Matt Armstrong

Matt Armstrong earned a Ph.D. from King’s College London in Defence Studies. His thesis examined the U.S. response to Soviet political warfare in the early Cold War. A former Governor of the Broadcasting Board of Governors and Executive Director of the U.S. Advisory Commission on Public Diplomacy, he spent twenty years at the intersection of public diplomacy, strategic communication, and political warfare policy with the executive branch and Congress. Matt has testified frequently before Congress and worked closely with legislative staff to launch a House caucus on strategic communication and to create and pass the Smith-Mundt Modernization Act. He served as an adjunct or guest lecturer at institutions including the USC Annenberg Center, King’s College London, Joint Special Operations University, the National Intelligence University, the NATO School and at military and civilian schools of NATO Member nations. He was inducted in 2016 into the Psychological Operations Regiment as an Honorary Member. The Russian Federation sanctioned Matt in 2022.
