POLICY

President of Ukraine

Address by President Volodymyr Zelenskyy to Ukrainians.

Exactly 10 years ago, this day marked the start of EURO 2012, the European Football Championship, which brought together all Ukrainians, Ukrainians and Poles, Ukrainians and the vast majority of Europeans.

The opening ceremony was in Warsaw, the final ceremony was in our capital, Kyiv. The matches were hosted in different cities of our two countries and in particular in Donetsk, at the Donbas Arena. Only 10 years have passed - and it seems that it was in another world.

Just today, the occupiers announced the absolutely crazy news that they are preparing to unite some football clubs from all occupied territories into one pseudo-championship - from Donetsk, Luhansk, Kherson, Melitopol, Crimea, and even part of Georgia. It's just a mockery of the occupiers over people who remember everything well.

10 years ago our Donetsk was a strong, proud and developed city. And then Russia came. Brought ideas of just such an inadequate level. And now it is a ghost town that has lost most people, thousands of lives and absolutely all prospects.

Only the return of Ukraine, which will definitely happen, only our flag and only Ukrainian law will mean a normal life for these territories, for these cities - again. The life that was there. Peaceful, safe, open to the world. And of course - new matches of world-class teams at the Donbas Arena.

I am grateful to President of Poland Andrzej Duda, a friend of all Ukrainians, for the fact that he has now started a special trip to European countries to support the European perspective of our country. This June we are to get a decision on the candidacy. And all our friends, all our diplomats are now working for this, working in full.

President of Slovakia Zuzana Čaputová was to go with Andrzej - such a joint initiative of the two leaders was planned. A positive COVID-19 test hindered it. Well, these are the conditions of our life now. I wish Zuzana a speedy recovery.

I spoke today with German Chancellor Scholz. About the decision in favor of Ukraine on the candidacy as well, which, in fact, will be a decision in favor of Europe. We talked about defense support. And about food security, guaranteeing which is really a global interest already. Because no one can be interested, except the Russian state, in the global food crisis.

I addressed today the participants of the investment conference organized to discuss the economic prospects of our state. Representatives of the world's largest funds were among the participants. Although the event was not public, it was still very important and powerful. I invited them to invest in Ukraine. Invest.

I also talked to members of the community of leaders of major American companies. This is the 133rd such summit, and this year it brought together the leading forces of global business. We discussed how business can help Ukraine withstand. I urged them to leave the Russian market and not to support this war with their taxes.

It is very important for me to see that such an audience - and these, I emphasize again, are representatives of the most influential part of American business - believes that sanctions against Russia should be strengthened. Therefore, it would be right for politicians to hear this position. Leading business and the majority in American and European societies believe that there is still not enough pressure on the Russian Federation to end this war.

According to the results of this day, the 105th day of the full-scale war, Severodonetsk remains the epicenter of the confrontation in Donbas. We defend our positions, inflict significant losses on the enemy.

This is a very fierce battle, very difficult. Probably one of the most difficult throughout this war. I am grateful to everyone who defends this direction. In many ways, the fate of our Donbas is being decided there.

I also signed decrees on awarding our heroes. 285 combatants were awarded state awards, 68 of them posthumously.

President Volodymyr Zelenskyy's address to the participants of Ukraine Virtual Investor Conference

Glad to be able to address you today. I know that business people will listen to me, not politicians, so I will be as specific as possible. So that both your time and my time are used to maximum advantage.

Ukraine has been subjected to an unprovoked and extremely brutal full-scale attack on our land by the Russian Federation. This war has been going on for 105 days already. And we are waging this war in such a way that, I am sure, no one has any doubts about our victory anymore.

It will definitely be achieved. And the more qualitative our cooperation is, the faster it will happen.

I offer you to consider today two horizons of cooperation with Ukraine - short-term and long-term.

Of course, you can join our success story. Join our victory. Just now. These are very simple, very transparent tools.

The first tool is our United24 platform, a special fundraising platform with which we accumulate funds to restore life after hostilities. This is demining, this is the purchase of equipment for hospitals, humanitarian support. This is very important.

Each contribution gives us the opportunity to see that Ukraine has one or another specific but true friend. Hence, we see who we will be grateful to.

The second tool is Ukraine's military bonds. Even now, during a full-scale war, we are demonstrating absolutely conscientious service of our debt. So, military bonds are a tool for you to support us in the fight for freedom and to make money. Make money for you.

Ukraine is access to the entire market of the European Union. Duty free access. We are working to ensure the same access to the G7 markets. And this is our own market, one of the largest in our region.

Ukraine is qualified hard-working specialists, one of the best in Europe.

Ukraine is a space of digitization that gives simplicity, gives, most importantly, transparency to any relationship between person and state, between company and state. This is something you will not find today in most countries of the world.

Ukraine is an IT sector that enjoys one of the most favorable legislations in the world - a special legislative regime "Diia City". And I propose to move the headquarters of IT companies to Ukraine, to create joint service centers and R&D centers.

Ukraine is resilient institutions even during a full-scale invasion. Our banking system, finances, government agencies remain absolutely stable, working in spite of everything.

Ukraine is an agricultural sector whose global significance has already been seen by all when Russia blocked our ports. It is our agricultural sector that is key to the markets of dozens of countries. It is really profitable to develop processing in Ukraine.

