Joseph J. Collins is a retired Army Colonel with long service on the Army Staff, the Joint Staff, and in the Office of the Under Secretary of Defense, Policy. From 2001 to 2004, he was Deputy Assistant Secretary of Defense for Stability Operations. Dr. Collins taught for 25 years, first at West Point in the Department of Social Sciences, and then at the National War College and Georgetown University’s Security Studies Program. He earned his doctorate at Columbia University and has been writing on Afghanistan since 1980. Dr. Collins is a life member of the Council on Foreign Relations.
