Russian occupants continue their full-scale armed aggression against Ukraine. To support the offensive and replenish its losses in manpower, the adversary continues the mobilization activities.

The enemy does not cease to launch missile and air strikes, artillery shelling of critical infrastructure and civilian residences on the territory of Ukraine. Doing so is a blatant violation of the rules of International Humanitarian Law, the laws and principles of war.

During the day of January 10, the adversary launched 2x missile strikes and 7x MLRS attacks, including on the civilian infrastructure of Donetsk and Kherson oblasts.

The threat of air and missile strikes on critical infrastructure facilities across all of Ukraine remains high.

The adversary continues shelling the positions of Ukrainian troops and civilian targets all along the line of contact.

Sivershchyna axis: the vicinities of settlements of Syn’kivka (Chernihiv oblast) and Pokrovka (Symy oblast) were shelled with mortars and artillery.

Slobozhanshchyna axis: the adversary shelled the positions of Ukrainian troops in the vicinities of 13x settlements, in particular: Sosnivka, Zelene, Vovchans’k, Khatnje, Krasne Pershe, and Dvorichna (Kharkiv oblast).

Kup’yans’k axis: the enemy fired tanks and entire range of artillery in the vicinities of settlements of Vil’shana, Orlyanka, Kyslivka (Kharkiv oblast), Novoselivs’ke, and Stel’makhivka (Luhansk oblast).

Lyman axis: the vicinities of settlements of Makiivka, Nevs’ke, Chervonopopivka (Luhansk oblast), Terny, and Serebryanka (Donetsk oblast) were shelled with tanks, mortars, artillery and missile systems.

Bakhmut axis: the adversary fired tanks and artillery of various types at the positions of Ukrainian troops in the vicinities of settlements of Bilohorivka, Bakhmut, Klishchiivka, Bila Hora, Druzhba, Paraskoviivka (Donetsk oblast).

Avdiivka axis: the enemy fired tanks, mortars, artillery and missile systems in the vicinities of settlements of Avdiivka, Vesele, Nevel’s’ke, Heorhiivka, Mar’inka, and Pervomais’ke (Donetsk oblast).

Novopavlivka axis: the adversary fired tanks and the entire spectrum of artillery at the positions of the Ukrainian Defense Forces in the vicinities of settlements of Vremivka, Velyka Novosilka, and Vuhledar (Donetsk oblast).

Zaporizhzia axis: the enemy fired tanks, mortars, artillery and missile systems at the positions of Ukrainian troops and civilian infrastructure in the vicinities of 18x settlements, in particular: Vil’ne Pole, Novopil’ (Donetsk oblast); Ol’hivs’ke, Zaliznychne, Hulyaipole, Stepove, Shcherbaky, and Bilohir’ya (Zaporizhzhia oblast).

Kherson axis: the adversary keeps shelling the settlements along the right bank of the Dnipro river. Artillery shelling has damaged civilian infrastructure of 12x settlements, in particular: Antonivka, Vesele, Dudchany, Mylove, Zolota Balka (Kherson oblast), and the city of Kherson, there are civilian casualties.

The adversary continues to suffer losses. According to the available information, hospitals in the city of Berdyans’k (Zaporizhzhia oblast) have exceeded their capacity to take in the wounded. This caused the russian occupation troops to set up 3x more military hospitals over the past week.

During the day of January 10, the Ukrainian Air Force launched 14x air strikes on the concentrations of enemy personnel, weapons, and military equipment, as well as 4x air strikes on the positions of anti-aircraft missile systems.

2x command posts, 2x positions of missile troops and artillery and 5x concentrations of manpower and military equipment of the russian invaders.

POLICY

President of Ukraine

Free world has everything necessary to stop Russian aggression; it is important for global democracy - address by the President of Ukraine

Good health to you, fellow Ukrainians!

Today is a new stage of our diplomatic marathon. Four more conversations with European leaders: President of the European Council, Prime Minister of Belgium, President of Estonia and Prime Minister of Ireland.