Ukraine is industrial parks that provide special opportunities for any manufacturing enterprise. Huge potential in various industries, from aerospace to woodworking.

Ukraine is rich in natural resources, from natural gas to lithium ores.

And Ukraine is green energy, green fertilizers and green hydrogen. All this together is a guarantee of Europe's future energy security when we replace Russia with its dirty fossil fuels.

Ukraine is an ambitious program of post-war reconstruction, which will be the largest economic project in Europe of our time.

All of these are priorities for me, so they can become priorities for you as well. Nowhere in the world will you find all these economic factors at once. They are only here, in Ukraine, and you can already join the work with them.

And, of course, I understand that next to everything I say now, there is one word. And this is the word "war".

The war continues. But we withstood a powerful blow. We defend our territory. And we are moving towards one of the greatest military successes in Europe. We will win this war. And working with you, it will happen faster.

Political history always goes alongside economic one, and when success is possible, it can be common only - both at the state level and at the business level.

We offer you just such a success. Because we feel that our defense in this war and our work for the victory have shown everyone in the world that we really deserve success.

Ministry of Economy of Ukraine

During the meeting with the U.S. diplomatic delegation, First Deputy Prime Minister and Minister of Economy of Ukraine Yulia Svyrydenko and U.S. Ambassador to Ukraine Bridget A. Brink discussed the current functioning of the economy in wartime. The participants of the meeting outlined possible directions of support for Ukraine by the United States.

Hence, an important issue is the resumption of activities of American companies that suspended work in Ukraine due to the war in our country.

A significant aspect of the dialogue was the issue of unblocking the export of Ukrainian food through the Black Sea ports.

"We expect the United States to continue diplomatic pressure measures in this direction. This is necessary not only for Ukraine, but also for the whole world in order to prevent a global food catastrophe," Yulia Svyrydenko said.

The diplomats also touched upon the general context of reforms in Ukraine. In addition, they outlined the basics of rebuilding the state after the war. The U.S. support will be crucial here.

ENERGY

Ministry of energy of Ukraine

Minister of Energy of Ukraine German Galushchenko took part in the 7th Annual Global Conference on Energy Efficiency, organised by the International Energy Agency jointly with the Ministry of Climate, Energy and Utilities of Denmark.

“War is forcing the world to rethink the way energy is produced and consumed. We need more reliable energy sources and smarter approaches to energy consumption. When I say "more reliable", I mean not only "free of russian fossil fuels, but also resilient, carbon-free and environmentally friendly," - German Galushchenko said.

He underlined that 70% of Ukraine's energy consists of clean energy produced by nuclear generation and renewable energy sources.

"Since 2011 till 2021, the share of renewable energy sources in Ukraine increased from 4% to almost 14%," – Minister noted.

Ukraine has also significant potential for hydrogen production, including green and biomethane. At the same time, Ukraine has achieved great success in implementing energy-saving technologies, in particular, the transition to modern European practices in the field of energy audit, energy management and eco-design has started, development of governmental programs to reduce energy consumption are underway.

“Russia’s aggression has shown that energy efficiency is not just about protecting the climate or saving households. It is also a matter of energy independence, a key component of the state's energy security and sustainable innovation development," - Minister stressed.

“The war that Russia is waging against Ukraine, has damaged and destroyed our energy infrastructure. We have to rebuild it. This will require a lot of efforts and investments. At the same time, it will be an opportunity to reshape Ukraine's energy sector in line with the goals of the 21st century in the framework of the European Green Deal. Post-war reconstruction of Ukraine should be a model of energy efficiency, a successful example of a green transition," - German Galushchenko concluded.

Ukrenergo

European Commission and EU Commissioner for Energy Kadri Simson welcomed ENTSO-E’s decision to open the exports of Ukrainian electricity to the EU countries

‟This is another tangible sign of our solidarity with Ukraine and a further important step in the longer term perspective towards achieving full synchronisation, market reforms, and market integration between the EU and Ukraine,” - said the EU Commissioner.

From the very beginning, the European Commission and Kadri Simson supported the synchronization of Ukraine’s power system with the Continental European network, which played a significant role in the success of our integration into the European energy space.

We thank our European partners for the understanding, strong support and great work for our common future.

On 7 June, ENTSO-E decided to address positively the gradual expansion of Ukrainian electricity exports to Europe

The decision is published on the ENTSO-E official website https://bit.ly/3MvHwm8

Today, Ukraine’s power system operates in a trial emergency synchronisation mode. It means there are no export-import transactions conducted with European counterparties. However, both Ukrainian and European sides are considering the possibility of a stepwise increase in the volumes of export, which would be mutually beneficial.

Opening of electricity exports to Europe will be an opportunity for Ukraine to generate additional income and revenues to the national budget. At the same time, electricity supplies from Ukraine will significantly strengthen energy security in the Central and Eastern European region. These countries could also cover some share of their electricity consumption and reduce dependence on the russian federation.

Read more: NPC Ukrenergo website https://bit.ly/3xtwQ3m

The United States Agency for International Development (USAID) supports the resumption and increase in exports of Ukrainian carbon-free electricity.

