On 17 August 2021, the ex-Secretary of Prisons (Secretaria de Administração Penitenciária – Seap), Raphael Montenegro, was arrested for corruption after meeting with a Comando Vermelho (CV or Red Command) leader in the Federal Prison in Catanduvas, Paraná. He was fired from his position the day of his arrest. Montenegro was offering to transfer gang members to less restrictive state prisons in Rio de Janeiro and overlook the gang’s activities and prison expansion in exchange for reducing violence in Rio.

On Sunday 29 August 2021, at approximately 2200 hours, around 20 armed gunmen conducted a series of raids on three banks in Araçatuba, São Paulo, killing at least three. The armed commando wore bulletproof vests and helmets and used assault rifles, explosives, and drones. Hostages were also used as human shields to hamper their capture and facilitate escape. Blockades constructed from burning vehicles, as well as explosives were deployed to facilitate their escape during the ‘mega-robbery.’ Brazil has been plagued by this type ‘urban bank raid’ in recent years.

Since 2 January, 205 criminal attacks have occurred in 46 cities in Ceará and about 360 individuals have been arrested. Ceara’s security forces have been reinforced with the assistance of the Polícia Rodoviária Federal (PRF or Federal Highway Police). The attacks have included bombings and arson directed against vehicles (including buses and school transportation), police stations, public buildings, bridges, businesses, and banks.

Al-Qaeda religious extremist theology is a negative social movement in Brazil. Additional factors such as poverty, discrimination, and government inefficiency will permit radical Islamists to multiply and the Al-Qaeda terroristic theology to become a dangerous social movement in Brazil. Human terrain analysis and sociological intelligence notes that Al-Qaeda has embedded themselves into benevolent and peaceful Islamic communities of Brazil. Failure to believe that Al-Qaeda is not active in Brazil is a major social problem and intelligence failure.

Brazilian President-elect Jai Bolsonaro’s reverence for the military is well-known, but he’s unlikely to bring Brazil back to a military dictatorship after taking office on Jan. 1. How he tackles the country’s crime and corruption problems is another question. There were more than 63,000 homicides in Brazil in 2017, and the military has become the primary force against the gang problem.

The military oversight is the first federal intervention where federal forces took command in a Brazilian state since the return to democracy in 1988.
