Mike Grater

Major Mike Grater, US Army, is a Sub-Saharan Africa Foreign Area Officer stationed at FT Polk Louisiana as a Brigade Team Leader South/Central Africa with proficiency in French and German. This is his first assignment as a FAO. He has a bachelor’s degree in Anthropology from Oregon State University and a Master’s degree in Security Studies from the Naval Postgraduate School.

The purpose of this paper is to explore Political Liberalism as applied to the Regionally Aligned Forces concept in order to explain the “why” of strategic implementation.