At the same time, the USAID Energy Security Project provides technical support to Ukrenergo in implementing technical measures needed to expand Ukrainian electricity exports to Europe and ensure the stability of the integrated network.

As USAID notes, the Energy Security Project, gradual renewal and further growth of electricity exports, is another important gesture of solidarity and enhanced cooperation between European and Ukrainian distribution system operators.

In addition, the export of electricity would help to finance the reconstruction of damaged and modernisation of the existing infrastructure.

In the Bakhmut direction, Ukrainian troops successfully countered and repulsed the enemy's offensive in the directions of the settlements of Nahirne, Berestov, Krynychne, and Rota.

In order to strengthen the group in the directions of Popasna, Mykolayivka, the enemy is redeploying units.

The enemy did not wage active hostilities in the Avdiivka, Kurakhiv, Novopavliv, and Zaporizhzhia areas.

In the South Bug direction, the enemy is concentrating its main efforts on improving its tactical position, maintaining the occupied frontiers, replenishing ammunition and fuel and oils. Ukrainian helicopters struck at clusters of enemy forces in the Kherson region, and planes - at ammunition depots in the Mykolayiv oblast. The enemy lost more than 20 people and up to 10 units of military equipment.

In order to restore the lost position, the enemy, with the support of artillery and army aircraft, carried out offensive operations in the direction of Lozove - Bila Krynytsia, had no success. To clarify the positions of our troops, the enemy conducted air reconnaissance of UAVs.

Three carriers of naval-based cruise missiles of the Caliber type are ready for the use of missile weapons in the Black Sea.

Over the past day, the defenders of Ukraine in the Donetsk and Luhansk areas repulsed ten enemy attacks, destroyed one tank, three artillery systems, two armored combat vehicles, one car and two ammunition depots. Air defense units shot down two Orlan-10 unmanned aerial vehicles.

In the Kharkiv direction, the enemy is fighting to hold the occupied borders, continues to shell our troops, and passes the area.

In the Slovyansk direction, the enemy focuses on preparing troops for the attack on the city of Slovyansk. It fired on the settlements of Velyka Komyshuvakha, Dolyna, Kurulka, Hrushuvakha, Chervona Polyana, and Shnurky.

In the Siverodonetsk direction, the enemy fired on units of our troops and civilian infrastructure with barrel and jet artillery in the areas of the settlements of Lysychansk, Borivske, and Metelkino.

In the Bakhmut direction, Ukrainian soldiers successfully restrained assault operations in the area of the settlement of Komyshuvakha. Also, hostile assault attempts in the direction of Svitlodarsk and Uglehirska Three thermal power plants were unsuccessful.

Near Nahirny, our defenders inflicted fire damage on the occupying forces. After an unsuccessful assault attempt, the enemy retreated to its former position.

The occupiers did not conduct active hostilities in the Avdiivka, Kurakhiv, Novopavliv, and Zaporizhzhya areas.

In the South Buh direction, the enemy focused its main efforts on conducting reconnaissance, maintaining the occupied frontiers, and restoring lost positions. In addition, enemy units, using artillery fire, are trying to prevent the creation of favorable conditions for a counteroffensive by our troops in the Kherson and Mykolaiv oblasts.

There have been no significant changes in the Bessarabian direction.

In the Black and Azov Seas, an enemy naval group is involved in blocking civilian navigation in the northwestern part of the Black Sea.

Due to the successful actions of our air defense, the intensity of the use of enemy aircraft has been reduced. Efforts are focused on supporting the actions of the ground group and targeting missile strikes on infrastructure in the depths of Ukraine.

Due to the loss of personnel and military equipment, the enemy continues to actively use civilian infrastructure and repair and rehabilitation bases in Luhansk and Donetsk oblasts.

POLICY

President of Ukraine

Address by President Volodymyr Zelenskyy to Ukrainians

There were many activities - both diplomatic and domestic.

First, the government is setting up a headquarters to prepare for the next heating season. This decision was made as a result of a meeting I held today with both government officials and representatives of our largest state-owned energy companies and regulators.

Whatever the occupiers plan for themselves, we must prepare for the next winter - in our state, on our land, for all citizens. The issues of purchasing a sufficient amount of gas for the heating season, coal accumulation, and electricity production were discussed today.

In the current situation due to Russia's aggression, this will indeed be the most difficult winter of all the years of independence. But! Everything is alright. We must go through it so that our people feel the normal work of the state.

At this time, we will not be selling our gas and coal abroad. All domestic production will be directed to the internal needs of our citizens.

At the same time, we are doing everything we can to increase our electricity export capabilities. This will be made possible by the capacities available in Ukraine. And after the historical accession of our country to the unified energy network of Europe, such exports not only allow us to increase our foreign exchange earnings, but also directly influence the stabilization of the energy situation in neighboring countries, which reduce Russian energy consumption.

Another important aspect is the repair program for thermal power plants, combined heat and power plants and boiler houses. In particular, for those who were damaged or completely destroyed by Russian strikes. Implementation of this program in the coming months is one of the top tasks for the Ministry of Energy of Ukraine.

I also held a meeting on communication with the European Union and with individual EU member states on our application and candidate status.

Diplomatic activity in this direction does not stop even for a day. I hear daily reports, including on the preparation of procedural decisions in the European Union.

