange land. You met our people in your families with Polish delicacy and fraternal kindness.

Although we did not ask for it. And you did not ask anything for it. It's just the way it is between relatives. That's why I address you informally: friend Andrzej, dear Agata! That's why I claim that we have already united. We united to constantly gain and create freedom, as a great Pole, a close friend of Ukraine John Paul II said. Today, I cannot be sure of all the leaders of all European nations, but I am sure that we will definitely be with you in defending freedom.

I am grateful for all the help we have already received from your state, from your people. I am grateful for your efforts so that we can secure the Ukrainian sky. I believe that we will be able to achieve the result in this, the result that we all desperately need. If God allows and we win this war, we will share the victory with our brothers and sisters. This is our greatness. And your greatness. This is a struggle for our freedom, this is a struggle for your freedom.

President of Ukraine: Today, everyone is gaining glory for Ukraine in his or her place

Strong people of the steel country!

This is how the militaries answer the Kremlin command's question about what prevented them from capturing Ukraine in four days. This information is unverified, but this fact is indisputable.

And if the lost invaders justify their failures with something else, it means that during the 16 days of the war they did not understand anything.

Well, we don’t take it so hard. We are ready to explain. Enlighten the invaders until they fully understand who they are and where exactly they should go. Go out of Ukraine.

Today in Melitopol the invaders captured mayor of the city Ivan Fedorov. A mayor who courageously defends Ukraine and the people of his community.

Obviously, this is a sign of the weakness of the invaders. They did not find any support on our land but counted on it. Therefore, they have switched to a new stage of terror, when they are trying to physically eliminate representatives of the legitimate local Ukrainian authorities.

It is clear to any democratic state in the world that a legitimately elected mayor is a true representative of the people. Usually it's not about ideology, it's not about politics, it's about the lives of people in a particular community. Probably Russia has become accustomed to this during the years of autocratic rule. Perhaps they believe that the mayor is just a boss which is easy to remove, and it means nothing.

But it is Ukraine here. It is Europe here. It is a democratic world here.

Therefore, the capture of the mayor of Melitopol is a crime not only against a particular person. Not only against a particular community. And not only against Ukraine. This is a crime against democracy as such. I assure you that one hundred percent of people in all democracies will know this. The actions of the Russian invaders will be equated with the actions of ISIS terrorists.

The whole country saw that Melitopol did not surrender to the invaders. Just as Kherson, Berdyansk and other cities where Russian troops managed to enter didn’t. Temporarily managed to enter. It will not be changed by putting pressure on mayors or kidnapping mayors. This can only get worse. For the invaders.

Ukraine demands the immediate release of the mayor of Melitopol and guarantees of full security to all heads of communities across the country. If you are becoming an analogue of ISIS terrorists, then what is the point of talking to you about something at all? We will raise this issue, including in talks with international mediators who communicate with Moscow.

Today, Russian troops also disrupted the work of most humanitarian corridors. But, despite everything, 7,144 people were saved. From Enerhodar, Bucha, Hostomel and Kozarovychi. And these are 7,144 reasons to try to organize evacuation for Ukrainians from the besieged cities tomorrow and the day after tomorrow.

We will do that. We will do everything to bring humanitarian aid to Ukrainian cities. I have to say this with pain - Mariupol remains blocked by the enemy. Russian troops did not let our aid into the city and continue to torture our people, our Mariupol residents. Tomorrow we'll try again. Once again send food, water and medicine for our city. I am confident that the Armed Forces of Ukraine will respond to every minute of our people's suffering.

The number of killed Russian servicemen on the territory of Ukraine already exceeds 12 thousand people. 12 thousand! The number of wounded invaders is many times bigger. We did not invite any of them here.

And we repeat to each of the invaders: you can still save yourself. At any moment. Just lay down your weapons and go home, leave our land.

The number of captured invaders has already reached such a level that this issue cannot be left to the structures that we had before the war.

Therefore, today the Cabinet of Ministers of Ukraine established the Coordination Headquarters for the Treatment of Prisoners of War.Thousands of enemy soldiers who have been captured or surrendered receive from our state the treatment required by international conventions. But there are so many of them that a special structure is needed to deal with all related issues.

I want to say it again for Russian mothers. Especially for mothers of conscripts. Do not send your children to war in a foreign land. Do not believe the promises that they will be sent just somewhere for exercises or just somewhere in non-combat conditions. Check where your son is.And if you have even the slightest suspicion that your son may be sent to the war against Ukraine, act immediately. Do not give your son to death or captivity.Ukraine never wanted this dreadful war. And Ukraine doesn’t want it. But it will defend as much as necessary.

Fortunately, we are not alone in this battle. Ukrainians have sincere friends. Good partners. Speaking in the Polish Parliament today, I paid a lot of attention to the importance of not being alone in today's world. How important it is to protect common values. And as a result - to feel that the borders between nations are blurred.

I talked to the US President Biden. We discussed how else we can put pressure on Russia to end this war and establish peace. Russia will be deprived of the opportunity to trade normally with the G7 countries. The less dollars Russian business earns and the less taxes the Russian state receives, the less opportunity the Russian military will have to kill our people.

Leading international companies are already leaving the Russian market. The Russian government has put its country outside the global world by starting a war against us. By starting this invasion. This is self-closure. Self-humiliation. Self-destruction.

I Moscow currency exchange offices, the dollar has already reached 200 rubles. And this is just the beginning. The beginning of international sanctions.