I informed them about the situation on the battlefield - about the difficult situation in the Donetsk region, about the constant Russian attacks and the fact that Russia does not count its people, does not spare the locals and does not stop before any criminal actions.

This can - and must! - be countered only by a new level of modern military equipment that Ukraine can receive from partners. I thank all the leaders who help us for understanding that now is the time for new powerful decisions, for new powerful support.

The free world has everything necessary to stop Russian aggression and bring the terrorist state to a historic defeat. And it is important not only for us. It is important for global democracy, for all those who value freedom. It is even more important now, when Russia is gathering forces for another escalation.

Together with our partners, we must do - and we are doing! - everything to make it clear to Russia's masters that no escalation will help them. The defeat of the Russian aggression must remain unalterable, no matter who and what Russia tries to throw into the battle.

I am grateful to the President of the European Council for understanding how important it is to maintain the unwavering support of Ukraine. In this confrontation, in which Russia is trying to exhaust all of us - Ukrainians, Europeans, other partners - there must be clarity of signals. Signals that we will go all the way to the defeat of Russian terror. We will go together and with the preservation of stability in Ukraine - financial and social. And that is why financial support was one of the main topics of my conversation with Charles Michel, as well as weapons and further European integration of Ukraine.

I thank the Prime Minister of Belgium for supporting our diplomatic efforts, in particular our Peace Formula, all its fundamental elements: restoration of security, restoration of our territorial integrity, restoration of justice.

I am confident that the leadership of Belgium will help us achieve a fair peace. And I am thankful for the willingness to really bring peace closer by increasing the armed support for our state. The already provided Belgian defense assistance has significantly strengthened our state, and we agreed today that our teams would work on a new supply.

I am grateful to the President of Estonia and all Estonians for new decisions to strengthen our defense. We have also discussed with Mr. President our further steps in the European and Euro-Atlantic integration. I thank Estonia for a very strong representation of Ukraine's interests in Europe. Even when someone doubts, Estonia finds arguments to support Ukraine and to increase sanction pressure on Russia.

I am grateful to the new Prime Minister of Ireland for the willingness to continue the course of Ireland's comprehensive support for Ukraine. We have agreed on a powerful energy support. And I thanked Ireland for freezing Russian assets - we will work together to ensure that these funds are used for the restoration of Ukraine.

In general, since my visit to Washington, I have already held about thirty talks with leaders and representatives of partner states. And I literally feel every day how the world's determination to overcome Russian aggression is growing.

I thank everyone who helps us defend Ukraine and freedom!

I thank everyone who fights for independence!

Today, I would like to pay special tribute to the warriors of the 46th separate airmobile brigade for their bravery and steadfastness in the defense of Soledar! Thank you, warriors!

I thank everyone who works to strengthen Ukraine!

And one more thing.

Based on the materials prepared by the Security Service of Ukraine and the State Migration Service of Ukraine, and in accordance with the Constitution of our state, I have decided to terminate the citizenship of four persons: Andriy Leonidovych Derkach, Taras Romanovych Kozak, Renat Raveliyovych Kuzmin and Viktor Volodymyrovych Medvedchuk.

If people's deputies choose to serve not the people of Ukraine, but the murderers who came to Ukraine, our actions will be appropriate.

And these are not the last such decisions. The services are working.

Glory to Ukraine!

UKRAINE’S TEN STEPS FOR PEACE

Ukraine’s battlefield victories, strong stance by international community and Russia’s depleting military capabilities force Kremlin to seek for operational pause at any cost.

Russian occupier forces would then use it to re-group, replenish supplies and relaunch the armed attack against Ukraine on an even wider scale.

All the calls by Russia, either directly or through the third countries, to start peace negotiations serve to that goal.

Kremlin does not want peace. It needs instead a respite.

Russia continues blackmailing Ukraine and the world to reach its goals and to deny Ukraine from its sovereignty and statehood.

Ukraine, to the contrary, is very precise in our vision of future just and sustainable peace.