The team of the Ministry of Foreign Affairs, our diplomats, the team of the government in general - all, absolutely all are working to achieve a significant historical decision already in June, which we all expect. For its part, Ukraine has done all, absolutely all the necessary work for this.

As they say in such cases: the ball is in the court of European structures, European countries.

The frontline situation in Ukraine has not changed significantly over the past 24 hours. The absolutely heroic defense of Donbas continues. The hottest spots are the same. First of all, Severodonetsk, Lysychansk, Popasna.

It is felt, absolutely felt, that the occupiers did not believe that the resistance of our military would be so strong, and now they are trying to attract additional resources in the Donbas direction. Just as in the Kherson direction – new units are being transferred there to restrain our actions.

But what's the point for them? The majority of the occupying contingent is already well aware that they have no prospects in Ukraine. We hear this mood in the appropriate interceptions of conversations. This is the prevailing mood in the Russian army. We are free people. We are not your slaves.

More than 31,000 Russian servicemen have already died in Ukraine. Since February 24, Russia has been paying almost 300 lives a day for a completely pointless war against Ukraine. And still the day will come when the number of losses, even for Russia, will exceed the permissible limit.

We are actively working to raise funds to support our army and to rebuild Ukraine after hostilities. In the territories that are already de-occupied, we return electricity, gas, water supply, communications. It’s not easy, but we do it. Of course, much remains to be done. It is necessary to provide hospitals with equipment, carry out demining. And, of course, rebuild everything destroyed by the occupiers.

One of the tools for this is the state fundraising platform UNITED24. In the first month alone, more than one and a half billion hryvnias have been raised with its help. And I am grateful to everyone who contributed to its creation, to its work.

Today, Elina Svitolina, our famous and very successful tennis player, became the ambassador of UNITED24. Together with Andriy Shevchenko, the first UNITED24 ambassador, Elina will work to attract new support for our country. Everything for Ukraine. This way, working together, each of us will be able to return normal life to all territories to which our military has returned security.

And another piece of news that can be reported now. Next week, a special "Book of Torturers" is planned to be launched - an information system that collects confirmed data on war criminals and criminals from the Russian army. I have repeatedly stressed that they will all be held accountable. And we are approaching this step by step.

The creation of such an information system has been going on for some time already. These are specific facts about specific people who are guilty of specific violent crimes against Ukrainians. And such a "Book of Torturers" is one of the foundations of the responsibility of not only the direct perpetrators of war crimes - soldiers of the occupying army, but also their commanders. Those who gave orders. Those who made possible everything they did in Ukraine. In Bucha, in Mariupol, in all our cities, in all the communities they have reached.

Everyone will be brought to justice.

Head of the Office of the President of Ukraine Andriy Yermak met with the ambassadors of the G7 countries.

He informed the heads of diplomatic missions about the results of President Volodymyr Zelenskyy's visit to the frontline positions of the Ukrainian troops. Emphasizing that the Armed Forces of Ukraine have a high morale and motivation, Andriy Yermak drew attention to the quantitative advantage of the Russian aggressor in armaments and military equipment. He called on the ambassadors of the G7 countries to assist in speeding up the supply of the necessary weapons by the governments of their countries for the needs of the Armed Forces of Ukraine. This should speed up Ukraine's victory in this brutal, unprovoked war unleashed by Russia.

"We have a clear understanding that victory for us means the full restoration of Ukraine's territorial integrity," said the Head of the President's Office.

He suggested intensifying work to raise awareness of partners about the defense needs of our country, in particular by holding regular briefings for military experts of interested countries, organizing visits of journalists to the front and more.

During the meeting the issue of post-war reconstruction of our state was discussed. Andriy Yermak informed about the initiative of Volodymyr Zelenskyy, which envisages taking patronage over individual cities or regions of Ukraine by partner countries with ensuring full control over the use of financial resources. The G7 countries were invited to actively participate in this initiative.

Andriy Yermak informed about the results of the expert group's work on making recommendations on imposing sanctions against the aggressor, as well as on the state of formation of two more advisory groups - on post-war security guarantees for Ukraine and on reparations.

The importance of ensuring progress on Ukraine's path to membership in the European Union was emphasized. The most important at this stage should be the decision of EU leaders at the European Council session on June 24 to grant Ukraine candidate status.

The participants of the meeting exchanged views on ways to restore full-fledged exports of Ukrainian grain, in particular through the Black Sea ports of our country.

The parties agreed on the importance of holding regular briefings for G7 ambassadors, in particular with the participation of senior government officials, in order to exchange views on topical issues of domestic and foreign policy agenda.

First Lady Olena Zelenska called on the world, and in particular the United States, not to get used to Russia's war against Ukraine, because if that happens, the war will never end. The President's wife stated this in an interview for the American TV channel ABC, which she gave in Kyiv.

The conversation was interrupted for 40 minutes by an air alarm - this episode was also seen by American viewers.

"I really want the whole world, and Americans as well, not to get used to this war. Yes, it is far from you, it lasts long, and you can get tired of it, but please do not get used to it, because if everyone gets used to it, this war will never end. Don't get used to the pain. And when you start thinking that there may be some reason for this war, it means that you are in the zone of Russian propaganda. Be careful, hear the truth," she said.

