Abstract

The contemporary information environment is characterized by unprecedented levels of connectivity, exposure, and competition for human attention. While information has become abundant, the cognitive capacity required to process it remains limited. This article argues that information overload can generate cognitive fatigue by overloading attention, degrading memory, and reducing decision-making quality. These effects create vulnerabilities that may be exploited within the cognitive dimension of conflict, not necessarily by altering beliefs directly, but by diminishing the capacity for critical information processing. Drawing upon research on attention, cognitive fatigue, memory, and decision-making, the article examines how excessive information exposure can affect individual and collective cognitive performance. It concludes that cognitive readiness should be treated as a component of societal resilience and proposes cognitive defense measures designed to preserve cognitive effectiveness in increasingly saturated information environments.


Introduction

In contemporary information environments, strategic effects can be achieved not only through persuasion or coercion, but also through saturation. When individuals are exposed to an overwhelming volume of information, their ability to process, prioritize, and make decisions may deteriorate. In this sense, information overload is more than a byproduct of the digital age; it represents a potential vulnerability that can be exploited within the cognitive dimension of conflict.

The scale of today’s information ecosystem is unprecedented. Hilbert and López estimated that, between 1985 and 2007, global telecommunication capacity grew by approximately 28 percent annually, while broadcasting capacity increased by 6 percent per year. This expansion was driven by the rapid diffusion of digital technologies, including personal computers, smartphones, and internet connectivity. Nearly two decades later, the trend has accelerated.  According to the DataReportal 2025 Global Overview Report, more than six billion people — approximately 73 percent of the world’s population — use the internet, while 5.66 billion actively participate in social media platforms.

The significance of these figures extends beyond connectivity. Social media users collectively spend billions of hours each day consuming, sharing, and reacting to information. Such sustained exposure places increasing demands on human attention and cognition. As Claverie and Du Cluzel argue, attention can be overwhelmed, manipulated, or redirected, generating cognitive stress and reducing individuals’ capacity to process information effectively.

This emerging reality raises an important strategic concern. If information can be used not only to influence perceptions but also to exhaust cognitive capacity, then cognitive readiness becomes a critical element of societal resilience. This article argues that developing cognitive readiness is essential to mitigate the effects of cognitive fatigue generated by information overload and to preserve decision-making capacity in increasingly contested information environments.

The central question guiding this discussion is straightforward yet consequential: What happens when a society becomes cognitively exhausted?

To address this question, the article first examines the scale of contemporary information exposure and the growing demands it places on human attention. It then discusses the relationship between information overload, cognitive fatigue, and decision-making performance, highlighting how excessive informational stimuli can degrade individual and collective cognitive capacity. Finally, the article argues that cognitive readiness should be understood as a critical component of societal resilience and proposes measures to strengthen the ability of individuals and institutions to operate effectively in increasingly saturated information environments.

The Scale of Exposure

The contemporary information environment is characterized by an unprecedented level of connectivity and continuous exposure to digital content. According to the DataReportal 2026 Global Overview Report, more than six billion people — approximately 74 percent of the world’s population — are connected to the internet. This represents an increase of nearly one billion users compared to the previous year, demonstrating the rapid expansion of digital access across societies. At the same time, social media platforms have become central nodes of information consumption, reaching approximately 5.79 billion users worldwide, equivalent to 69.9 percent of the global population.

The significance of these figures lies not only in the number of connected individuals but also in the amount of time devoted to digital engagement. Collectively, internet users spend an estimated 18 hours and 36 minutes online per week on average. In 2025, social media users spend approximately 2 hours and 23 minutes per day interacting with digital platforms.  In at least twenty countries, daily social media use exceeds the global average, further intensifying exposure to continuous information flows. As a result, a substantial portion of the world’s population remains connected to an environment characterized by permanent streams of news, entertainment, advertisements, social interactions, and algorithmically curated content.

This level of exposure represents a significant departure from previous communication eras. Individuals are no longer exposed to information at discrete moments through newspapers, radio broadcasts, or scheduled television programs. Instead, smartphones and digital platforms provide a persistent connection to a virtually uninterrupted information ecosystem. The competition for attention has consequently become a defining feature of the contemporary information environment, with governments, corporations, media organizations, and other actors simultaneously seeking to influence what people notice, believe, and remember.

The strategic implication is clear: Before information can influence attitudes or behaviors, it must first compete for limited human attention. Understanding the scale of this exposure is therefore essential to understanding how cognitive fatigue emerges and why cognitive readiness has become increasingly important for both individuals and societies.

