Iran has begun a diplomatic push against European and Arab countries it says supported or harbored people linked to a terrorist attack that left 25 people dead and fueled Middle East tensions.

Al Ahvazieh, an ethnic Arab separatist group with links to Saudi Arabia, claimed responsibility for Saturday’s attack by four gunmen on a military parade in the southwestern Iranian city of Ahvaz. Iranian officials said children and journalists were among the dead, along with eight members of the elite Islamic Revolutionary Guard Corps unit.

Iranian officials blame Saudi Arabia for training and funding the separatist group. Saudi officials haven’t commented on the attack and didn’t respond to questions seeking comment.

Late Saturday, Iran’s foreign ministry summoned the ambassadors of Denmark and the Netherlands, where it says people linked to the assailants are based. Iran also called in the chargé d’affaires of the U.K., from where a television station funded by Saudi investors broadcast a statement from al Ahvazieh after the attack.

Iran also summoned the chargé d’affaires of the United Arab Emirates over comments made by an unnamed Emirati official, state-run media reported, without elaborating. The U.A.E. is a key ally of Saudi Arabia—which doesn’t have diplomatic representatives in Iran—and both are fighting Iran-supported rebels in Yemen…
