David J. Katz

David J. Katz is a career Foreign Service Officer currently serving as State Department Advisor to the U.S. Army Peacekeeping and Stability Operations Institute, Carlisle, Pennsylvania. His involvement with Afghanistan dates from the mid-1970s when he conducted field research for his PhD dissertation (Anthropology, UCLA 1982) in what is now Nuristan Province. The most recent of his six State Department assignments dealing directly with Afghanistan and Pakistan was serving as Deputy Director, Force Reintegration Cell at ISAF HQ, Kabul, from December 2009 to June 2011. 

The types of information needed by the military to conduct population-centric counterinsurgency operations in Afghanistan shares little in common with intelligence used for lethal targeting.
