Without breaking OPSEC, what level are we talking BG? coy? Pl in PB? and in what sort of threat environment do you need it to work?
Well, the RFI was answered via an offline e-mail not associated with this post, but thanks all the same.
Here’s a couple of pieces that describe the new dilema that Cyber throws into the mix. Is it Non-kinetic – Can be. Is it non-lethal – can be.
But if you power off the electricity in a city and the hospital ERs and ICUs all shut down – then where are we? Is that a Lethal attack?
If the rail switches are all turned off and a train with toxic chemical tanks derails and the tanks burst – explosions, chemical cloud, cats and dogs living together – is that Kinetic attack?
