Trump’s Foreign Policy Philosophy Hard to Pin Down

Is President-elect Donald Trump a foreign policy realist or idealist? Is he bringing Richard Nixon’s hard-edged realpolitik to his foreign policy or following in the footsteps of the more idealistic Ronald Reagan?

The question has become a parlor game among Washington's policy pundits.

Trump’s frequent invocation of Reagan’s “peace through strength” mantra and campaign pledge to rebuild America’s “depleted” military has invited comparisons to the Republican icon credited with winning the Cold War.

His advocacy of a foreign policy based on America’s national interests has led some to liken it to Nixonian realism, while his aversion to foreign interventions has won him the label of a non-interventionist and even isolationist.

Don’t Fence Trump In​

Trump has professed no great power doctrine and his advisers discourage applying labels to his vision of the world.

“I’m not going to be put into the little academic, graduate school box because I think it doesn’t suit, and it doesn’t apply in a rapidly changing world,” said K.T. McFarland, Trump’s incoming deputy national security adviser, when asked to describe the Trump doctrine.

While Trump’s call for “peace through strength” reflects Reagan’s view of deterrence, “there are parts of Nixon and (Henry) Kissinger that Donald Trump has also advocated,” McFarland said at the U.S. Institute of Peace, alluding to Trump’s interest-based approach to world affairs.

Trump’s Speeches

A foreign policy neophyte, Trump has shied away from declaring any grand foreign strategy during the campaign, though he did give two major speeches devoted to foreign policy and national security.

In the first speech, delivered at the realist-leaning Center for the National Interest in Washington in April, Trump outlined what he called a “coherent foreign policy based on American interests” and called for “getting out of nation building,” creating stability and quashing “radical Islam.”

“Containing the spread of radical Islam must be a major foreign policy goal of the United States and indeed the world,” Trump said. “Events may require the use of military force, but it’s also a philosophical struggle, like our long struggle in the Cold War.”

In the second speech, at Youngstown University in Ohio in August, Trump ratcheted up his rhetoric about terror, warning countries around the world that they’d be judged based on their commitment to the U.S. goal of fighting terrorism.

“All actions should be oriented around this goal, and any country which shares this goal will be our ally,” Trump told a rally of supporters.

‘Strategic Surprise’

It was a theme that Trump would repeat, in one iteration or another, throughout the campaign, but his advisers say Trump’s pre- and post-election pronouncements on foreign policy, often delivered off the cuff, should not be read as policy prescriptions.

“Actually, he didn’t say a lot about foreign policy and national security on the campaign trail, and what he did say really doesn’t add up to a policy,” said James Carafano, director of foreign policy at the conservative Heritage Foundation who advises the Trump transition team on foreign affairs. “That’s very frustrating because the people want to know what’s this guy going to do.”

With the new administration yet to take office, McFarland, too, cautioned that Trump’s foreign policy is in an early stage of development.

“That’s what a new administration does: It takes time to rethink things and to come up with policies,” she said.

If history is any guide, Trump could quickly find himself facing a set of foreign policy crises different from the issues he campaigned on. Political scientists have a term for an unexpected world event that drives a new president into uncharted territory: “strategic surprise.”

For former President George W. Bush, who campaigned on pursuing a “humble foreign policy,” the strategic surprise came September 11, 2001.

For President Barack Obama, who vowed to end the wars in Afghanistan and Iraq, the “Arab Spring” protests in North Africa and the Middle East marked a strategic surprise, leaving his administration more deeply mired in the region than he’d hoped.

What international crisis might alter the trajectory of the Trump administration’s foreign policy agenda has become a guessing game, with the number of scenarios exceeded only by the variety of foreign policy labels attributed to Trump.

A game-changing terrorist attack on American interests is one possible candidate. Another contender: an Intercontinental Ballistic Missile (ICBM) launch by North Korea.

“I think the world is not necessarily going to allow President Trump to do everything he’s planned on,” said Blaise Misztal, director of the national security program at the Bipartisan Policy Center in Washington. “I think you’re going to see a triangulation between what he’s said, what he’s advised to do, and what is actually feasible on the world stage.”

Flip Flopping on Issues

While Trump has flip flopped on some issues, NATO and torturing terrorists, for example, he’s held steady on others. Among them: terrorism, trade, China and Russia.

