Javier Rojas

Javier Rojas is Assistant Professor of Homeland Security at Rabdan Academy in Abu Dhabi, where he teaches intelligence analysis and transnational organized crime. He previously served as Director of Risk Analysis at Mexico’s Ministry of the Interior and as Senior Advisor to the Chief of Staff of the President of Mexico. His research focuses on intelligence analysis and the role of intelligence in informing security policy and strategic decision-making. His publications include “The Quiet Actor: U.S. Intelligence and Mexico’s Neglected Role in the Cold War” (Journal of Interdisciplinary History, 2025) and, with Massimiliano Fiore, “Mexico’s Clandestine Role in the Arming of Israel, 1948” (Israel Affairs, 2026). He also publishes policy analysis with the Rabdan Security and Defence Institute on the evolving relationship between organized crime, state responses, and US security policy.