From Information Overload to Cognitive Fatigue

Attention as an Asset in Cognitive Warfare

Attention is arguably the most valuable resource in the contemporary information environment. While the volume of available information continues to expand, the human capacity to process it remains limited. This imbalance creates a vulnerability that can be exploited within the cognitive domain.

As Knox argues, cognitive warfare seeks to influence perceptions, attitudes, and behaviors. Achieving this objective first requires gaining access to an individual’s attentional resources. Information therefore becomes not only a means of communication but also a tool for capturing, directing, or manipulating attention.

Lindsay defines attention as the flexible control of limited cognitive resources, enabling individuals to prioritize relevant information while suppressing competing stimuli.  Because these resources are finite, increasing informational demands reduce the ability to focus, evaluate information, and make sound judgments. Attention therefore acts as a bottleneck in human information processing.

Grigsby et al. identify attention overload as an important cognitive vulnerability. Rather than persuading a target directly, adversaries may achieve strategic effects by overwhelming attentional capacity. Under such conditions, individuals struggle to distinguish relevant information from noise, prioritize competing demands, and maintain situational awareness.

Herbert Simon’s observation that “a wealth of information creates a poverty of attention” remains particularly relevant in contemporary information environments. As the volume of available information exceeds human processing capacity, attention becomes an increasingly scarce strategic resource.  As information volume exceeds processing capacity, attention becomes fragmented and cognitive resources become increasingly strained. In this sense, information saturation is more than a communication challenge; it is a mechanism capable of generating cognitive fatigue and reducing cognitive resilience.

From Attention Overload to Cognitive Fatigue

If attention is a finite cognitive resource, sustained demands on attention inevitably affect cognitive performance. In contemporary information environments, individuals are continuously exposed to large volumes of information competing for limited attentional capacity. When the volume, complexity, and frequency of incoming information exceed an individual’s ability to process them effectively, attention overload emerges. This condition is not merely a form of distraction; it is a precursor to cognitive fatigue. Giordano argues that cognitive overload means: “toward degrading information processing and decision-making capacity”.

Because cognitive resources are limited, every additional informational demand requires greater mental effort to maintain focus, process content, and update situational awareness. As this effort becomes prolonged, individuals find it increasingly difficult to distinguish relevant signals from background noise, sustain concentration, and allocate attention efficiently.

Borragán et al. define cognitive fatigue as a state resulting from increased cognitive load over a limited period while processing ongoing cognitive demands. Their experimental findings suggest that fatigue is driven less by the complexity of a task than by the continuous mental effort required to sustain information processing. In other words, cognitive fatigue emerges not only from difficult tasks, but also from persistent exposure to cognitive demands without adequate recovery.

This phenomenon has important implications for decision-making. Steward and Chib argue that cognitive fatigue plays a critical role in effort-based decisions, influencing the willingness of individuals to invest cognitive resources in analytical tasks. As fatigue increases, people become less inclined to engage in effortful reasoning and more likely to rely on simplified judgments, heuristics, and intuitive responses.

From the perspective of cognitive warfare, this dynamic is strategically significant. Influence does not necessarily require persuading a target audience to adopt a particular narrative. It may be sufficient to degrade its capacity for critical information processing. By saturating the information environment with excessive, repetitive, contradictory, or emotionally charged content, adversaries can increase cognitive load and accelerate the onset of fatigue. The objective is not simply to shape what people think, but to impair how effectively they think.

Consequently, cognitive fatigue should not be viewed solely as an individual psychological condition. In highly connected societies, persistent exposure to overwhelming information flows can produce collective effects, reducing a population’s ability to evaluate information critically, identify manipulation, and sustain informed decision-making. Cognitive fatigue therefore represents not only a human-factor challenge but also a strategic vulnerability within contemporary information environments.

Memory Under Conditions of Information Overload

Attention and memory are closely interconnected cognitive functions. Information that does not receive sufficient attentional resources is less likely to be effectively encoded, stored, or retrieved. Consequently, when attention becomes overloaded, memory performance declines.

According to Lindsay, attention plays a critical role in memory encoding by allocating limited cognitive resources to relevant information.  In contemporary information environments, where individuals constantly alternate between messages, notifications, and digital platforms, attention becomes fragmented, and memory formation suffers.

Information overload further amplifies this problem. Excessive information can overwhelm working memory, making it more difficult to distinguish relevant content from irrelevant stimuli. As a result, individuals may retain isolated facts while losing the broader context necessary for accurate interpretation.