In the weeks since his election, he’s reiterated his pledge to make terrorism a focus of his foreign policy, talked tough on trade, challenged the “One China” policy, and iterated again a desire to reset relations with Russia even as he embraced intelligence findings that Moscow interfered in last year’s presidential election.

Brian Katulis of Center for American Progress, a liberal Washington think tank, said the “most radical shift” Trump will likely undertake will be “engagement and involvement” with Russia, something Obama unsuccessfully attempted during his first term in office.

But former CIA director Michael Hayden said Trump is likely to reconsider his approach to Russia once he learns from intelligence agencies and allies that Russia and Syria are not committed to fighting IS.

“I’m personally very, very skeptical of any convergence between American and Russian interests in this part of the world,” Hayden said. “In fact, I’d offer the view that American and Russian interests are actually heading in different directions.”

Another major change: downplaying a postwar American foreign policy tradition of promoting democracy and freedom around the world.

“Trump has signaled as a candidate and in the transition a proclivity to appreciate authoritarian and repressive leaders around the world,” Katulis said. “And this may be the biggest departure that is historic, that there really won’t be as much of a values-based approach that focuses on human rights democracy and freedom in other countries. And that I think puts the United States itself on shaky territory.”

But McFarland played down those concerns, saying “the three bedrocks of (postwar) American foreign policy” — American leadership, American values and international alliances — will remain under the Trump administration.

Unpredictability

There is usually some continuity between administrations on foreign policy, but “that rule actually may not apply under Trump,” Katulis said.

“We’re dealing with something here that is just fundamentally different and off the charts,” Katulis explained.

That 'something' is Trump’s well-known unpredictability. Trump has criticized President Obama for telegraphing his policy moves and has vowed to remain unpredictable. But experts say unpredictability can be dangerous in the international arena where both allies and adversaries expect a certain degree of predictability from the United States.

"Predictability is the cornerstone of deterrence," said Clarke. "You need to be predictable if you’re the United states, both in what your allies know you’ll do and in what your adversaries know you’ll do and how you’ll respond."

More than 1,500 companies including Apple, Google and Microsoft had agreed to abide by the Data Shield agreement, which requires the US Department of Commerce to ensure that American companies are operating in compliance. It took the place of the earlier Safe Harbor agreement, which the European Court of Justice ruled ineffective and invalid after the Snowden leaks came to light in 2013.

This agreement -- as well as the legal ability for US companies to serve European customers -- in now in very real danger of unravelling. And it's all thanks to an Executive Order that Trump signed earlier this week. Specifically, it's Section 14, which reads:

Privacy Act. Agencies shall, to the extent consistent with applicable law, ensure that their privacy policies exclude persons who are not United States citizens or lawful permanent residents from the protections of the Privacy Act regarding personally identifiable information.

Enforcing privacy policies that specifically "exclude persons who are not United States citizens or lawful permanent residents," while aimed at enhancing domestic immigration laws, effectively invalidates America's part of the Data Shield agreement, opens the current administration up to sanctions by the EU and could lead our allies across the Atlantic to suspend the agreement outright.

If that happens, things are going to get really uncomfortable for US companies trying to do digital business in the EU. Without that authorization framework in place, these companies will be forced to operate in a legal grey zone making it far more difficult for them to serve their European clients.

AND EVEN MORE SERIOUSLY FOR US COMPANIES IT OPENS THEM TO BEING SUED BY EU CITIZENS AS WELL AS US CITIZENS RESIDING IN EUROPE FOR VIOLATING EU PRIVACY LAWS....

Some 16% US exports go to Mexico; some 80% of Mexico's to US. A trade war triggered by a US tariff would leave both immeasurably worse off.

WHAT is extremely interesting is that Trump did not realize that this 80% is largely designed to fit into other US manufacturing processes..THUS automatically driving up US prices....

The 16% going into Mexica is exactly the same thing...US semi finished products designed for further production and export...thus cutting demand for US jobs and products....

