50 Years after Algeria: America’s Endgame in Afghanistan

THIS JULY 5th, France and Algeria marked the fiftieth anniversary of the latter’s independence. An inglorious seven-year war against a nationalist insurgency was brought to a close by President Charles de Gaulle, and with it, the last significant chapter of Western colonialism in the Arab world.

French efforts to “pacify” Algeria were politically doomed despite growing military successes on the ground. Four long years before the 1962 Evian Accords were signed with the Front de Libération Nationale (FLN), the incumbent de Gaulle had concluded that the costs of maintaining the colony had come to outweigh the benefits to Metropolitan France. The war had been socially divisive (leading to a coup against the Fourth Republic), geopolitically counterproductive (isolating France from her NATO allies while creating enmity in the Arab world), and economically disastrous.

De Gaulle wished for a “responsible” pull-out. Subject to a popular referendum, Algeria would be granted its independence in exchange for the promise that France would continue to have access to the naval installations, nuclear sites and gas fields she had invested in there, and that the former colony would not turn into a Soviet proxy-state.

Fifty years later, the United States, which had once been very critical of French objectives in Algeria, would yearn for an analogous conclusion to her own protracted war in Afghanistan.

The general impression of the Algerian War today is that the French lost their colony because the indigenous population kicked them out. The plain truth, however, is that the French were not ousted from Algeria, anymore than the Americans were ousted from Iraq, or will soon be “ousted” from Afghanistan.

Setting the conditions for a “responsible” exit from Algeria in 1962 had required the French to bleed soldiers and treasury for years after the political decision had been made to withdraw. We are seeing the same eerie phenomenon repeat itself in Afghanistan. There, the irony of fighting against insurgencies abroad is emerging in full force; the counterinsurgent’s exit hinges on negotiating with the insurgent he continues to fight.

De Gaulle had negotiated with the FLN from a position of relative weakness; for despite France’s military successes on the ground, her political desire to withdraw was well known to all. The United States is confronted with a similar weakness in Afghanistan. Insurgent groups – the Taliban especially – have capitalized on NATO’s urgency to leave. The Taliban have come to realize that intransigence (to the point of killing negotiators – a recurring theme in Afghan history) will offer the better long-term yield. The more the Taliban wait, the more U.S.–NATO position will become desperate.

One hopes that the difference between Algeria and Afghanistan will lie in the degree to which the insurgent accedes to power in the aftermath of the foreign power’s withdrawal. In Algeria, despite promises of constitutional elections, the FLN had been allowed to achieve quasi-dictatorial control over the entire country following the French pull-out. The repercussions of a similar scenario being repeated in Afghanistan could be worse still. The Taliban’s record of governance offers bleak prospects for Afghanistan's sectarian stability, and more broadly, for the stability of Pakistan and the entire region. The tragedy of such an endgame would lie in the amount of blood and tears spilt by all sides only to yield results that could have been obtained – it will seem in hindsight – without paying such a tribute.

In Afghanistan, it remains to be seen whether the population will muster the strength to reject Taliban rule in the South on the morrow of an American withdrawal, or whether it will cave to the terror and fanaticism imposed by a few, thereby remaining cut-off from the rest of the world.

When national security imperatives or humanitarian concerns justify the toppling of a regime in the future, it is hoped that all efforts towards achieving a revolution from within will first be exhausted prior to contemplating an invasion. Otherwise, the insurgents, regardless of the merits of their banner-cause, will encounter no shortage of recruits to fight against the foreign occupiers of their lands and the perceived domestic lackeys they support.

Analysis of a Decade at War

On 15 June, the Joint and Coalition Operational Analysis division of the Joint Staff J-7 published a report titled, "A Decade at War."  This report came in response to Chairman of the Joint Chiefs of Staff, Gen Dempsey's guidance that we should make sure we "actually learn the lessons from the last decade at war."  The report can be downloaded in PDF format here.  An excerpt follows:

 

In the decade following 9/11, it became evident that the Cold War model that had guided foreign policy for the previous 50 years no longer fit the emerging global environment. Key changes included: 

  • A shift from US hegemony toward national pluralism 
  • The erosion of sovereignty and the impact of weak states 
  • The empowerment of small groups or individuals 
  • An increasing need to fight and win in the information domain 

In the midst of these changes, the US employed its military in a wide range of operations to address perceived threats from both nation-state and terrorist groups; to strengthen partner nation militaries; to conduct humanitarian assistance operations; and to provide defense support of civil authorities in catastrophic incidents such as Hurricane Katrina. This wide range of operations aimed to promote and protect national interests in the changing global environment. 

In general, operations during the first half of the decade were often marked by numerous missteps and challenges as the US government and military applied a strategy and force suited for a different threat and environment. Operations in the second half of the decade often featured successful adaptation to overcome these challenges. From its study of these operations, JCOA identified overarching, enduring lessons for the joint force that present opportunities for the US to learn and improve, best practices that the US can sustain, and emerging risk factors that the US should address. 