The next step is the United States’ ban on bringing dollars into Russia. Consequently, there will be a shortage of currency. So, the course will raise even more. Consequently, prices will rise. Consequently, every citizen of Russia will feel that the absence of peace is a threat to him personally. Not a single country in the world wished harm to ordinary citizens of Russia. Nobody tried to cause any damage until your government started a war with neighbors, peaceful people. A war of annihilation. No one wanted to return ordinary Russian life back to the "wicked 1990s". Is that what you call that era? A time of upheaval and poverty. A time of very limited opportunities for ordinary people and very large inequalities.

Perhaps now, due to the efforts of propagandists, most Russians do not yet understand what awaits them. That is why they are trying to close all free sources of information. Actually all sources of information. Even Instagram and Facebook. But the modern world has learned to deal with such censorship. My advice to Russians is to look for ways to get truthful information. And try to hide your smartphones and computers from the security forces on the streets. They're getting ready to check what's in people's phones. What do people have in laptops. I specifically warn you: learn to resist the repression that your government plans to increase. Because clever people should be in every country.

And in Russia, too. And they are in Russia.

And one more thing. Now the good news and the victories of Ukraine for all of us are worth their weight in gold. Or silver and bronze. And all this - for Ukraine - is successfully won by our Paralympians in Beijing.Today, everyone is gaining glory for Ukraine. In his or her place. Shows the world who Ukrainians are and what strength we have.With a weapon in hands on the battlefield or with a sporting rifle on a biathlon track.

Our boys and girls have already won 25 medals at the Winter Paralympics!

And take second place in the overall standings, second only to the hosts of the competition - China. The Paralympics will end in two days.I would very much like to say the same about the war. That it will end in two days.

Unfortunately, this is still unrealistic. But it will definitely happen.Both victory for Ukraine and peace for Ukraine are achievable.

And they will be more valuable for us than gold, silver and bronze of the whole world.

Deputy Prime Minister of Ukraine and Minister for Reintegration of Temporary Occupied Territories

Deputy Prime Minister informed on the situation with humanitarian corridors in Ukraine.

Unfortunate on the route Izum – Lozova (Kharkiv Region) humanitarian convoy had to turn around and return to city of Lozova. Russian forces despite the reached agreements started shelling the road on the way of the convoy. As a result, evacuation of civilians and humanitarian aid on that rout are not possible at this time.  

On the rout of villages Andriivka (Kyiv Region) – Zhytomyr twelve busses of humanitarian convoy were stopped at one of the Russian checkpoints and were forced to return to the starting point.

Routs Makariv (Kyiv Region) – Zhytomyr, Borodyanka (Kyiv Region) – Zhytomyr and Mariupol - Zaporizhzhia were shelled by Russian forces. Evacuation was not successful.

Ukrainian authorities will continue evacuation efforts for the city of Mariupol. Tomorrow the convoy will be accompanied by the journalists and priests; all the world will be watching. First, there will be attempt to deliver humanitarian cargo to the city. In case of successes, on the way back, convoy is planned to pick up locals who wish to flee Mariupol.

Deputy Prime Minister called on all the journalists to air the attempt due to the high probability of it`s failure.

Volnovaha – Pokrovsk rout evacuation also never took place.

Extraordinary session of the International Maritime Organization

Extraordinary session of the International Maritime Organization Council was healed on March 10-11. The session was convened by Ukraine and 16 member states, during which Ukraine proposed a series of practical steps to bring Russia to justice for its crimes against the Ukrainian people and called for closing ports for Russian ships.

   Following the meeting, the Council strongly condemned Russia's violation of Ukraine's sovereignty and territorial integrity, as well as the Russian military's attacks on commercial vessels.

   For the crews of those vessels that have not left dangerous waters for reasons of safety of navigation, terrestrial humanitarian corridors for evacuation should be established. The Council also called on the member states of the International Maritime Organization and relevant organizations to ensure the security of maritime supply chains, in particular for the delivery of food and medicine to the civilian population of Ukraine, and to provide maximum assistance to seafarers.

   The Ministry of Foreign Affairs of Ukraine, together with other state authorities on the diplomatic front, continues to take maximum measures to restore the violated rights of Ukraine and bring Russia to justice.

The anti-Putin coalition is imposing new sanctions that will further deep Russia's economic isolation. Today, the United States has deprived Russia of its "greatest promotion" status in its market, eliminating the important benefits that Russia has as a member of the World Trade Organization. In addition, President Joe Biden issued a decree banning the export of US dollars to Russia. The ban will also apply to imports of Russian vodka, seafood and diamonds into the US.

☑️Sanctions:

🔺The United Kingdom has imposed sanctions on 386 members of Russia's State Duma for voting for the independence of the so-called "DPR" and "LPR". The new sanctions will ban people on the list from traveling, accessing assets and doing business in the UK;

🔺Canada has imposed a new package of sanctions against Russia. The restrictions apply to 32 defense companies and five current and former Russian high-ranking officials and supporters of the Russian regime. In particular, Russian oligarch Roman Abramovich came under sanctions;

🔺The European Union has prepared a fourth package of sanctions against Russia for its invasion of Ukraine. ☑️Humanitarian aid:

🔺The Swiss Federal Council has increased the aid package to 80 million francs for the humanitarian needs of Ukrainians affected by Russian aggression;

🔺A group of Latvian motorists, coordinated by the Latvian Ministry of Defense, delivered 54 cars to Ukraine for the Armed Forces and the National Guard of Ukraine, as well as long-term storage products and motor fuel;

🔺The Government of Pakistan has decided to provide humanitarian assistance to Ukraine;

🔺Ukrainians in Nice organized the sending of 5 fire engines filled with humanitarian aid, including medicines and defibrillators;

🔺The all-Austrian marathon "Nachbar in Not" ("Neighbor in Trouble") has started in Austria. Thanks to the initiative, donations worth almost 25 million euros have already been collected, and will later come to the aid of Ukrainian citizens.