Olena Zelenska also stressed that Ukraine is not ready to give up its territories in exchange for "peace", as some Russian and world politicians suggest: "We are not ready to give up our territories. You can't lose your territory and be calm in the future. The aggressor will not stop at part of our territory, they will not stop until they destroy us. So we have no choice - we must fight for our independence."

The First Lady is convinced that Ukrainians will endure this war. But today our citizens are experiencing terrible tragedies.

According to the President's wife, Russian soldiers are resorting to destruction and violence, because Russia's goal is to "destroy everything that makes us Ukrainians and distinguishes us from them."

The First Lady also spoke about the National Program of Psychological Assistance to War Victims, which was launched at her initiative.

In addition, Olena Zelenska noted the great role of Ukrainian women in this war, each of whom does her best for the victory: “I have always been convinced that Ukrainian women are the best. And finally the world will see the face of a Ukrainian woman."

Prime Minister of Ukraine

Russia’s full-scale invasion has been the striking challenge in the history of the Ukrainian state over the past 30 years. Therefore, today all the objectives of the Government and other authorities are taking place amid unprecedented conditions. This spring, we still managed to successfully conduct the most difficult sowing campaign in the history of the state. The country's logistics routes have been completely rebuilt. Now we need to prepare for the most difficult heating season in the history of Ukraine, which awaits us this winter.

Today, the government is setting up a headquarters to prepare for the heating season on a daily basis. It will be headed by Minister for Communities and Territories Development Oleksii Chernyshov. The tasks are clear: to balance the system, to carry out repair works, to promptly solve all problems, to form the necessary level of communication between all levels involved. We involve representatives of local authorities, heat suppliers, representatives of the regulator, and the state "Naftogaz".

Our specialists have already made the first calculations to understand how much gas and coal we need, as well as what repairs need to be carried out. Russian troops destroyed more than 200 boiler houses and severely damaged the Kremenchug, Chernihiv, Okhtyrka, Luhansk, and Severodonetsk thermal power plants. Hundreds of power lines and transformer substations were damaged. Losses of energy infrastructure and energy have already reached tens of billions of hryvnias. In these conditions, the Government is doing everything to ensure that all Ukrainians have light and warmth this winter.

Repairs and upgrades of equipment and networks are now a key task for the Government, local authorities and businesses to do together. Repair work has already begun where possible. The Ministry of Communities and Territories Development is responsible for the implementation of reconstruction projects. We are assured that everything will be done on time at the heat supply facilities in Chernihiv, Kremenchuk and Okhtyrka, and hundreds of thousands of our citizens will be provided with heating in winter.

Regarding the gas situation. We have completed the heating season with 9 billion cubic meters in our gas storage facilities. The injection of blue fuel began immediately. As of June 1, 10 billion cubic meters of gas are already stored in our underground storage facilities. This is 7.5%, or 700 million cubic meters more than, for example, the average of 2014-2018.

The Government is assesing several scenarios for maximum winter readiness. This year's gas production is estimated at 16 to 19 billion cubic meters. Consumption from 21 to 24 billion cubic meters. Accordingly, part of the gas will be imported.

There is capacity for this. We also have agreements with our Western neighbors. Today we instructed Naftogaz to have at least 19 billion cubic meters of natural gas in our gas storage facilities at the beginning of the heating season.

Regarding coal and electricity. Zaporizhzhia NPP, Kakhovka Hydroelectric Power Plant, three thermal power plants and about 40% of all our renewable energy facilities are currently occupied. At some of our stations, coal is blocked due to the threat of shelling, as well as logistical problems and destruction.

Coal production in state-owned mines fell by about a third due to the occupation of some facilities. But we have alternatives, so at the beginning of the heating season, we expect to increase the volume of coal in warehouses to at least 2 million tons. This will ensure the stability of supplies for both individuals and businesses. The maximum figure we intend to accumulate is about 3 million tons of coal at the beginning of the heating season. We have such a task before the Ministry of Energy.

Regarding electricity. Consumption fell by about 30%. This gives the opportunity to provide the country and export electricity to European countries, through which our companies receive additional income and export earnings. Increasing the export potential of electricity to the EU is one of the key priorities in the field of energy and our European integration. The potential there is hundreds of millions of dollars in profits each year and reducing Europe's dependence on Russian gas.

Announced repair plans and accumulation of resources for the heating season are priorities for the Ministry of Energy and the Ministry of Communities and Territories Development. Ministers are commissioned to report every two weeks on their implementation.

Ukrainian energy has a huge potential for development. After our victory in the war, this sector will be one of the drivers of recovery and growth of our economy. Ukraine's accession to the European grid opens up opportunities for the transformation of our energy infrastructure, green transition, and the implementation of energy efficiency programs. Ukraine can become one of the key elements of the European Union's energy security.

Ministry of Foreign Affairs of Ukraine

Ukraine is investing all efforts in the unblocking of Ukrainian seaports to prevent a global food crisis. Currently, we are working together with the UN and other our partners on the establishment of a humanitarian corridor for the export of Ukrainian agricultural products.

