Coinciding with Lebanon’s worst financial crisis in decades, popular protests in the country have been ongoing for more than four months. The protests were initially sparked by a government tax on the popular WhatsApp messaging service. They quickly evolved into Lebanon’s largest, sustained peaceful protest movement. The demonstrations were notable for being geographically diverse and starkly anti-sectarian.

The United States’ intervention in the Lebanese Civil War was a peacekeeping operation defined by long term strategic goals centered around increasing American hegemony in the region. The United States sought to leverage its position as a peacekeeper against Israeli and Syrian advances. However, significant overreach and unplanned events would play a substantial role in limiting the extent of American success in Lebanon.

Although Israel achieved a tactical victory in the First Lebanon War, it was a ‘strategic mishap’ because it catalyzed Hezbollah’s formation, failed to produce a durable peace agreement with Lebanon and set in motion the Second Lebanon War of 2006. This essay evaluates the causes and outcome of the two Lebanon wars.

There is a fleeting opportunity to build upon the stability created by a defeated ISIS, stable Iraq, recovering Syria, strengthened ties with Lebanon and Jordan, and cooperative regional partners.

This paper's intent is to evaluate Israel’s performance in the second Lebanon war by identifying key failures, the causes of those failures, and to draw out lessons learned.
