Dr. Lisa Saum-Manning is a Political Scientist at the RAND Corporation whose research interests focus on aspects of strategic planning for the U.S. Armed Forces to include: Counterinsurgency, Unconventional/Irregular Warfare, building Afghan security capacity, nuclear deterrence and nonproliferation. Dr. Saum-Manning recently returned from a 4-month deployment to Afghanistan where she served as an analyst for the Commanding General of the Combined Forces Special Operations Component Command (CFSOCC-A). Her role was to provide research and analysis on short and long-term challenges facing CFSOCC-A and its mission to build Afghan security, governance, and development capacity through the Village Stability Operations/Afghan Local Police (VSO/ALP) program.
