Ishak V. Mastura is a former Deputy Executive Secretary, former Chairman of the Regional Board of Investments, and former Trade and Industry Secretary of the Autonomous Region in Muslim Mindanao (ARMM). He is a lawyer with a Master of Laws in Petroleum Law and Policy from the University of Dundee, U.K. and an author of several articles and papers on the Mindanao Conflict that have been published by various newspapers, journals and periodicals including the Center for Strategic and International Studies and Jindal Journal of International Affairs. He is currently on the Advisory Council for Mindanao of the Japan International Cooperation Agency and the treasurer and board of trustee of the non-profit foundation and civic organization, ARMM Business Council.