On 15 November, President of Ukraine Volodymyr Zelenskyy presented Ukraine’s position on this issue at the G20 summit.

He proposed a clear plan of ten steps to peace that should end the war.

These steps, implemented one by one, or simultaneously, will bring long-awaited and long-lasting peace to Ukraine, Europe and entire world.

The first step is radiation and nuclear safety.

We emphasize that any form of nuclear blackmail is unacceptable. Russia’s aggressive rhetoric and actions in the territory of Ukraine threaten the global nuclear security.

Russian leaders must stop their threats of use of nuclear weapons.

Russia must immediately withdraw all its military from the territory of the Zaporizhzhia Nuclear Power Plant. The station must be transferred to the control of the IAEA and the Ukrainian personnel. The normal connection of the station to the power grid must be restored immediately so that nothing threatens the stability of the reactors.

Ukraine proposed that IAEA missions are sent to all Ukrainian active nuclear plants and to the Chornobyl plant, which has been shut down and is under conservation. Such missions can verify that any hostile activity against Ukrainian nuclear facilities has indeed ceased.

The second challenge is food security.

The right to food is a fundamental right of every person in the world.

We are grateful to Türkiye, the UN and other partners for their support of the Black Sea Grain Initiative, which was extended for a further 120 days period on November 19. It helped to improve situation with the global food security.

Since July, Ukraine has exported over 15 million tons of food by sea. We can increase exports, including to the countries which have problems with food security.

Russia must refrain from attacks on Ukrainian infrastructure and grain initiative should be expanded to Ukrainian ports in the Mykolaiv region.

The third issue is energy security.

Russia carries out terrorist attacks against Ukrainian critical infrastructure, blowing up power plants, transformers, and electricity supply lines. It is trying to deprive millions of Ukrainians of electricity, heating, water and communication.

Russia wants to turn the cold into a weapon during the winter season. Another goal of this terror is to prevent the export of Ukrainian electricity to neighboring countries, as Russia is interested in the energy

crisis.

One of the key tasks for Ukraine is to protect our territory from these attacks. We are grateful to our partners for the supply of air defence and missile defence systems. We insist that Russia must stop its terror campaign in order to prove that it is interested in the peace process. At the same time Russia must abandon the use of energy factor as a tool of hybrid aggression against Europe.

The fourth challenge is the release of all prisoners and deported persons.

Thousands of Ukrainian soldiers and civilians are being held in the Russian captivity. They are being tortured and executed – such policy of Russia is illustrated by the terrorist act in Olenivka and mass graves, which we have found on the liberated territories near Kyiv, in Kherson and Kharkhiv regions.

More than 11 thousand children, whom we know by name, were forcibly deported to Russia.

Ukrainian citizens are being held as political prisoners in Russia and in the temporarily occupied territory, in particular in Crimea.

We will never leave our people to suffer in aggressor’s hands, and we demand the release of all of them.

The fifth point is the implementation of the UN Charter and restoration of Ukraine’s territorial integrity and the world order.

Russia must respect the Article 2 of this document and refrain from use of force against Ukraine.

It must reaffirm the territorial integrity of Ukraine within the framework of the relevant resolutions of the UN General Assembly and the applicable international legally binding documents.

The sixth challenge is withdrawal of Russian troops and cessation of hostilities.

Russia must withdraw all its troops and armed formations from the territory of Ukraine within its internationally recognized borders.

Ukraine's control over all sections of state border with Russia must be restored.

The crimes of the aggressor, discovered in the liberated territories, demonstrate threats which our people face under occupation.

Ukraine will not leave them alone: we have an absolute consensus on this issue in Ukrainian society.

The seventh point is restoration of justice.

Russian political and military leaders committed the crime of aggression against a sovereign state. Russian soldiers committed countless atrocities and war crimes in the territory of Ukraine. Thousands of civilians were killed by Russia’s rocket strikes and artillery fire, tortured and executed in the temporarily occupied territories. Russian aggression brings not only death to Ukrainian people, but the destruction to Ukrainian economy and infrastructure. That was the reason why we proposed establishment of the Special Tribunal on the crime of Russia’s aggression against Ukraine and creation of an international mechanism to compensate for all the damages caused by this war.