Given the recent Russian missile strike on a grain terminal in Mykolaiv, we cannot rule out Russia's plans to use such a corridor to attack Odesa and southern Ukraine. That is why effective security guarantees are needed to restore navigation. Such guarantees should be provided by supplying Ukraine with appropriate weapons to protect the coastline from threats from the sea and by involving third countries navy to patrol the relevant part of the Black Sea.

We appreciate Türkiye's efforts aimed at unblocking Ukrainian ports. At the same time, it should be noted that there are no agreements on this issue between Ukraine, Turkey and Russia at this time. We emphasize that decisions must be made with the participation of all involved parties. We will reject any agreements that do not take into account the interests of Ukraine.

Ukraine has already started supplying grain to the world market by trucks, railway and river transport. We are doing everything possible, but this issue can be comprehensively resolved only by unblocking Ukrainian ports. We call on all interested partners, together with Ukraine, to focus our efforts on finding a balanced solution that will lift the Russian blockade of ports and at the same time provide clear security guarantees for the Ukrainian Black Sea coast and relevant humanitarian corridors.

Ministry of Defence of Ukraine

Minister of Defence of Ukraine Oleksii Reznikov held a meeting with the Ambassador Extraordinary and Plenipotentiary of the United States to Ukraine Bridget Brink.

Oleksii Reznikov congratulated the Head of the US Embassy in Ukraine on the begging of her activity in Kyiv and expressed gratitude for the support, given to Ukraine.

«I am sure, that Your huge experience and professionalism will incredibly boost development’s dynamic of the bilateral relationship between our states», stated Oleksii Reznikov.

Meanwhile, Bridget Brink noted: «Ukraine inspired the world with its’ courage and ingenuity. We will build up unprecedented level of support from the United States and do everything possible to strengthen Ukraine on the battlefield».

The parties agreed on the active cooperation, aimed at timely and efficient decisions to meet the needs of Ukrainian troops and restore territorial integrity of Ukraine.

State Border Guard Service of Ukraine

Border guards and customs officers first of all allow fuel trucks to enter Ukraine. It should be noted that such a process will help solve the problem of fuel shortage in Ukraine faster.

"Green corridors" for trucks transporting fuel have been agreed with neighboring countries. Cars transporting fuel undergo the necessary border and customs control procedures as a matter of priority, both on the part of the neighboring country and in Ukraine.

“In order to fulfill the tasks of the state and government leadership, border guards together with customs representatives ensure uninterrupted and emergency passage of vehicles transporting fuel. In particular, cooperation was carried out with representatives of neighboring countries, who met and also accepted vehicles carrying gasoline and diesel fuel, as well as passing them out. In case of queues at the state border, such vehicles are given priority in crossing the border, including the allocation of additional lanes for traffic, " noted the head of the press service of the Western Regional Department of the State Border Guard Service of Ukraine Roman Pavlenko.

Tanker trucks heading to the EU for fuel are also granted green corridors.

Ministry of Infrastructure of Ukraine

The Cabinet of Ministers of Ukraine has approved a decision to allocate UAH 250 million to the Ministry of Infrastructure from the reserve fund of the State Budget of Ukraine to ensure the safety of navigation in the waters of Ukrainian ports in the Danube region and rail transport.

The funds will be kept in an escrow account of the Ministry of Infrastructure of Ukraine and, if necessary, will be provided to compensate for losses caused by Russia's aggression against Ukraine.

"In the conditions of the blockade of all seaports of Ukraine, the load on Ukrainian Danube ports and railways has significantly increased.

The state is interested in increasing the flow of goods and, accordingly, the work of business in the region. We take some of the risks to encourage companies to provide foreign vessels and rolling stock to increase import and export traffic.

"Due to the decision, carriers who have been denied risk insurance will be able to obtain the necessary financial guarantees. We expect that thanks to this we will be able to significantly increase the volume of traffic," said Minister of Infrastructure Olexandr Kubrakov.

The following groups will be able to use the said mechanism:

-       owners and/or operators of rolling stock located on the territory of Ukraine and admitted to circulation by railways of European standard (1435 millimeters);

-       charterers, operators and / or owners of seagoing and inland waterway vessels located in the waters of Ukrainian ports in the Danube region and operating under the flag of Ukraine or under the flags of foreign countries.

Work is currently underway to agree on all the details of the financial support mechanism so that the guarantee process is as transparent and clear as possible.

It will be recalled that the Ministry of Infrastructure created a similar insurance mechanism in February to ensure the safety of flights. Thanks to it, carriers were able to continue to operate flights within the country and to other destinations in the tense security conditions that preceded the full-scale invasion of Russia.

Key excerpts:

Address by President Volodymyr Zelenskyy to Ukrainians

We have three important pieces of news. First, the European Union is gradually moving towards the implementation of the sixth sanctions package. Frankly, achieving this is very difficult. Because this sanctions package is primarily about oil.

Finally, the world is giving up Russian oil.

...

The second piece of news is that the United States has confirmed at various levels that modern HIMARS are being sent to our country. These weapons will really help save the lives of our people and protect our land.

I am grateful to President Biden, all our American friends, and the people of the United States for their support. We are looking forward to it.

...