This has important implications for cognitive warfare. Memory supports situational awareness by connecting past experiences with present circumstances. When memory processes are degraded, individuals become more vulnerable to misinformation, repetition effects, and rapidly changing narratives. Rather than replacing memories, information saturation can create uncertainty about what information should be retained, trusted, or recalled. In this way, degraded memory becomes another pathway through which information overload weakens cognitive resilience.

Decision-Making

The cumulative effects of attention overload, cognitive fatigue, and memory degradation ultimately converge in the decision-making process. Because decisions depend on acquiring, processing, retaining, and evaluating information, disruptions in these cognitive functions directly affect judgment and performance.

Simon observed that an abundance of information creates a poverty of attention, forcing decision-makers to operate under conditions where available information exceeds their capacity for evaluation.  Under these circumstances, individuals are more likely to simplify complex problems, ignore relevant information, or rely on cognitive shortcuts.

Roetzel argues that information overload emerges when information demands exceed processing capacity, reducing the ability to identify the optimal course of action.  Instead of producing better decisions, excessive information often generates uncertainty, hesitation, and diminishing analytical returns.

Cognitive fatigue intensifies this problem. As mental resources become depleted, individuals become less willing to engage in effortful reasoning and more likely to depend on heuristics, emotional reactions, and simplified narratives.

For cognitive warfare practitioners, these effects present a strategic opportunity. By increasing information noise and cognitive strain, adversaries can shape the conditions under which decisions are made rather than the decisions themselves. When attention is saturated, memory fragmented, and fatigue present, the quality of both individual and collective decision-making deteriorates, reinforcing the importance of cognitive readiness in contested information environments.

Why This Matters for Cognitive Warfare

Cognitive warfare is often associated with influencing perceptions, beliefs, and behaviors. However, influence may also be achieved by degrading the cognitive functions that support critical thinking and decision-making. Rather than convincing individuals to adopt a specific narrative, adversaries can seek to reduce their capacity to process information effectively.

The Russia–Ukraine War illustrates this challenge. Markova et al. found high levels of news-related addiction, anxiety, depressive symptoms, and psychological distress associated with continuous exposure to war-related information.  Their findings suggest that prolonged exposure to intensive information flows can contribute to cognitive and emotional exhaustion, reducing the ability to critically evaluate information.

In this context, information overload functions as a force multiplier. By increasing information noise, fragmenting attention, and accelerating cognitive fatigue, it can reduce critical processing and create conditions that make individuals more susceptible to manipulation, misinformation, and influence operations. Cognitive warfare therefore targets not only what people think, but also their ability to think effectively.

Building Cognitive Defense

If information overload represents a cognitive vulnerability, cognitive readiness should be viewed as a form of defense. Drawing inspiration from public health, societies should promote principles of cognitive hygiene aimed at reducing unnecessary cognitive strain. These measures may include encouraging healthy information-consumption habits, limiting exposure to continuous information streams, promoting periodic disconnection from digital media, and fostering the use of reliable information sources.

At the individual level, Arnold et al. recommend specific training to reduce and prevent information overload.  At the institutional level, governments and defense organizations should consider developing Cognitive Readiness Programs, comparable to existing physical and mental readiness initiatives. Such programs could provide training in attention management, recognition of information overload, and responsible information consumption practices. They could also support the development of indicators capable of identifying emerging patterns of cognitive fatigue within organizations and populations.

Strengthening cognitive readiness will not eliminate information overload, but it can increase resilience against its effects. In increasingly contested information environments, protecting cognitive performance may become as important as protecting information itself.

Conclusion

The contemporary information environment presents a paradox: never before have societies had access to so much information, yet the human capacity to process it remains fundamentally limited. As information exposure increases, attention becomes overloaded, cognitive fatigue accumulates, memory processes degrade, and decision-making quality declines. These effects create vulnerabilities that can be exploited within the cognitive dimension of conflict.

Cognitive readiness is therefore essential to prevent and mitigate the effects of cognitive fatigue caused by information overload and to preserve decision-making capacity in saturated information environments. Information superiority alone is no longer sufficient. In the digital age, cognitive endurance may be equally important. The central challenge is not merely protecting societies from false information but preserving their ability to think critically under conditions of continuous information pressure. Indeed, the question for the twenty-first century may no longer be who controls information, but who can remain cognitively effective despite its abundance.