The eighth challenge is countering ecocide.

Russian aggression caused large-scale destruction of Ukrainian nature. Almost two hundred thousand hectares of our land are contaminated with mines and unexploded shells. Dozens of coal mines in the territories of Ukraine, which have been under occupation since 2014, are flooded, including the mine in which an underground nuclear test explosion was carried out in 1979.

We must find common responses to all environmental threats created by the war, which is a challenge for the whole world. Ukraine needs support from our partners to solve this problem.

The ninth step is the preventing escalation.

We need effective security guarantees. On 30 September, Ukraine signed an application for accelerated accession to NATO. Ukraine also suggests implementing our proposals on the security guarantees (“Kyiv Security Compact”) aimed at mobilizing necessary political, financial, military, and diplomatic resources for Ukraine’s self-defense. We propose to hold an international conference to agree upon the key elements of the post- war security architecture in the Euro-Atlantic space, including guarantees for Ukraine. The main outcome of the conference should be the signing of the “Kyiv Security Compact”.

The tenth point is the confirmation of the end of the war.

In the end, we need an official document signed by the parties.

This will become possible after all above mentioned antiwar measures are implemented, and when security and justice start to be restored.

Summing up.

Ukraine is not ready for “peace at any price”.

We will not make any concessions or compromises that would involve the continuation of the occupation of Ukrainian territories. This is our unequivocal position and we expect Russia to fulfill the announced conditions.

Only real actions – the cessation of terrorist attacks on Ukrainian infrastructure, the withdrawal of troops from Ukrainian territory, the release of all prisoners and deportees – can open the way to peace.

Currently, we do not see such readiness from the Russian side.

Moreover, it has already openly admitted that its missile attacks on critical infrastructure of Ukraine are carried out with the aim of forcing our country to negotiations. But Putin's regime miscalculated - it will not force Ukrainians to give up their freedom and independence.

Ukraine is ready to continue fighting until victory.

Only Ukrainians will determine when and how to negotiate with the aggressor.

We are grateful to our partners for repeatedly confirming their agreement with this position and demonstrating unity. We hope for continued support of Ukraine and increased pressure on Russia. This is the only way to force the Kremlin to end the war and restore peace.

If anyone is tempted to try to force us to negotiate on the basis of compromises regarding our territorial integrity and sovereignty, they should immediately tell their societies that at the same time they are offering compromises regarding their own security. Any concessions to Russia will definitely encourage aggressor to the next steps.

What Is “Political Warfare”? (Congressional Research Service Report)

Wed, 01/11/2023 - 9:05am

Thank you Congressional Research Service.  Finally someone in the US government with the guts to recognize the existence of political warfare.

We should not forget that as we follow the dictum that war is a continuation of politics by other means, our adversaries believe politics is war by other means.  Or as Mao said, "politics is war without bloodshed while war is politics with bloodshed."

Here is my summarized way to think about this:

Relationships:

Irregular Warfare is the military contribution to Political Warfare

Political Warfare is the essence of the gray zone in strategic competition

Competitive Statecraft at the national level is required for effective political warfare

The 3 page document can be downloaded HERE.

What Is “Political Warfare”?

