Raul (Pete) Pedrozo

Professor Raul (Pete) Pedrozo (Captain, USN, Ret.) is the Howard S. Levie Chair on the Law of Armed Conflict, U.S. Naval War College, Stockton Center for International Law. Prior to his retirement from active duty after 34 years of service, he held numerous positions advising senior military and civilian Defense officials, including as Special Assistant to the Under Secretary of Defense for Policy and senior legal advisor to Commander, U.S. Pacific Command and Commander, Naval Special Warfare Command. Professor Pedrozo has lectured extensively at military and civilian academic institutions and participated in numerous multilateral and bilateral negotiations, including the International Maritime Organization and the Transnational Organized Crime Convention. CAPT Pedrozo is the co-author to International Maritime Security Law (Brill/Martinus Nijhoff Publishers, 2013), The Free Sea: The American Fight for Freedom of Navigation (United States Naval Institute, 2018), Emerging Technology and the Law of the Sea (Oxford University Press, 2022), The Newport Manual on the Law of Naval Warfare (lst & 2nd eds.) (International Law Studies, Vol 101, 2023, and Vol 105, 2025), and the Annotated Supplement to the Commander’s Handbook on the Law of Naval Operations (International Law Studies, Vol 102, 2024). He has an LLM (International & Comparative Law), Georgetown University Law Center and JD (Law), The Ohio State University College of Law.