Adding to his vulnerability are the millions of Mexican citizens living in the United States, whom Mr. Trump appeared to target in his executive orders on Wednesday.
For Mr. Peña Nieto, the economics were particularly difficult. Having begun his presidency with a focus on the economy, the idea of canceling Nafta or leaving Mexico a less desirable place for foreign investment was an existential crisis waiting to happen.
Dialogue, Mr. Peña Nieto said, was the only way forward. It was in keeping with the start of his administration, when he negotiated the passage of several major economic reforms with two rival political parties, paving the way for needed changes to the nation’s antiquated systems of telecommunications, energy and education.
Soon after that, his administration began to face headwinds. The disappearance of 43 teaching students, a scandal involving his wife’s purchase of a house, and a moribund economy began to gnaw at his popularity, and the slide in approval ratings continued from there.
By the time Mr. Peña Nieto invited Mr. Trump to Mexico for a visit during the American presidential campaign, his own image was as tarnished as the one Mr. Trump had painted of Mexico. The Mexican leader was trying to find common ground and engage in dialogue with the candidate, but at home, it was a political miscalculation. His reputation in Mexico sank even further.
But once Mr. Trump took office and pushed to make good on his campaign pledge to build a wall, the pressure on Mr. Peña Nieto became too great. Across the Mexican political and intellectual class, calls for him to cancel the meeting reached a fever pitch this week. Officials and experts said Mr. Trump’s Twitter post Thursday morning, suggesting he might cancel the meeting, made the decision less controversial: Mr. Peña Nieto could not let Mr. Trump be the one to cancel.
“It would have been like a cousin inviting us to dinner and then uninviting us, or worse, said we were only allowed to come if we paid for dinner,” Mr. Silva-Herzog said, referring to Mr. Trump’s repeated promises to make Mexico pay for the wall.
Now, despite the tensions with the United States and the problems they may cause, there is a silver lining, especially for the perception of Mr. Peña Nieto at home.
“These are ugly times, and things will get uglier. I don’t really see a way out it, but in this context, our great advantage will be that Mexicans are united,” Javier Solórzano, a prominent journalist, said in a video posted online. The country, he added, “is now united around the president.”

A nation state cannot have a FP that is built on egoism...narcissism and sociopathic urges to lie....it must be defined and based on the security, economic and political needs of the entire nation state....

We have a now a President that is basically driven by vengeance ....he starts a verbal war with one of the two nation states bordering the US not fully and completely realizing the global logistical supply chain that he is fighting "for the common worker"....

Mexico is a center of this global supply chain that 1) produced finished products for export and or produces half finished products to final assembly in the US....

A Detroit auto worker is paid 58 USDs per hour one in Mexico 8 USD per hour...allowing US based manufacturers to increase their bottom line margins IE profits for their shareholder values...

NOW Trump gets flatly slammed in the face with his FP tweeting in dealing with Mexico AS he wants them to pay for a wall that Trump promised his base of voters.....not one decided in negotiations between nation states and he is now basically negating a legal nation state negotiated free trade agreement without offering a replacement that benefits the other partners....

Trump repeatedly states Mexico will pay for the Wall...Mexico repeats it will not thus no need for a meeting that would enhance the image of Trump and that was all the meeting was to be....seen after his side trip to MC during the campaigning....

Trump ABOSULTELY does not understand international trade...the global just in time supply chains NOR IR...NOR negotiations between nation states...WHICH is not the same thing as getting the best concrete price..

NOW he threatens a 20% border tax on imports to punish Mexico and supply the money he really does need for his wall WHICH is "selling us" will cost 15B not the true cost truly estimated at 24-30B WHICH he is not telling us...

THEN he is literally forced to backtrack out of his vengeance aggression when his surrogates realize he has no Congressional support for a border tax AND suddenly he realizes that the 20% tax will just be added to US products thus forcing his voting base to pay far more for their products AND this is critical restricting US exports thus cutting jobs in the end...

Just how stupid can a so called great businessman be these days....and lying constantly on top of all of the above....

The unexpected proposal and subsequent backtracking underscored just how quickly the Trump White House is churning out policy proposals in a hectic first week in office, with a crowded calendar of meetings, speeches and executive actions.
The border tax plan would need congressional approval, and Spicer described it as the beginning of a process that would be part of overall tax reform. The tax proposal would have the benefit of dovetailing two of his signature policies: Curtailing illegal immigration and enacting more protectionist trade regulations. 
But the proposal could face resistance even among Republicans.
"Border security yes, tariffs no," Sen. Lindsay Graham, R-S.C., wrote on Twitter. "Simply put, any policy proposal which drives up costs of Corona, tequila, or margaritas is a big-time bad idea. Mucho Sad."
The U.S. trade deficit with Mexico is was $49.2 billion in 2015, according to the U.S. Trade Representative. Though Spicer didn't explain how the tax would work, the principle is similar to a border adjustment tax currently being discussed in Congress, which would heavily tax imports but give a tax credit on exports.
“Right now our country’s policy is to tax exports and let imports flow freely in, which is ridiculous," Spicer said.
Spicer ran through the math by applying 20% to the difference, coming up with nearly $10 billion a year. 
The United States could "easily pay for the wall just through that mechanism alone. That’s really going to provide the funding,” he said.
Actual imports from Mexico totaled $316.4 billion in 2015.