Background Military theorist Carl von Clausewitz wrote in his seminal book On War that “war is the continuation of politics by other means.” Historically, in Congress as well as in the broader policy community, the term political warfare described the synchronized use of any aspect of national power short of overt conventional warfare— such as intelligence assets, alliance building, financial tools, diplomatic relations, technology, and information dominance— to achieve state objectives. It was coined in the late 1940s by George F. Kennan, a key architect of U.S. strategy during the Cold War, as the United States began to come to grips with the challenge presented by the Soviet Union (USSR). As he wrote in his 1948 State Department memorandum Organizing Political Warfare:

We have been handicapped … by a popular attachment to the concept of a basic difference between peace and war … and by a reluctance to recognize the realities of international relations— the perpetual rhythm of struggle, in and out of war…. Political warfare is the logical application of Clausewitz’s doctrine in time of peace. In broadest definition, political warfare is the employment of all the means at a nation’s command, short of war, to achieve its national objectives. Such operations … range from such overt actions as political alliances, economic measures, and ‘white’ propaganda to such covert operations as clandestine support of ‘friendly’ foreign elements, ‘black’ psychological warfare and even encouragement of underground resistance in hostile states.

Popular terms used to describe this phenomenon in the current international security environment include strategic competition and gray zone competition or conflict. Yet political warfare, according to some scholars, is not mere rivalry or competition but is also a form of war: its objective, like that of every other form of war, is to impose one’s own will on the opponent in order to achieve strategic objectives, to conquer and destroy the opponent’s will to resist.

In the United States, the military dimensions of this competition garner significant attention and resources. Yet if political warfare is an adequate lens through which to view this strategic competition, the nonmilitary aspects of the competition might prove equally if not more important, particularly as competitors deploy robust political warfare strategies.

...

Diplomatic Tools

The Biden Administration appears to be increasing funding of at least one element of political warfare. Its FY2023 International Affairs budget, which supports U.S. embassies and diplomatic activities as well as foreign assistance, requested $66 billion—17% above the FY2022-enacted level—with increases across a wide range of programs and accounts, from global health security to climate change to development finance.

During the day, the enemy carried out 8 airstrikes and carried out more than 10 attacks from MLRS systems.

The threat of enemy air and missile strikes on critical infrastructure objects remains throughout the territory of Ukraine.

The main efforts of the russian occupiers are focused on attempts to completely capture the Donetsk region within the administrative border. They are conducting offensive operations in the Bakhmut and Lyman directions.

The enemy is unsuccessfully trying to improve the tactical position in the Kupyansk and Avdiivka directions. On Novopavlivka, Zaporizhzhya and Kherson - it is being defended.

There are no significant changes on the Volyn, Polisiya, Siverskyi and Slobozhanskyi directions. There were no signs of the formation of enemy offensive groups. At the same time, the invaders are shelling the positions of our troops and civilian objects along the entire contact line.

In the direction of Slobozhanskyi, the districts of Staritsa, Ohirtsevo, Vovchansk, Ustinivka, and Figolivka of Kharkiv region were damaged by fire.

In the Kupyansk direction, Dvorichna, Vilshana, Kupyansk, Kislivka, Kotlyarivka, Krokhmalne and Berestovka in the Kharkiv region and Novoselivske and Stelmakhivka in the Luhansk region came under the influence of fire.

On the Lyman direction, enemy shelling was recorded in Makiivka, Ploschanka, Kuzmyny and Dibrov, Luhansk region.

In the direction of Bakhmut, the occupiers shelled Spirne, Berestov, Belogorivka, Vesele, Soledar, Krasna Gora, Bakhmut, Bila Gora, Kurdyumivka, Diliivka, Severnye, Mayorsk and New York in Donetsk region.

Avdiivka, Nevelske, Maryinka and Novomykhailivka of the Donetsk region were damaged by fire in the Avdiivka region.

In the direction of Novopavlivsk, the enemy shelled Mykilske, Vugledar and Prechistivka in Donetsk region.

In the Zaporozhye direction, the areas of Zelene Pole and Novopil settlements of the Donetsk region came under enemy artillery fire; Gulyaipole, Zaliznychne, Charivne, Shcherbaki and Stepove in Zaporizhzhia and Nikopol in the Dnipropetrovsk region.

In the Kherson direction, the enemy does not stop terrorizing the civilian population. Civil infrastructure and civilians in Chornobayivka and Kherson were damaged by the artillery shelling.

