Heather Messera is the Senior Fellow for Government Affairs at the Center for Climate and Security. She has almost two decades of experience in the defense policy world, enjoys analyzing over-the-horizon threats to national security, and is a graduate of the University of North Carolina at Chapel Hill (B.A.) and the U.S. Naval War College (M.A.).
