Center on Irregular Warfare and Armed Groups Maritime Symposium: Shadows and Sabotage (6/23/25-6/25/25)

The Center for Irregular Warfare and Armed Groups and the Naval War College Foundation
are co-hosting a Symposium on Maritime Irregular Challenges, entitled Shadows and Sabotage, to be held on 23-25 June 2025 in Newport, Rhode Island.
This event will bring together military, academic, and industry experts to discuss the so-called ‘Shadow Fleet’ being used to avoid sanctions, provide illicit trade in the competition for critical minerals, and/or conduct non-attributable maritime operations against various states. These challenges involve a complex set of issues concerning international maritime law, the global shipping industry, and the overall international security environment. The increased frequency of dark fleet activities, and the growing significance of these issues, threatens the stability of the global maritime order.
The symposium will feature speakers and panels focusing on this contemporary maritime irregular challenge and will provide an opportunity to develop recommended policy solutions for both the U.S. and maritime partners. At the conclusion of the symposium, CIWAG will host a series of podcasts and publish a set of policy papers outlining proposed strategic policy recommendations.
The main sessions will be held June 23–24 at the Wyndham Newport Hotel and are open to the public. The final day, June 25, will feature an invitation-only writing workshop at the USNWC.