The military-political leadership of the russian federation is taking measures to prevent the mass departure of men of conscription age abroad before the next wave of mobilization, which is expected in January of this year. A complete ban on crossing the state border for men of conscription age is not excluded.

Forced passporting of the population in the temporarily occupied and occupied territories of Luhansk region continues. Thus, banking institutions in the occupied region require passports of the russian federation to issue payment cards.

During the day, the Ukrainian aviation made 15 strikes on enemy concentration areas, as well as 3 strikes on the positions of its anti-aircraft missile systems.

At the same time, our defenders shot down an enemy Su-25 aircraft and a Mi-8 helicopter.

Units of missile troops and artillery of the Defense Forces of Ukraine carried out fire damage to the area where the occupiers' manpower and military equipment were concentrated.

Defense Intelligence of the Ministry of Defense of Ukraine

Kyrylo Budanov: “russia Is Not Military Threat to the World Anymore”

Attacks on russian territory are likely to continue. This was said by Major General Kyrylo Budanov, chief of the Defence Intelligence of Ukraine, in an interview with TV station АВС News, without specifying whether Ukraine would be behind the strikes.

According to the head of Ukraine’s military intelligence, attacks inside of russia will continue and will move further and further into the territory. Regarding the responsibility of Ukraine in these strikes, he will be able to comment after the end of the war.

Kyrylo Budanov also expressed hope that Ukraine would receive American Bradley armoured fighting vehicles in the near future.

“We are waiting for them. We really hope for them. This will significantly improve the combat capability of our units,” he said.

According to the Chief of the Defence Intelligence of Ukraine, the “hottest” fights for the liberation of Ukraine will start in March.

"Our goal, and we will achieve it, is returning to the borders of 1991, like Ukraine is recognized by all subjects of international law," said Kyrylo Budanov.

As for the future of russia, the head of Ukraine’s military intelligence said there are several scenarios in play, but the message is clear: “You should not be afraid of the transformation of russia. It will only benefit the whole world. russia is not a military threat to the world anymore, just a tall tale.”

According to Kyrylo Budanov, the only issue remaining is russia’s nuclear arsenal and the uncontrollable regime that will lead “the whole world to realize the necessity of russia’s denuclearization or at least an international overseeing of its nuclear arsenal.”

russia’s Private Military Companies Recruits Political Prisoners from Chechnia

According to Ukraine’s military intelligence data, russian private military company “Wagner Group” has begun to recruit convicts from the correctional institutions of the Chechen Republic of the russian federation. Most of the prisoners were convicted for political reasons.

The process of recruiting prisoners to the ranks of “Wagner Group” PMC is ongoing in the colony settlement No. 3 in the town of Arhun, as well as in the correctional facility No. 2 of the village of Chernokozovo.

More than 50 convicts have already been "mobilised" from both colonies, most of whom were convicted on fabricated cases.

Colony employees are already threatened with punishment for disclosing this information.

POLICY

President of Ukraine

The war will be over when Russian soldiers either leave or we drive them out - address by the President of Ukraine

I wish you health, dear Ukrainians!

Today was another active diplomatic day - four more leaders of partner states were fully informed about Ukraine's defense needs and the nearest plans of the terrorist state.

Russia will not be able to conceal in silence its preparations for a new wave of aggression against Ukraine and the whole of Europe. The world will know in all details - how and when the aggressor is preparing a new escalation in this war. And every new mobilization step of Russia will be known to the world even before Russia makes it. We will ensure this.

And we strengthen the defense of Ukraine every day.

I always discuss two things with all leaders - more defense support for our state, that is, more weapons for our army, and more protection for all Ukrainians - protection on the ground, in the sky and at sea.

My conversation with Prime Minister of Croatia Plenković today was not only meaningful, as always, but also quite inspiring.

I heard the full support for our state, as well as the readiness of Croatia to be a leader in the implementation of those steps that guarantee the return of security elements to Ukraine and Europe in general. Croatia is ready to be a leader in those efforts that are necessary to clear our land from Russian mines and unexploded shells. This is one of the vital tasks for our country and all Europeans.

