Matt Armstrong

Matt Armstrong is a Ph.D. candidate at King’s College London specializing in the history of U.S. responses to Russian political warfare. A former Governor of the Broadcasting Board of Governors (2013–2017) and Executive Director of the U.S. Advisory Commission on Public Diplomacy, he has spent twenty years at the intersection of public diplomacy, strategic communication, and political warfare policy with the executive branch and Congress. He has testified frequently before Congress and worked closely with legislative staff to launch a House caucus on strategic communication and to create and pass the Smith-Mundt Modernization Act. He has served as an adjunct or guest lecturer at institutions including the USC Annenberg Center, King’s College London, the Joint Special Operations University, the National Intelligence University, the Royal Danish Defense College, and the NATO School. In 2016, he was inducted into the Psychological Operations Regiment as an Honorary Member. In 2022, he was sanctioned by the Russian Federation.