The report broke down lessons into eleven strategic themes, analyzing each one in brief and providing a way ahead on each.  These were:

 

  • Understanding the Environment: A failure to recognize, acknowledge, and accurately define the operational environment led to a mismatch between forces, capabilities, missions, and goals. 
  • Conventional Warfare Paradigm: Conventional warfare approaches often were ineffective when applied to operations other than major combat, forcing leaders to realign the ways and means of achieving effects. 
  • Battle for the Narrative: The US was slow to recognize the importance of information and the battle for the narrative in achieving objectives at all levels; it was often ineffective in applying and aligning the narrative to goals and desired end states. 
  • Transitions: Failure to adequately plan and resource strategic and operational transitions endangered accomplishment of the overall mission. 
  • Adaptation: Department of Defense (DOD) policies, doctrine, training and equipment were often poorly suited to operations other than major combat, forcing widespread and costly adaptation. 
  • Special Operations Forces (SOF) – General Purpose Forces (GPF) Integration: Multiple, simultaneous, large-scale operations executed in dynamic environments required the integration of general purpose and special operations forces, creating a force-multiplying effect for both. 
  • Interagency Coordination: Interagency coordination was uneven due to inconsistent participation in planning, training, and operations; policy gaps; resources; and differences in organizational culture. 
  • Coalition Operations: Establishing and sustaining coalition unity of effort was a challenge due to competing national interests, cultures, resources, and policies. 
  • Host-Nation Partnering: Partnering was a key enabler and force multiplier, and aided in host-nation capacity building. However, it was not always approached effectively nor adequately prioritized and resourced. 
  • State Use of Surrogates and Proxies: States sponsored and exploited surrogates and proxies to generate asymmetric challenges. 
  • Super-Empowered Threats: Individuals and small groups exploited globalized technology and information to expand influence and approach state-like disruptive capacity. 
 

A New Way Forward for NATO Strategy in Afghanistan?

The Center for National Policy has published a new report titled, "NATO Strategy in Afghanistan: A New Way Forward."  Coauthored by Scott Bates and Ryan Evans,

This strategy calls for an accelerated and substantive transition that puts the Afghan government and security forces in the lead across the country and leaves approximately 30,000 NATO and partnered troops in the country by April 2013 under a special operations command structure. It also calls for a bolstered United Nations role in governance and development programs.

This condition is the direct consequence of our self-defeating obsession with hegemonic nation building, military occupations and resulting counter-insurgency campaigns in the Middle East and Afghanistan. Trend lines: Russia, NE Asia and India

  • Russia: Down from 14 million in the armed forces to less than a million. Russian forces are hard pressed to modernize, let alone secure Russia, which borders 14 nations. Russia’s focus is on restive Muslim at home and in Central Asia, not on the US and the West.
  • China: Stability‐obsessed leaders are focused on maintaining rapid economic growth to create enough jobs for China’s 1.3 billion people and keep a lid on unrest. China’s Military (PLA) is riddled with corruption and professional decay, compromised by ties of patronage, and asphyxiated by the ever‐greater effort required to impose political control.
  • Japan and the ROK: Japanese and Korean Defense Ministers will soon sign a general security of military information agreement and an acquisition and cross‐servicing agreement. The foundation for a military alliance that will turn the tables on China and change the strategic balance in NE Asia.
  • India: China’s acquisition of Coco Island from Myanmar and build up of Gawadar Naval base in Pakistan have induced India to build up its own naval forces. India’s naval base at the mouth of the Malacca Strait, is critical to India’s strategy for blocking Chinese shipping through the Strait of Malacca.

Trend lines: The Islamic World and Latin America

  • Muslim Societies in North Africa, ME and SWA are in meltdown. Islamism is rising because it is rooted in the societies and their supporting cultures. The growing Islamist majorities will struggle for decades to govern themselves.
  • Turkey and Iran are in direct opposition in Syria; attempts to remove Assad from power in Syria are reinforcing Iran’s perception that it needs a nuclear deterrent to hold the Sunni Peninsular Arabs, Israel, Turkey, and potentially U.S. Forces at risk. Securing Iran and its new Shiite Satellite State, Iraq, and competition for regional dominance will pit Turkey and Iran against each other for decades.
  • Criminality, terrorism and human trafficking from Latin America, especially, Mexico, presents an immediate and growing threat to the internal stability and national security of the United States. Mexico is in the midst of a drug war, with rival cartels fighting for control of a $30 billion market for illegal drugs inside the United States.
  • The future key terrain of the world will be oil, minerals, water and the infrastructure that supports these resources. Al Faw in the Persian Gulf pumps out roughly $17,000 a second in crude oil. 42% of Nigeria's oil already goes to the United States… The West with Japanese participation is dividing up the World’s resources on the Yalta model. The Chinese are not invited …

Trend lines: Debt Matters!