No part of Europe should be - and will not be - contaminated with mines, no matter how hard Russia tries to fill our land with its instruments of death.

My today's conversation with the President of Latvia was also devoted to the path that our entire continent must take to ensure truly reliable security after the defeat of Russian aggression. We discussed the points of the Ukrainian Peace Formula - security, restoration of our territorial integrity and full force of the UN Charter, as well as the fair responsibility of Russia and all its murderers for the terror against Ukrainians.

I would also like to mention the conversation with President of Türkiye Erdoğan - it concerned many elements of security in our Black Sea region.

Of course, we talked about the necessary steps to ensure food security and what needs to be done for nuclear safety and prevention of any radiation incidents, the threat of which Russia has made, unfortunately, quite real.

We also talked about the dynamics of the situation in our region - about the fact that the masters of Russia are now in a rather desperate situation due to the defeats of the occupiers at the front and are ready for various manipulations.

I am grateful to President Erdoğan for supporting our state and the necessity of fair restoration of the security of Ukraine and the whole of Europe based on the restoration of our territorial integrity.

My conversation with Prime Minister of Spain Sánchez was very meaningful and timely. On the eve of the new meeting in the Ramstein format, it is very important for each of our partners to know 100% the real situation on the frontline and what our Defense Forces are ready for. I thank Mr. Prime Minister Sánchez and all Spaniards for their unwavering support of our commitment to defend freedom.

And today I would like to express separate gratitude to President Biden and Chancellor Scholz for the decision to strengthen our defense, a very important decision. We will have another Patriot battery and powerful armored vehicles - this is truly a great victory for our country. All details and terms will be announced tomorrow - after my conversation with Mr. Chancellor.

Today, I also held a meeting of the Staff devoted primarily to the needs of the Armed Forces of Ukraine and all our defense and security forces. We understand that we must use the nearest time - January and the beginning of February - to be ready for any attempts of terrorists to use new mobilization resources of Russia.

Today, I would like to commend our fighters of the 54th separate mechanized brigade who have been successfully holding positions in the Bakhmut direction for many months. And also - the fighters of the 35th marine brigade for the gradual, step by step liberation of our territories in the Donetsk direction. Thank you, warriors!

I am grateful to each and everyone who provides us with the much needed resilience and progress in the Donetsk and Luhansk regions!

And one more thing I want to remind the citizens of Russia today.

On November 15, the Ukrainian Peace Formula was presented. One of its points provides for the withdrawal of Russian occupation troops from the territory of our country. This is a guaranteed and reliable way to cease fire, stop casualties and war in general.

As of the morning of the same day, the number of Russian soldiers killed was 82,000.

On December 12, Russia received an offer to begin implementation of the Peace Formula with the withdrawal of occupation troops just on Christmas Day.

As of that day already, the number of Russian soldiers killed was almost 95,000.

Apparently both of our proposals have not been heard by the leaders of your country... In the place where they are, apparently, it is too deep to hear.

As of today, you have already lost almost 110,000 of your soldiers killed in this war.

Those who continued the terror against our country and sent all those people of yours to the slaughter, rejecting our offers to stop the Russian aggression, certainly do not value life and definitely do not seek peace.

Now they want to use Christmas as a cover to at least briefly stop the advance of our guys in Donbas and bring equipment, ammunition and mobilized men closer to our positions. What will this bring? Just another increase in the death toll.

Everyone in the world knows how the Kremlin uses respites at war to continue the war with renewed vigor. But to end the war faster, that is not what is needed at all. What is needed is the citizens of Russia who will find the courage to free themselves of their shameful fear of one man in the Kremlin, at least for 36 hours, at least at Christmas time.

Your fear of him destroys your country, which is also already deep... But not in a bunker.

To end the war is to end your state's aggression. Even when your missiles and drones are not hitting our cities, the terror in the occupied territories continues. You don't give Ukrainians any respite. People are tortured, electrocuted, raped. This continues every day while your soldiers are on our soil.

