Commissioner for Human Rights in Ukraine
On killings of women and childresn in Ukrane
As of 10 a.m. on March 14, 2022, according to the Unified Register of Pre-Trial Investigations, as well as other sources that need confirmation, 90 children have died and about 100 children have been injured since the Russian invasion of Ukraine began.
It is not possible to establish the actual number of dead and wounded children due to the fact that the occupying forces are actively fighting in Ukrainian cities. Many children who cannot receive emergency medical care remain trapped.
It became known about the burial of Met Irina, born in 1980, and her son Met Ivan, born on December 4, 2009, in the yard of a residential building in Irpin who died during the shelling of the city by the occupiers.
One of the pregnant women who suffered an air strike on a maternity hospital in Mariupol on March 9, 2022, died today together with an unborn child.
The shelling of the civilian population of the Izium district of the Kharkiv region continues again. Cars were shot at by the aggressors at a checkpoint, killing a woman with a child and a family with a 3-year-old child.
A 15-year-old girl died in the town of Dergachi, Kharkiv Oblast, after night shelling.
After each air raid and shelling, the enemy leaves ruins in the months of ordinary houses, schools, hospitals, kindergartens:
• Inclusive school №256 was damaged as a result of the morning shelling in Obolon, Kyiv. At that time, there were 13 people in the school’s bomb shelter;
• the shell damaged the Chernihiv City Hospital;
• In the village of Vysokopillya, Kherson Oblast, russian troops fired from rocket-propelled grenade launchers at a preschool.
Such actions by the armed forces of the Russian Federation continue to violate the fundamental rights of children – the right to life and health, guaranteed to every child in the world by the UN Convention on the Rights of the Child.
I call on the international community and international human rights organizations to take all possible measures to end the military attack on the Russian Federation.
On attacks on Ukrainian cities
Russian troops are shelling the city of Avdiivka with prohibited weapons and threatening an ecological catastrophe.
The shelling of Avdiivka has been going on in Donetsk region since last night. The russians are firing from Point-U tactical missile systems and multiple rocket launchers.
The use of weapons of mass destruction – point-U complexes is prohibited by international treaties and additional protocols to the 1949 Geneva Conventions.
The occupiers released one package of “Hail” installations at the Avdiivka Coke Plant, which destroyed several production shops and a pipeline. Damage to the plant’s production will lead to an ecological catastrophe in the region due to emissions of harmful elements and carcinogens into the air and wastewater, and soil pollution.
Information on civilian casualties is currently being clarified.
Russians are shoot civilians in the city of Izyum Kharkiv Region.
On the way out of the city, the militants covered a private minibus with artillery fire. The fate of the passengers is unknown.
Fighting for this settlement is underway. The enemy is constantly firing at it with aircraft and artillery day and night. There are no possibilities for the delivery of humanitarian aid or evacuation.
A city without light, water and heat. Residents do not leave the basements. The number of civilian casualties cannot be determined.
The town, which before the war had only 46,000 inhabitants, is now almost wiped out, the infrastructure destroyed.
According to Article 8 of the Rome Statute of the International Criminal Court, signed by both Ukraine and the Russian Federation, war crimes include intentional assault when it is known that it will cause accidental widespread, long-term and serious damage to the environment incomparable to expected military superiority.
I call on NATO to close the skies over Ukraine! The enemy is destroying our cities!
Main Directorate of Intelligence of the Ministry of Defence of Ukraine
Russians are aiming at agricultural machinery and undermining food security in Ukraine and the world.
The occupiers are deliberately destroying agricultural machinery in Ukraine. Systematic cases of such actions have been recorded in Brovary district (Kyiv oblast), Melitopol district (Zaporizhzhia oblast), Pryluky, Nizhyn, Novgorod-Siversky districts (Chernihiv oblast), and in some territories of the Kherson and Kharkiv oblasts.
Agricultural machinery is also requisitioned in masse by invaders for engineering work, construction of fortifications, and usage as trucks for armored vehicles. The local population in the occupied settlements is forcibly involved in these works.
From the latest reports: on March 13th at night in the territories of Chupakhivka and Olenynske of Okhtyrka district (Sumy region), a targeted air-bomb attack was carried out on the places of storage of agricultural machinery. As a result of the strike, all equipment, more than 30 units, was destroyed.
Such actions of the enemy indicate the following:
The enemy is deliberately crushing agricultural machinery. This will jeopardize the sowing campaign in the spring, leading to a humanitarian crisis in some regions of Ukraine.
Food security is threatened not only inside the country. Ukraine is one of the leading suppliers of many types of crops to the markets of Europe and China.
Russians continue to strike civilian objects. This grossly violates the fundamental principles of international humanitarian law.
POLICY

Thanks to the humanitarian Ukrainians were able to save approximately 4000 people.
Vehicles with humanitarian aid for Mariupol were blocked in Berdyansk. However, about 150 civilian cars were able to use the same route to escape Mariupol. This shows that the humanitarian convoy is being blocked for no apparent reason.
Occupants broke the ceasefire agreement around humanitarian corridors in the Brovary region in Kyiv region and in Luhansk region.
Today, Ukrainian authorities are putting maximum effort to rescue the people who got captured by Russian military. Ivan Fedorov, mayor of Melitopol’, is held captive. Current whereabouts of Evhenii Matveyev, major of Dniprorudnitsk, who was kidnapped on March 13th are unknown. Oleksiy Danchenko is held captive in Hostomel. Yesterday, Russians conducted a search of the house of the head of Melitopol city council, seized documents and electronic devices, and then kidnapped the man himself.
“All these actions indicate that Russia behaves as a terrorist state. I urge the international community to treat Russia as a terrorist state.” – underscored the Deputy Prime Minister.