  • When interest rates on the U.S. Treasury’s securities rise – and they will – the U.S. Government’s cost of servicing the nation’s ballooning debt will soar confronting Americans with a new fiscal crisis;
  • In Senator Tom Coburn’s words, “the specter of default.”
  • International Financial Outlook is grim.  EUROZONE will implode followed by UK;
  • NE Asia: Chinese economic downturn already underway. Japan and Korea will follow.
  • Near Term: Probability of ‘Great power’ war low, but a Korean‐Style Emergency that demands ready, deployable Army combat forces capable of decisive, Joint offensive operations remains a strong possibility. Until borders are secure, Americans at home are at risk.
  • Long‐term: The prerequisite for any fight with U.S. Forces is to neutralize U.S. space-based assets. This fight involves kinetic and non‐kinetic (cyber) capabilities and will only intensify.

What do the trend leans mean for America's post election defense establishment?

  • Critical Task for incoming Defense Team in January 2013: Optimize today’s forces within the trend lines to guide strategic investment over time.
  • Industrial Age paradigm inefficiencies and duplications reduce operational impact and perpetuate unsustainable “cost exchange ratios” with our adversaries (Vietnam/Iraq/Afghanistan).
  • Optimizing “capability at cost” in new paradigm dramatically increases operational impact of each dollar spent – maintaining/enhancing security at reduced spending levels.

Implications for Army Ground Forces:

  • The U.S. will no longer sustain open‐ended military interventions in failing or failed states with the object of imposing cultural and political change with general purpose ground forces.
  • The Army can learn more about the future character of warfighting operations from the Falkland Islands Campaign than from its experience in Iraq and Afghanistan.
  • Lines of Communications will be the life or death of force projection over vast distances. In the Pacific, Australia is key. (See Key State Strategy outlined in Breaking the Phalanx, Praeger January 1997)
  • The Army must offer a modular continuum of response that is flexible and inherently joint in design and assert a leadership role in Joint operations and concepts.
  • Without a new force design in place, the Army will not get a new strike vehicle or C4ISR package is the start point for change. Standardization of sensors, networks, C2 data, and intelligence is vital.

What should the Army’s senior leaders do?

  • In December 1905, three years after the Boer War ended, Richard Haldane became Secretary of State for War. Obstructed by a nation obsessed with the Royal Navy, and a political culture opposed to conscription, Haldane began preparing the British Army for a future conflict very different from colonial warfare.
  • Haldane set out to determine the form future war was likely to take, then, adopted the organization and weapons to fight it. In other words, software (thinking carefully about things, contemplating likely issues and problems) must come before hardware. What happened?
  • Haldane concentrated on reorganization, modernization and training to maximize capability at cost;
  • In practice, Haldane built a ground force suited to a global Maritime Power, not a regional Continental Power;
  • The result was an elite force of 6 infantry divisions and 1 cavalry division, designed for rapid deployment as a British Expedition Force (BEF), backed by a reserve of 14 Territorial divisions of volunteers;
  • In 1914, the BEF arrived in time to slow, then, cooperate with the French to halt the German advance.

Implications of the Haldane Model for today’s Army:

  • The Haldane approach demands rigorous analysis to link strategy with concept and capabilities; an integrated, joint military command structure with a self‐contained organization for combat. An Army for a global Aerospace‐Maritime Power, not a continental power!
  • New Army Force Design must:
    • Create powerful synergies with the technologies and concepts developed by U.S. Aerospace and Maritime Forces.
    • Punch above its weight, mobilizing fighting power disproportionate to their size;
    • Operate in a non‐linear, nodal and dispersed, mobile warfare environment inside a much more lethal battle space.
    • Possess the capability to close with the enemy, take hits, sustain losses, keep fighting and strike back decisively (employ accurate devastating firepower from tracked armored platforms to ensure survival and victory in close combat).

The Light Reconnaissance Strike Group (LRSG) breaks the WW II/Cold War paradigm!

  • The post‐election Army must be resilient. It must be survivable, effective and act as a Joint enabler across a range of alternative futures.
  • A Light Reconnaissance Strike Group performs critical tasks in the context of Joint operations:
    • Provides a credible land component with the mobility, firepower, protection and organic sustainment to operate autonomously under Joint C2 in dispersed mobile warfare;
    • Signals escalation dominance to the enemy;
    • Bypasses or punches through enemy resistance for operational maneuver to encircle and destroy sub‐national groups or nation‐state forces;
    • Shifts rapidly between close combat and peace enforcement.

Post-Industrial/Information Age Joint, Integrated C2 Warfighting Paradigm

  • Integrated “All Arms” Warfare: Warfighting Operations that integrate functional capabilities – Maneuver, Strike, IISR, Sustainment – across service lines inside an integrated Joint C2 operational framework.
  • “High lethality, low density”: Army Forces that punch above their weight, capable of operational reach in an environment of mobile, dispersed warfare.

  • The future of the Army is a constrained future‐‐especially in the budgetary sense. The Haldane model points the way forward.
  • Meanwhile, reorganize Army Forces to expand the nation’s range of strategic options; forces capable of conducting integrated, “all arms” operations in dispersed, mobile warfare against a mix of potential opponents, conventional and unconventional.
  • Like the Navy, Air Force and Marines, the U.S. Army exists to raise, train, and equip modular/mission focused capability packages and C2 elements designed for commitment to the COCOMs and plugged into Joint Force Headquarters which have the authority and the responsibility to fight and win the nation's wars.