And the war will be over when your soldiers either leave or we drive them out.

So, let them take the toilet bowls - they'll need them on the road - and go back home. Behind our border of 1991.

I thank everyone who helps our people defend freedom!

I thank everyone who fights and works to defeat terrorists!

Glory to our strong people!

Glory to Ukraine!

We must prevent a scenario when the aggressor will leave millions of Ukrainians without electricity - Andriy Yermak at the international constituent meeting to support the restoration of Ukraine's energy sector

Pursuant to the instruction of President of Ukraine Volodymyr Zelenskyy, Head of the Presidential Office Andriy Yermak held a constituent meeting with international partners to support the restoration of the Ukrainian energy sector.

It was joined by U.S. Assistant Secretary of State for Energy Resources Geoffrey Pyatt, representatives of the G7 countries, the European Union and its institutions, the European Bank for Reconstruction and Development, the World Bank, the UNDP and USAID.

Ukraine is still facing extremely serious challenges, as Russia continues massive terrorist attacks on the Ukrainian energy system, their intensity is expected to increase, the Head of the Presidential Office emphasized.

"We have only one way out: to repel attacks by air defense forces, to strengthen the protection of energy facilities, and to restore what could not be saved as soon as possible. And here your help is really critical. We have to exclude a scenario when the aggressor will leave millions of people without electricity, water, heat, communication and other essential services for several weeks," said Andriy Yermak.

The Head of the Office of the President thanked all friends and partners for supporting Ukraine and providing assistance to the Ukrainian energy sector. At the same time, he emphasized that our state needs the faster delivery of equipment for the restoration of energy capacities.

"Please check what is in the reserves, what is not used now, what can be transferred to us as soon as possible. Let it not be absolutely new, but let it work," Andriy Yermak urged the partners.

He also emphasized the need to establish more efficient procurement mechanisms and reduce the duration of deliveries, synchronize the chain of order - financing and production.

Geoffrey Pyatt, who oversees the work to support the restoration of the Ukrainian energy system, on his part and on behalf of the participants of the meeting expressed support for Ukraine. He condemned Russia's attacks on Ukrainian critical infrastructure and civilian objects, particularly on New Year's Eve, and assured of further support.

"As President Biden said, we will resolutely do everything to ensure that Russia does not succeed in this war," he stressed and added that the Congress had passed a law providing for $1.1 billion to support the energy sector of Ukraine and Moldova.

According to him, the work is underway to transfer these funds as soon as possible and direct them to the repair of energy facilities destroyed as a result of the aggressor's attacks. It is about restoring the Ukrainian energy system in such a way that it is more sustainable, less dependent on fossil fuels and meets the EU standards.

For further effective work, the participants of the meeting agreed to maintain the dialogue on a regular basis.

Head of the Office of the President of Ukraine had a phone call with U.S. President's Advisor Jake Sullivan

Head of the Office of the President of Ukraine Andriy Yermak had a phone call with U.S. President's National Security Advisor Jake Sullivan.

In the framework of the ongoing dialogue, Andriy Yermak informed his interlocutor on the current situation at the front and possible actions of the enemy in the coming months.

According to Andriy Yermak, it is very important that Ukraine's partners continue to provide effective support in ensuring the defense needs of Ukraine to adequately respond to future challenges.

Andriy Yermak also recalled the words of President of Ukraine Volodymyr Zelenskyy following his meeting with President Joseph Biden in Washington, D.C., on the importance of creating an effective air shield for Ukraine. After all, by destroying the energy system of our state with missiles and kamikaze drones, Russia seeks to use cold as a weapon of mass destruction against civilians.

The interlocutors discussed further coordination in ensuring energy security of Ukraine.

Andriy Yermak expressed gratitude to the American side for understanding the situation and willingness to further support our country in the struggle for independence, freedom and democratic values.

Foreign Minister Dmytro Kuleba: President @ZelenskyyUa has proposed a clear Peace Formula of ten steps.
