Here's a couple of pieces that describe the new dilema that Cyber throws into the mix. Is it Non-kinetic - Can be. Is it non-lethal - can be.

But if you power off the electricity in a city and the hospital ERs and ICUs all shut down - then where are we? Is that a Lethal attack?

If the rail switches are all turned off and a train with toxic chemical tanks derails and the tanks burst - explosions, chemical cloud, cats and dogs living together - is that Kinetic attack?

Without breaking OPSEC, what level are we talking BG? coy? Pl in PB? and in what sort of threat environment do you need it to work?
