I doubt it was anything so bold, probably more along the lines of turning in family members for saying untoward things about the state, possibly shooting innocent nK civilians who were already tied up, and perhaps serving as male sex slaves for the Kim family. All they're missing is red noses and a smile painted on their faces.

All those medals are worn by officers whose country has not been in combat since 1953. I surmise these decorations are for internal KN propaganda consumption related to tactical "combat" artillery and sea attacks against innocent KS targets as well as loyalty to the Kim regime(s)...