Third, more and more embassies resume their full-fledged activities in Kyiv. As of today, there are already 50 of them. This is very important not only in practice - for the work of diplomats, but also on a symbolic level. Every new embassy that returns to our capital is a testament to the faith in our victory. Faith that Ukraine will be able to defend its statehood in this war unleashed on our land by the Russian Federation.

...

Russia's actions could lead to a global food crisis and, in some regions, a famine. Russia must immediately unblock Ukrainian seaports, stop shelling Odesa and other coastal cities, withdraw its navy to a distance that will make it impossible to attack merchant ships, and not create obstacles to international navigation.

Ukraine discusses with partners the ways to establish an international mission under the auspices of the United Nations, which will take over the functioning of maritime routes for the export of Ukrainian agricultural goods. We welcome the readiness of a number of countries to join the process of restoring security in the Black Sea and Azov Sea.

As a first step, Russia must withdraw its forces from the territorial waters of Ukraine and provide security guarantees against attacks on ports and commercial convoys.

Ukraine remains committed to finding ways to unblock routes in the Black and Azov Seas to prevent a protracted global food crisis. We call on countries whose food security may suffer most from Russia's aggression against Ukraine, to use their contacts with Moscow to force it to lift the blockade of Ukrainian seaports and end the war.

POLICY

President of Ukraine

Address by President Volodymyr Zelenskyy to Ukrainians

We have three important pieces of news. First, the European Union is gradually moving towards the implementation of the sixth sanctions package. Frankly, achieving this is very difficult. Because this sanctions package is primarily about oil.

Finally, the world is giving up Russian oil. Moreover, other countries, which produce much better and lighter oil, are preparing to replace Russian supplies. Therefore, huge revenues are lost for the aggressor state in this sphere.

Of course, Russia is constantly trying to counter this. It has long enjoyed the flow of petrodollars and does not want to be weaned off it. But it has to. It has to get used to the fact that a very painful reduction in income is an inevitable consequence of the war for its culprit, for the Russian state.

The second piece of news is that the United States has confirmed at various levels that modern HIMARS are being sent to our country. These weapons will really help save the lives of our people and protect our land.

I am grateful to President Biden, all our American friends, and the people of the United States for their support. We are looking forward to it.

We also expect good news about the supply of weapons from other partners. For example, today we have a new package of defense aid from Sweden. I am very grateful to the leadership of this state.

We are working to bring the supply of modern combat systems to a much higher level.

A new and, I think, very important and beautiful tradition was launched today. From now on, the ceremony of presenting credentials by ambassadors of foreign countries who start their mission in Ukraine will take place not just in Kyiv, but on the territory of our St. Sophia Cathedral.

And the first ambassadors that presented credentials today in such a new ceremony were the ambassadors of Moldova, India and the United States.

Why there? Why in Sophia? Because it is the sacred, historical and statehood center of our people. Receiving the credentials of the ambassadors there, we demonstrate who the Ukrainians are, what we are and what is behind us. We hereby express our highest respect to the representatives of other nations. We open up to them. And at the same time we show that we expect from them the same respect, the same sincerity to the Ukrainian people, to our interests and to our history.

Immediately after the ceremony, I spoke with the new ambassadors. Impressions are good. I hope for productive work.

Today there were two important addresses: to the Luxembourg Parliament and to the participants of the Security Forum in Bratislava, which was attended by President of Slovakia Zuzana Čaputová, President of the European Commission Ursula von der Leyen and other friends and partners of our country.

Of course, the key task is still to accumulate maximum support for Ukraine. First of all defensive, financial and, of course, political. Almost every address leads to increased assistance to our state.

It is very important that now - in a few weeks - we are waiting for the answer of the European Union on the issue of candidate status for Ukraine. We are very much looking forward to it.

And I am grateful to all those who have already spoken in support of our state, in support of the candidacy. In particular, in response to my requests in appeals to the parliaments of different countries, forums, student and expert communities, people in the squares of various European cities who rallied in support of Ukraine, in support of our people.

We must understand that Russia has now mobilized all its forces to thwart Ukraine's European movement. And every tool - especially public debates and appeals - must be fully used.

The situation in Donbas has not changed significantly in a day. We had some success in the battles in Severodonetsk. But it's too early to tell. The situation there is the hardest now. Just as in the cities and communities nearby - Lysychansk, Bakhmut and others. Many cities are facing a powerful Russian attack.

The Russian army uses all its armed capabilities and does not count people at all. It is especially cynical that in the first line of the offensive the occupiers very often use those people who were recruited into their army in the previously occupied territory of the Donetsk and Luhansk regions. Russian soldiers often simply hide behind these so-called mobilized.

The longer the war lasts, the more vile, shameful and cynical things Russia inscribes in its history forever.

Absolutely senseless shelling of our border northern regions, in particular Chernihiv, continues from the Russian territory. Mykolaiv, Kharkiv, the Kharkiv region were shelled. The entire temporarily occupied territory of our state is now a zone of total catastrophe, for which Russia is fully responsible.

We have already started working on new sanctions packages against Russia. Step by step, we will deprive the Russian state of all the elements of the modern economy. The occupiers will pay the full price for destroying the lives of neighbors. And no lobby in any country will help Russia.

Today I signed a new decree on awarding our defenders, our heroes. 223 combatants were awarded state awards, 72 of them posthumously.