Reference the Russian influence operation and the leaked emails and the FBI October surprise....which damaged the Clinton campaign......

Lara Trump, Eric's wife on Oct. 24 then bragging after Comey letter. Good indication of how sloppy they were.

This is important and ties Donald Trump himself and his family directly to the FBI NY Field Office and apparently they knew in advance of the Comey Clinton announcement concerning the new so called discovered emails on a new computer...which turned out to be absolutely nothing

A top cybersecurity specialist in Russia’s Federal Security Service (FSB) was arrested on Wednesday reportedly on suspicion of leaking information to the U.S. intelligence community — a bombshell accusation that, if true, would mean Washington had a spy in the heart of Russia’s national defense infrastructure. 
According to the independent newspaper Novaya Gazeta, the FSB believes Sergei Mikhailov tipped off U.S. officials to information about Vladimir Fomenko and his server rental company “King Servers,” which the American cybersecurity company ThreatConnect identified last September as “an information nexus” that was used by hackers suspected of working for Russian state security in cyberattacks.

Top Russian Cyber-Security Agent to Face Treason Charges

According to the RBC news agency, a total of four individuals have been arrested in connection with the treason case against Mikhailov, including charges against Ruslan Stoyanov, the head of cybercrime investigations at Kaspersky Labs, and Dmitry Dokuchaev, who worked in the same FSB unit as Mikhailov.

The name of the fourth treason suspect is still unknown.

The current President of the German Automobile Industry which all German manufacturers belong to...issued the following comment to the Trump threat of 35% tariffs on imports of automobiles and car parts...

"Trump should realize that US car makers Ford and GM have 14% market share in Germany...7% each that would in fact "suffer" if the tariffs were placed on German products---

Meaning they would be hit also with 35% tariffs on cars and parts and they push SUVs in Germany their best margin makers....

He went on to mention that the German manufacturers employ 100K plus and an equal number in supply chain positions...

Alternative refugees, I guess.

Figures from the EU easily counter this Trump lie.....and they are accurate as every refugee regardless of what Trump thinks and or states has been registered via biometric data.....as have most of all EU citizens in their ID cards...something the US does not have and urgently needs.....

WHY is the single fact so important in this debate....Syrians actually do want to return to Syria at some point and thus easily comply with whatever requirements they must do in order to get refugee status.

There were in fact three verified Russian hackings of three state voting databases..which have been clearly shown and clearly shown they had great interest in those databases.....DID in fact the Russians insert the name of multiple voters not registered in order to support this Trump statement.

A number of serious IT security types could not really say just why the Russians hacked these three states...THAT we now know about...other state databases have not been checked....nor could the FBI state anything....

I have spent well over 15 years of doing daily 8-10 hours of strategic debriefings in multiple languages and over 4 long years of face to face interrogations with 16 moths of working face to face with jihadists whom Trump has never met...

I probably have as many hours of debriefings and interrogations as Trump has had to sit down and make business decisions and we are the same age so that alone disqualifies him to make such statements...as I could probably run his business empire far better than he has....

Example....in Iraq I even filed a detainee abuse charge on JSOC for their mishandling of a prisoner taken during one of their raids...when I got to talk to him he was literally black and blue and had facial bruising....after JSOC turned him over to us....

After Abu Ghriab all interrogators were instructed with the threat of being implicated in detainee abuse if such cases were not reported immediately...

I then taking my time...having good in depth driven conversations to establish rapport was able to go over the JSOC interrogation reports with him....all 13....all were false and had led to zero results when JSOC actioned against them.....

WHY....because under brute force he gave them whatever they put in front of him. and just pointed to buildings on any map they gave to him.....and he admitted as much over a lot of cups of hot sweet Iraqi tea....the next set of my reports then led to a high success rate leaving JSOC to ask why I was able to get solid actionable intel that they supposedly had in the first place...from the very same detainee.

Torture does not work nor leads to successful actionable intel.....but solid well designed and run interrogations with excellent interrogators who know the culture and or great combat questioners always leads to something successful....

IS Trump just living out his dreams of being some sort of tough soldier...after his draft dodging days???