President of Ukraine Volodymyr Zelenskyy received credentials from US Ambassador Bridget Brink, Ambassador of the Republic of Moldova Valeriu Chiveri and Ambassador of the Republic of India Harsh Kumar Jain who are starting their mission in our country.

The ceremony of presenting credentials took place on the territory of the National Reserve "Sophia of Kyiv" with the participation of representatives of all foreign countries, whose embassies have already resumed work in Ukraine.

The President congratulated the foreign ambassadors and noted that the easiest way they can help our state, which has been resisting the Russian invasion for 99 days, is to be here now.

Ministry of Foreign Affairs of Ukraine

Address by Minister of Foreign Affairs of Ukraine Dmytro Kuleba to GLOBSEC 2022 Bratislava Forum

This Friday marks one hundred days since Russia launched its unprovoked and unjustified war of aggression against Ukraine. Hundred days of Russian horror, destruction, murder, looting, in rape. But also hundred days of heroism, bravery, and humanity of Ukrainians. Hundred days of solidarity and support of our friends and partners around the globe.

Despite all odds and with your consistent support, Ukraine still stands both feet on the ground. At a very high cost, we have won a number of important battles. The war is now raging in the South of Ukraine and in the East, where combat is especially bloody and difficult. Hundreds of thousands of brave Ukrainians are fighting the Russian army, but we need to equip them properly to outgun Russia’s enormous advantage in artillery. This is why we urgently need more NATO-style heavy weapons for our military to push the Russians back. Especially the 155th caliber. I use this opportunity to call on partners to deliver additional material as soon as possible.

As a foreign minister I would prefer to talk about diplomacy, not guns. Unfortunately, Russia leaves no such choice. Ukraine has proposed diplomatic solutions numerous times. Before the invasion and after it has already started. Russia has consistently rejected any diplomacy and prioritized war only. Today, they remain squarely focused on seeking military solutions. The only way to force Russia to return to the negotiating table is to defeat it on the battleground. It must become clear to Putin that he will not be able to reach a military solution.

As the war drags on for its fourth month, there is a discussion in the West on what our war aims should be. First of all, I want to make it clear that it is Ukraine and the people of Ukraine who will define this war’s aims. We are fighting a just defensive war against invaders who came to our land to literally annihilate us, deprive us of our identity and our right to exist. Russia’s genocidal intent has become apparent after massacres in Bucha, Borodyanka, Irpin, Mariupol, and many other towns and villages.

This is why we fight not for political or economic purposes, but for the right of our people to live. We will do so as long as it takes to survive and prevail. We call on our allies and partners to drop ambiguous language and set goals straight. It is true that Russia must not win and Ukraine must not lose. But why don’t we set a positive and clear goal in three words: Ukraine must win. When we all set this goal clearly, ways to achieve it will become much clearer too.

Dear friends, With the war entering a longer phase, we hear voices proposing unrealistic ways out of this war: cede territories or make other painful concessions that, in their view, would pacify Putin. Suggestions like these are ill-advised and invite more war, not pave the way to peace. We have followed this path from 2014 to 2022. It has only brought us to a new catastrophe. Russia wants to physically destroy Ukraine and kill as many Ukrainians as possible. Given such a choice the only way out is to force Putin into failure.

Do not worry about his face. He has enough tools at his disposal to save it. His propaganda within Russia can literally direct public opinion in any direction. And he does not need real facts for this. Should he order to withdraw his forces, he will easily explain it to the Russians. They will be told that the Russian army has fulfilled all tasks of demilitarization and denazification by destroying this and that quantity of Ukrainian units, vehicles, facilities, and so on.

The whole idea that Putin is cornered and has no way out is a self-imposed illusion.

On the contrary, Ukraine can and must win. Win peace for itself and for the entire Europe.

Ukraine’s victory will be our shared victory. It will ensure generations of Europeans can live in freedom, peace, and stable development. Instead of suggesting how to save Putin’s face or feed him more Ukraine’s territories and lives, we should all focus on ways to push Russia back.

We feel the support and solidarity of our partners, and we are deeply grateful for it. These are weapons, macro-financial assistance, funds for rebuilding our infrastructure, hospitality towards our refugees, and many other signs of global support. We urge you to continue it as long as it is necessary for Ukraine to prevail.

We didn’t ask Putin to go all-in. It was his own choice which he must pay for. Ukraine never wanted this war, but we will be the ones to end it. Sooner rather than later and at a lower cost if we receive all the necessary assistance on time. Ukraine will be a verdict to Putin’s regime.

Comment by Spokesperson of the MFA of Ukraine Oleg Nikolenko regarding the blockade of Ukrainian seaports by Russian Federation

After attacking Ukraine, Russia has blocked Ukrainian seaports. The Russian army has mined areas of the sea, and is constantly trying to break through the defense of Odesa and other coastal cities on the Black Sea.

As a result of the Russia’s blockade, Ukraine has now lost the opportunity to export agricultural products by sea. About 22 million tons of grain are stuck in ports and can not reach consumers, especially in Africa and Asia. Alternative land routes will not completely solve the problem, as they have low bandwidth. Moreover, Russia is stealing Ukrainian grain in the occupied territories in order to sell it illegally to third countries.
